Seán Fleming: ...EU and member states coordinate and share information on ongoing humanitarian crises such as that in Gaza. The Tánaiste’s recent visit to the Rafah crossing, on the Egyptian side, highlighted Israel’s restrictions on humanitarian access, which have prevented life-saving aid from reaching people in Gaza. We are extremely concerned by reports that Israel has begun...

Seán Fleming: ...assistance entering Gaza by road. There is no alternative to full, safe and unhindered humanitarian access to and within Gaza if mas hunger is to be avoided. The International Court of Justice made clear on 26 January that Israel must take immediate and effective measures to enable the provision of urgently needed basic services and humanitarian assistance in Gaza.

Seán Fleming: ...this week. He and the Taoiseach also spoke of the importance of stopping the violence in their interactions with leaders from around the world at the Munich Security Conference. We also made it clear that the Israeli military action in the Gaza Strip in response to the horrific attacks by Hamas has been disproportionate. I think everybody accepts this point. Ireland has repeatedly...

Our Attorney General will travel to The Hague next month to participate in the proceedings at the International Court of Justice on a case on the legality of Israel's policies and practices in the occupied Palestinian territories. Written Answers — Department of Foreign Affairs and Trade: Middle East (30 Nov 2023)

Seán Fleming: I propose to take Questions Nos. 175, 201 and 227 together. Since the appalling Hamas violence on 7 October and the start of the Israeli military operation, the humanitarian situation in Gaza has continued to deteriorate. The UN has increased its flash appeal for aid to a total of $1.2 billion to provide assistance to 2.2 million people in Gaza and 500,000 in the West Bank. In response, on...

Seán Fleming: ...devastating natural disasters this year, including earthquakes in Türkiye, Syria, Morocco and Afghanistan and floods in Libya. A total of €13.5 million was provided in response to those crises. In the past two months, we have witnessed horrific scenes in Israel and the occupied Palestinian territory. The attack by Hamas was one of the worst acts of terrorism that Israel...

Seán Fleming: ...of funding we are regularly providing to the region through UN bodies, or their EU counterparts, because sometimes our NGOs do not have the ability to deliver those types of projects on the ground. On Israel's actions, Ireland is one of the few countries that has been exceptionally politically neutral and we condemn the violence on both sides. Not everybody does that. So many people in...

Vote 28 - Foreign Affairs (Supplementary)
(28 Nov 2023)

Seán Fleming: The high number of civilian casualties is deeply shocking and needs to be criticised outright. We have been clear in that. Israel has a right to protect itself but that is not an unfettered right. It must do so in line with international humanitarian law. It is essential that it does that. We continually remind Israel of its international legal obligations. As people know, the...

Vote 27 - International Co-operation (Supplementary)
Vote 28 - Foreign Affairs (Supplementary)
(28 Nov 2023)

Seán Fleming: This is an issue we raise consistently and regularly with Israel. Some of the damage caused is a relatively small proportion of the structures that have been built. However, we do not have powers of enforcement. We have requested and raised the issue of compensation very strongly but we do not have the legal powers to enforce it. That is where the position is.

Seán Fleming: ...humanitarian need, promoting gender equality and good governance, and human rights. We have responded quickly and decisively to the increased needs in the aftermath of the horrific Hamas attack on Israel and the escalating, unprecedented humanitarian crisis in Gaza following Israel’s military response. On 18 October, the Tanaiste announced an immediate package of Irish funding...

Seán Fleming: I thank all who have contributed to the debate. It is clear that Deputies across the House are deeply and genuinely concerned at the horrific situation that has unfolded in Israel and the occupied Palestinian territories over the past three weeks. The Government shares their deep alarm at the situation and the way in which it continues to deteriorate rapidly, including in the context of the...

Escalation of Violence in Israel and the Occupied Palestinian Territory: Motion [Private Members] (14 Nov 2023)

Seán Fleming: I move amendment No. 1: To delete all words after "Dáil Éireann" and substitute the following: "strongly condemns the attack by Hamas on the people of Israel on 7th October and deplores the escalation of violence in Israel and the Occupied Palestinian Territory since then, particularly the killing of innocent men, women and children, the taking of hostages, the destruction of...

Seán Fleming: I thank Senators for their attention and valuable contributions today. I echo the horror expressed by all Members at the tragedy enfolding in Israel and Gaza as we speak. Seán Fleming: ...last night of the death of Kim Damti. I express my sincere sympathies to the family and friends of Kim, many of whom I know well, including those who live in Ireland, although not her relations in Israel. There is immense sadness in County Laois today following the tragic death of Kim who had her whole life ahead of her. To lose a child in any circumstance is devastating. I pass on my...

Situation in Israel and the Occupied Palestinian Territory: Statements (13 Jul 2023)

Seán Fleming: ...their home. The debate has been very useful. We had a debate in the other House yesterday on this issue. The main issue people feel very strongly about is that Ireland completely supports international law and Israel has been found guilty of breaches of international law time and again. We are not the sole international policeperson that can implement sanctions against the people...
