Committee on Public Petitions: Engagement with the Garda Síochána Ombudsman Commission (28 Apr 2022)

Jerry Buttimer: I welcome our witnesses and thank Mr. Justice MacCabe for his contribution. I thank GSOC for the work it is doing. Indeed, I pay tribute to the work done by members of An Garda Síochána during the Covid period, when they were at the forefront of our State's response to Covid-19. Very often they had to perform tasks that in ordinary times they would not dream of doing. I thank...

Committee on Public Petitions: Engagement with the Garda Síochána Ombudsman Commission (28 Apr 2022)

Jerry Buttimer: ...of cases to which Mr. Justice MacCabe referred, and Ms Healy wrote in correspondence about the increased complexity of many cases brought to the ombudsman's attention, raises serious concerns about GSOC's capacity to deal with them. Is there a role for us as a committee to advocate with the Department and the Minister in Government on GSOC's behalf?

Seanad: Death of Shane O'Farrell: Motion (13 Feb 2019)

Jerry Buttimer: ...Shane O'Farrell and his family. I think all of us, in reading about this case and reading about his tragic loss of life, recognise that notwithstanding the Garda Síochána Ombudsman Commission, GSOC, inquiry, we have a scoping exercise, and I wish Judge Haughton well in that. Everything that we do must be about justice, truth and accountability.

Seanad: An tOrd Gnó - Order of Business (6 Feb 2019)

Jerry Buttimer: ...raised the very tragic case of Shane O'Farrell. As the Senator rightly stated, there is a grieving family who require answers. The Minister for Justice and Equality, on the completion of the GSOC report, has asked Judge Gerard Haughton to engage in a scoping exercise. I am informed by the Minister's office that Judge Haughton will meet the O'Farrell family. The report is to come back...

Seanad: Order of Business (10 Jul 2018)

Jerry Buttimer: ...Gallagher referred to Mr. Justice Frank Clarke's report on the death of Sergeant Michael Galvin. The Senator is right about there being a tension between the Garda Síochána Ombudsman Commission, GSOC, and the Garda. It will always be there, but the matters identified in the report need to be resolved. I hope that whoever can broker a resolution will do so. It needs to be done...

Seanad: Business of Seanad (13 Jun 2018)

Jerry Buttimer: I propose that the motion regarding the appointment of a member of the Garda Síochána Ombudsman Commission, GSOC, shall not be taken today. I apologise. I sent an email to group leaders and Whips. There is a ministerial diary clash and the Dáil ran over time. The matter will be taken tomorrow afternoon. The postponement is due to a scheduling conflict with Dáil...

Seanad: Order of Business (30 May 2018)

Jerry Buttimer: ...is behind bars. In saying that there is a need for the family to have closure and answers. I support any call to get those answers. The Senators mentioned the Garda Síochána Ombudsman Commission, GSOC, inquiry. I am not sure if the findings have been published but I hope they will be.

Seanad: Order of Business (30 May 2018)

Jerry Buttimer: All the information should be put in the public domain. It is about justice and I hope GSOC will publish the report so we can allow for the investigation outcomes to be published. I hope we can get answers for the family so they can get real justice. I do not say this to in any way gloss over the contributions of Members but we should definitely stand united in supporting the family in its...

Seanad: Order of Business (22 May 2018)

Jerry Buttimer: ...Murnane O'Connor should reflect upon that. Senator Craughwell raised the issue of the garda who fired the shots on Saturday night. The Cathaoirleach rightly said that there is an inquiry by the Garda Síochána Ombudsman Commission, GSOC. I will not stray into that area. The Senator also mentioned the Minister of Finance's speech in Galway. I am happy to have the Minister come...

Seanad: Order of Business (30 Mar 2017)

Jerry Buttimer: ...and gets a headline in the newspaper. What we must see is a complete overhaul and a reworking of the way in which An Garda Síochána is managed and the management structure. I hope we will get that from the independent review, the work of GSOC and the Garda Síochána Inspectorate. Senator Craughwell raised the issue of education and training boards, ETBs, and...

Seanad: Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Jerry Buttimer: ...and I would like to address it. I welcome that decision taken yesterday. My only concern is that we are now going to head down the road of having the Policing Authority, Garda Inspectorate and the Garda Síochána Ombudsman Commission, GSOC. My view, in simplistic terms, is that we should have maybe one body overseeing the Garda, or maybe two including GSOC. I am afraid that we...

Seanad: Order of Business (15 Feb 2017)

Jerry Buttimer: I am replying to the Order of Business. This Government has established the Policing Authority and GSOC and it has protected whistleblowers. All this was done by this Government and that which preceded it. If the Senators want to have a debate on that, let us have one. I am all for it.

Public Sector Management (Appointment of Senior Members of the Garda Síochána) Bill 2014: Second Stage (Resumed) [Private Members] (18 Jun 2014)

Jerry Buttimer: ...a package would include consideration of the establishment of an independent Garda authority, the appointment of a Garda Commissioner through open competition, the need to take whistleblowers seriously and the role of GSOC. We must also examine the way in which gardaí are recruited and promoted, and how the chain of command can be seen to operate in an open and transparent manner....

Garda Síochána Ombudsman Commission: Motion (Resumed) [Private Members] (19 Feb 2014)

Jerry Buttimer: ...body having oversight of our police force. In this context, the Garda Síochána Ombudsman Commission has a central role and public confidence in this body is of equal importance. In the public conscience, GSOC is a much newer body and many people are not fully aware of its significance or importance. Over time, this will change as GSOC carries out more work and investigations....
