I do not think it would be enough on its own. I think we would have to have a few of them in. Yet, it was very patchy the last time a group of them were before the committee. There were very good examples of some poor practice.

Catherine Murphy: No. I agree with a lot of what the Cathaoirleach has said and I do not see where there would be a delay. Has that exemption made any difference at all or are the other blockages still there in terms of getting the financial permission to go ahead with projects? I think that is where the blockage is.
