Committee on Housing and Homelessness: Interim Report of Committee (26 Apr 2016)

Eoin Ó Broin: I want to suggest a speaker who would come in. We cannot just have NAMA on its own in here. That is not what the Chairman is proposing, is it? There are other people who have expertise on NAMA and on homelessness, who might have interesting things to contribute. Mark Kenney, for example, from Mazars, would be worthy of inviting in alongside NAMA.

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

Eoin Ó Broin: Mr. Daly said earlier that repaying the debt was NAMA's top priority. I do not need to remind him that is not what the NAMA Act says. The Act gives NAMA a number of tasks. Section 2(b)(viii) of the Act talks about contributing "to the social and economic development of the State". Mr. Daly went on to say that in his view, repaying the debt is the best social dividend. I would have thought...

Eoin Ó Broin: 239. To ask the Minister for Finance the engagement he has had with NAMA and or the Minister for Housing regarding NAMA's commercial interest in the land at the Poolbeg SDZ, and whether this interest could be transferred to Dublin City Council to ensure the delivery of genuinely affordable homes at that location as per the SDZ agreement. [3037/23]

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Schemes (23 Jun 2022)

Eoin Ó Broin: ...ease up on public accountability of public funds but, rather, to accelerate that process, as is hoped, from planning approval to construction. I welcome the fact the Minister has engaged with NAMA. As he will know, his predecessor turned down an offer for the purchase of NAMA's interest at a 60% discount, a scandalous decision, in my view, and I am sure the Minister agrees with me....

Ceisteanna ó Cheannairí - Leaders' Questions (29 Jun 2021)

Eoin Ó Broin: ...million. In order to ensure the homes built on this portion of the SDZ land are genuinely affordable, Dublin City Council wanted to buy the Irish Glass Bottle site from the National Asset Management Agency, NAMA, at a discount. In 2019, NAMA agreed and, in turn, Dublin City Council officials approached the Department of Housing, Local Government and Heritage to approve the finance. NAMA...

Saincheisteanna Tráthúla - Topical Issue Debate: National Asset Management Agency (16 Feb 2023)

Eoin Ó Broin: ...agreement cannot be reached, not only can the development not proceed but also the communities of Ringsend and Irishtown could lose these much-needed affordable homes. The National Asset Management Agency, NAMA, retains a 20% stake in the development. The only way the affordable homes can be delivered is if NAMA's 20% stake is transferred to Dublin City Council and is used as part of the...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Schemes (23 Jun 2022)

Eoin Ó Broin: ...costs. Even if we get €100,000 from the serviced sites fund plus support from the National Transport Authority, NTA, and the Department's own funding, that will not drive affordability. The key is NAMA's 20% interest in the development. Has the Minister engaged with the Minister for Finance, Deputy Donohoe, and NAMA on this? If not, will he give a commitment to do so? I think...

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

Eoin Ó Broin: ...whether these units were part of the original pool of units that were rejected by local authorities. Alternatively, was the decision to put them into the private market a commercial decision of NAMA? Perhaps it was a mix of the two. I am concerned that one of the problems for local authorities and approved housing bodies is that the more streamlined and standardised leasing model that...

Affordable Homes in the Poolbeg Strategic Development Zone: Motion (29 Jun 2021)

Eoin Ó Broin: ...of these homes, therefore, is absolutely paramount. Dublin City Council, in order to try to ensure the affordability of the homes in question, approached the National Asset Management Agency, NAMA, in 2019 with a view to acquiring the portion of the SDZ known as the Irish Glass Bottle site. Unusually, NAMA agreed to sell that site to Dublin City Council at a discount. Despite valiant...

Committee on Housing and Homelessness: Social Justice Ireland (26 May 2016)

Eoin Ó Broin: ...ruling and is the decision on whether Irish Water is off-balance sheet relevant in the context of public housing? This is an important issue. On the use of the National Asset Management Agency, NAMA, as a vehicle for public housing provision, would the housing stock be owned by the agency or another entity such as an approved housing body? Has Social Justice Ireland examined the issue...
