Public Accounts Committee: Business of Committee (22 Nov 2018)

Catherine Murphy: All of us have concerns about loans that were in NAMA. People seem to be back in control of assets that they have possibly gained by virtue of getting back into a position without appearing to have the ability to do that. That is the genesis of this. It is a concern for me. People were not supposed to be able to buy back their loans-----

Public Accounts Committee: Business of Committee (22 Nov 2018)

Catherine Murphy: -----unless they could buy something at par value. It may be anecdotal, but it appears that some people have been able to do this. What kind of follow-through is done by NAMA afterwards? There could be people fronting for other people and things like that.

Written Answers — Department of Finance: NAMA Expenditure (22 Nov 2018)

Catherine Murphy: 49. To ask the Minister for Finance the number of homes the construction of which has been funded by NAMA; and the number of these that have been sold, by local authority and by year; and if he will make a statement on the matter. [48669/18]

Public Accounts Committee: National Asset Management Agency: Financial Statements 2016 and 2017
Comptroller and Auditor General Special Report No. 102: National Asset Management Agency Second Progress Report
(20 Sep 2018)

Catherine Murphy: When NAMA was selling assets or loans, did it put any conditions on how they were to be worked out, given that they were sold possibly with planning permissions, and there were fully serviced sites? Serviced sites are so valuable because there is a double cost for those who have to repeat the servicing of sites and that is a further call on the public purse. Did NAMA put conditions on any...

Public Accounts Committee: National Asset Management Agency: Financial Statements 2016 and 2017
Comptroller and Auditor General Special Report No. 102: National Asset Management Agency Second Progress Report
(20 Sep 2018)

Public Accounts Committee: National Asset Management Agency: Financial Statements 2016 and 2017
Comptroller and Auditor General Special Report No. 102: National Asset Management Agency Second Progress Report
(20 Sep 2018)

Catherine Murphy: ...point earlier and the witnesses might have a personal view on it that is different from that of the organisation. It relates to whether there is a benefit in having property prices rising. From a NAMA perspective, it is clearly seen as beneficial that property prices would rise and certainly do not fall. The witnesses would speak of the impact that would have on the amount returned to...

Public Accounts Committee: National Asset Management Agency: Financial Statements 2016 and 2017
Comptroller and Auditor General Special Report No. 102: National Asset Management Agency Second Progress Report
(20 Sep 2018)

Catherine Murphy: Did NAMA have a dialogue with the Department of Finance about being on the wrong track, given that we were heading into a housing crisis? I started raising the issue of housing mainly because there was a big investment in a multinational in the area where I live and we were seeing the upturn before other places. There was a big hire of 4,500 people and it sucked up whatever was available in...

Public Accounts Committee: National Asset Management Agency: Financial Statements 2016 and 2017
Comptroller and Auditor General Special Report No. 102: National Asset Management Agency Second Progress Report
(20 Sep 2018)

Catherine Murphy: I have one final question. According to a newspaper article published in the summer, NAMA offered the Housing Agency some properties - I could be wrong on what entity was involved - and the offer was not taken up. The properties were later disposed of to Cerberus and have since been purchased for market value. Are there other examples of that or was that a one-off case that resulted in the...

Public Accounts Committee: Business of Committee (12 Jul 2018)

Catherine Murphy: ...work depends on the material provided and the format of that material. This may be pertinent not only to this inquiry but to other inquiries in future. Page five of the statement refers to where NAMA has believed it has been unable to access and verify the completeness of relevant documentation. This could be pertinent to other inquiries. NAMA has taken the view that it has not been...

Public Accounts Committee: Business of Committee (12 Jul 2018)

Catherine Murphy: We are due to have NAMA in, is that correct?

Housing: Motion [Private Members] (13 Jun 2018)

Catherine Murphy: ...failing abysmally in dealing with what is now a housing emergency and it is an escalating emergency. Ms Farha said that one of her primary reasons for becoming interested in Ireland was because of NAMA and the unprecedented nature of how it is operating despite the country being in the midst of a housing crisis. Almost 10,000 people are homeless according to the official homelessness...

Consumer Protection (Regulation of Credit Servicing Firms) (Amendment) Bill 2018: Second Stage [Private Members] (6 Mar 2018)

Catherine Murphy: ...the case that other entities are required to offer the same measures as are required to be offered by the banks. An article inwww.independent.ie, with the headline, "US vulture funds clean up as Nama sells out", quotes the CEO and co-founder of Blackstone, Mr. Steve Schwarzman, thus: " We're basically waiting to see how beaten up people's psyches get and where they're willing to sell...

Chapter 3 - Cost of Bank Stabilisation Measures as at the end of 2016
Irish Bank Resolution Corporation Liquidation
(14 Dec 2017)

Catherine Murphy: ...it was dealing with the legislation which was very rushed, did the Department consider an oversight provision, for example, the same way as the Comptroller and Auditor General is embedded in NAMA? Was that kind of thing considered or was the special liquidator the only thing that was considered?

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts

Chapter 2 - Government Debt
Chapter 18 - Irish Fiscal Advisory Council
Finance Accounts 2015
(6 Jul 2017)

Catherine Murphy: I do not know if the Taoiseach knows how threadbare some of our public services are but let us park that one. We will have that debate in a different place. In respect of NAMA, do the witnesses have any idea of what remains to be sold? What is the estimated quantum that remains to be sold?

Finance Accounts 2015
(6 Jul 2017)

Catherine Murphy: If Ms Nolan could do so, I would appreciate it We have had this discussion before. It is fully funded to 2020 but the Department brought the date for disposing of what remains of the loans in NAMA back to 2018. Given that there is a rising property market, has there been any reassessment of the position?

Catherine Murphy: ...get the maximum amount. I am left here to speak about the housing crisis. Even if somebody wants to rent a three-bedroom house in Lucan, they need €2,200 per month. I have a real problem with NAMA in any event but it strikes me that rushing the wind-up of NAMA may well reduce - rather than increase - what we ultimately get. Is there any-----

Catherine Murphy: 340. To ask the Minister for Finance if his attention has been drawn to a disclosure by NAMA of non-competitive procurement in 2016 to the value of €3.5 million; if his attention has been further drawn to other similar disclosures by NAMA or the NTMA; and if he will make a statement on the matter. [28947/17]

Nomination of Taoiseach (Resumed) (14 Jun 2017)

Catherine Murphy: ...kind of ethical behaviour that should exemplify the rebuilding of this country. There are diverse voices in this House. I have a hope for those diverse voices. The housing crisis, whistleblowers, NAMA and the IBRC were all things that were brought to this House by diverse voices. Please do not silence us. Please do not make that the first thing you do. That would be a big mistake.

Commission of Investigation (National Asset Management Agency) Order 2017: Motion (23 May 2017)

Catherine Murphy: ...investigation, there is no reason it could not be the first module in a wider commission of investigation. The Minister for Finance, responding to questions in the House on the oversight of NAMA, repeatedly stated the Comptroller and Auditor General had a supervisory role in respect of NAMA. This overstates the role of the Office of the Comptroller and Auditor General, which has an...

Report of the Committee of Public Accounts re National Asset Management Agency’s sale of Project Eagle: Motion (29 Mar 2017)

Catherine Murphy: That is hugely disrespectful and I want to note that. On the numerous occasions I have heard the Minister, Deputy Noonan, speak about the oversight of NAMA, and I have asked questions also, we have been assured on every single occasion that the Office of the Comptroller and Auditor General was embedded in NAMA. In fact, he gave the impression that it had a supervisory role. The...
