Order of Business (1 Oct 2015)

Dessie Ellis: ...in Prospect Hill, Finglas. For the past two years; individuals and families were allocated to them from the housing lists, only to be stopped at the last minute due to fire safety concerns. NAMA and the receiver are in control of the apartments. The Tánaiste and other Ministers have indicated that NAMA will play a bigger role in the delivery of social housing. With that in mind,...

Order of Business (1 Oct 2015)

Dessie Ellis: -----to local authorities from NAMA? That is the big issue. People are becoming homeless following the sale of NAMA properties. That is what we should focus on.

Social Housing Policy: Motion (Resumed) [Private Members] (30 Sep 2015)

Dessie Ellis: ...of some chief executives and senior management could have an influence on this shift of focus? Does he see them as a block or hindrance to the delivery of social housing? If so, what will he do? Regarding the role of NAMA, we welcome the conversion of office, retail and former residential property space into accommodation but this process needs to be accelerated. We call on the...

Social Housing Policy: Motion [Private Members] (29 Sep 2015)

Dessie Ellis: ...rent rises; — accept that with approximately 38,000 mortgage holders experiencing severe mortgage distress, there is a need to introduce emergency legislation to cap mortgage interest rates; — strengthen the protection of the family home in the Land and Conveyancing Law Reform Act 2013; — compel the National Asset Management Agency (NAMA) to engage in an emergency...

Social Housing Policy: Motion [Private Members] (29 Sep 2015)

Dessie Ellis: The fire sale of NAMA properties should also be immediately stopped, as this has the potential to further add to the homeless crisis. Local authorities should be given first option on empty State lands and buildings which could then be used for accommodation. A total of 2,600 council houses lie vacant in every town and village across Ireland as well as thousands of empty buildings, retail...

Urban Regeneration and Housing Bill 2015: Report Stage (Resumed) (8 Jul 2015)

Dessie Ellis: .... It is absolutely mad that rather than delivering proper social housing, provision is being made for leasing arrangements. It beggars belief that we are fattening landlords up in this way. NAMA has leased out many properties. Local authorities and other interests have taken properties from NAMA under leases. That is what has built up the portfolio. NAMA has accumulated a big amount...

Urban Regeneration and Housing Bill 2015: Report Stage (7 Jul 2015)

Dessie Ellis: In my first contribution, I focused on the amendment without dealing with the broader issues. I want to say a couple of things about NAMA. It has been a disaster and will prove to be one of the scandals of the country in the future. There are a lot of questions to be answered. When it was set up we could not get answers to from it about anything that was going on, no matter what...

Urban Regeneration and Housing Bill 2015: Report Stage (7 Jul 2015)

Dessie Ellis: I do not see the point of the amendment because NAMA will not be in existence for much longer. This would create extra cost. We are adding an extra cost on in terms of NAMA and the properties that are there, in particular when it comes to the levies. As such, I do not see the purpose of the amendment and will oppose it.

Housing Affordability: Motion [Private Members] (27 Jan 2015)

Dessie Ellis: ...the goalposts and twisting figures. I cannot count how many times Government officials have announced the same figures and pretended they were new figures. In the early days of the Government it seemed that every few months we were told NAMA would deliver 4,000 homes, as if it was new information or even touching on being accurate. At present, NAMA has only delivered a quarter of that,...

Housing Provision: Motion (Resumed) [Private Members] (24 Sep 2014)

Dessie Ellis: ...of those figures again, either to confuse or to emphasise. The former Minister of State with responsibility for housing, Deputy Jan O'Sullivan, used to do the same thing. She repeatedly announced NAMA's undelivered promises as if they were new and repackaged adaptation cuts and funding boosts, but they turned out to be a little less severe. The only people who have a roof over their...

Housing Provision: Motion [Private Members] (23 Sep 2014)

Dessie Ellis: ...have found that the vast majority of rental properties in inner city Dublin do not meet minimum standards for human habitation; — the Government has failed to deliver less than a quarter of promised National Asset Management Agency, NAMA, housing after three years in office; — the Government is also currently failing in its stated policy objective to end long-term...

Housing (Miscellaneous Provisions) Bill 2014: Report Stage (Resumed) (26 Jun 2014)

Dessie Ellis: ...ago circumstances are getting worse and will continue to do so. We need to start looking at what we have, find other avenues for housing people and identify alternatives. We have talked about NAMA for long enough. NAMA has not delivered. It has delivered approximately 500 units. There is still talk that it can deliver more but its current rate of delivery is not worth talking about....

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Current Housing Demand: Discussion (Resumed) (17 Jun 2014)

Dessie Ellis: ...in place to deal with it. They could do the same regarding the HAP. What is Mr. Layde's opinion? It should be outlawed. Some time ago the Minister mentioned that there were more than 4,500 NAMA properties, 500 of which were being used and approximately 2,000 of which had been identified as unsuitable. The definition of "unsuitable" upset me. Originally, I thought it was because they...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Current Housing Demand: Discussion (15 Apr 2014)

Dessie Ellis: ..."; it is "long-term homelessness". That is not to say we will solve the problem of homelessness. It is playing with words, and it is deceiving. On getting the best value for money, we have NAMA, new housing, etc., but looking at some of the second-hand housing, in the same way that the local authority buys for senior citizens or whatever, is there any value in examining that area...

Social Housing and Homelessness Policy: Statements (12 Mar 2014)

Dessie Ellis: ...of tenants and so on. This money has been announced a number of times, giving the impression that great strides are being made to tackle social housing. It has also been announced time and again that NAMA is to provide 4,000 homes for social leasing. It is rarely announced that fewer than 500 houses have been delivered, that the scheme is almost three years old and that social leasing...

Government's Priorities for the Year Ahead: Statements (Resumed) (6 Mar 2014)

Dessie Ellis: ...Dublin last year. There are 16 newly homeless families in Dublin every week but the Government has nevertheless claimed it will end homelessness by 2016. It is either naive beyond belief or it is lying. NAMA, which has been proposed as a solution to housing shortages, has delivered fewer than 500 homes out of a promised 4,000. Despite what some might say, it gives me no great pleasure...

Written Answers — Department of Environment, Community and Local Government: NAMA Portfolio (4 Feb 2014)

Dessie Ellis: 481. To ask the Minister for Environment, Community and Local Government the number of National Asset Management Agency housing units that are now occupied; and the status of all other identified NAMA units for social housing. [5613/14]

Other Questions: Homeless Accommodation Provision (5 Dec 2013)

Dessie Ellis: ...participating in the rental accommodation scheme. This issue needs to be addressed urgently. The Minister mentioned 450 units, but in three years the Government has delivered only 443 under NAMA.

Topical Issue Debate: Homelessness Strategy (3 Dec 2013)

Dessie Ellis: ...latter have been very successful in other countries, raising billions across Europe. The Government, however, has taken no action in this regard. Instead it continually restates the promise of NAMA housing and rehashes old announcements and spin as new funding. The Minister must consider establishing semi-independent housing trusts through the local authorities, which would allow the...

Other Questions: NAMA Portfolio Issues (23 Oct 2013)

Dessie Ellis: We have had several deadlines in terms of housing from NAMA. In 2012 we were told there would be 2,000 and then at the end of 2012 we were told there would probably be 4,000 but as the Minister said, we have only delivered 443. Can the Minister tell me whether some of the houses leased from NAMA will have to be put back into pristine condition and what would be the cost involved in that?...
