Joint Oireachtas Committee on Climate Action: General Oversight of EirGrid: Discussion (30 Jan 2024)

Cormac Devlin: .... As European partners are already using floating offshore, however, why are we so reluctant to use it here? We should be learning from them. The technology exists. There are entire wind farms consisting of floating offshore. What is the aversion to it in this country?

Written Answers — Department of Housing, Planning, and Local Government: Renewable Energy Generation (9 Feb 2023)

Cormac Devlin: 138. To ask the Minister for Housing, Planning, and Local Government if he will provide an update on the status of offshore wind farm applications being processed or processed by his Department during the period 1 January 2018 to 31 January 2023, by applicant, location and status/outcome, in tabular form; and if he will make a statement on the matter. [6315/23]

Forestry Strategy: Statements (26 Jan 2023)

Cormac Devlin: ..., it is clear from listening to colleagues, constituents and stakeholders that we do not want to see this format expanded. I welcome the commitment from the Minister that Coillte will re-engage with farming communities. Farmers should be at the heart of our forestry programme. It is essential, as Deputy Farrell referenced, that there is buy-in from farmers to attract people to...

Local Government Fund Account 2021
2021 Report of the Comptroller and Auditor General

Chapter 6: Central Government Funding of Local Authorities

(26 Jan 2023)

Cormac Devlin: ...] of the European Court of Justice in November 2019. The case concerned Ireland’s failure to ensure that a retrospective environmental impact assessment was carried out in respect of a wind farm constructed in County Galway. The Comptroller and Auditor General stated that a lump sum of €5 million was paid in 2020, plus a daily fine of €15,000 and legal costs. At...

Committee on Public Petitions: Consideration of Public Petition on Reform of Insurance for Thatched Heritage Buildings: Discussion (29 Sep 2022)

Cormac Devlin: ...or people could not afford it, given those types of premiums, some people are unable to even sell the property. From the experience of her group, how extensive is that problem? If it is a property on a farm or on its own land, are many of the members of the thatched property group coming across this problem regularly? Those are my three questions to the witnesses.

Committee on Public Petitions: Consideration of Public Petition on Reform of Insurance for Thatched Heritage Buildings: Discussion (29 Sep 2022)

Cormac Devlin: ..., not every thatched roof property is listed and, therefore, they are not listed there either. Mr. McDonnell might answer on that. I have two further questions. Senator Warfield referred to farms getting insurance if there is a thatched property on a farm. I presume that is what Mr. Darby is talking about in his opening statement when he referred to commercial-type insurance.

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenge: Discussion (Resumed) (22 Mar 2022)

Cormac Devlin: ...down from the Connecting Europe Facility. Mr. Keating mentioned channel depths of up to 32 m and specifically referenced consistently floating offshore. Is any consideration being given to fixed wind farms? Is there a reason, such as cost or an infrastructural basis, for only floating being explored? In 2013, Shannon Foynes was exploring wave energy, which has not been mentioned yet....

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (Resumed) (8 Mar 2022)

Cormac Devlin: ...the priority area for offshore wind. Given the events in Ukraine and the need for our energy independence, how does Mr. Coyle foresee the development application and subsequent permission for wind farms on the east coast? I apologise if Mr. Coyle has gone over this ground already, but I am interested to hear his thoughts on it. Our need for our own wind energy and how to utilise that...

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (Resumed) (8 Mar 2022)

Cormac Devlin: The floating wind farms are slightly different in the sense that the visual amenity is always going to be an issue. We saw it in Arklow and anywhere that offshore energy has been mooted. For the Dublin area, the proximity to the coastline is the biggest issue. If it is too close to the shore, people will object.

Joint Oireachtas Committee on Climate Action: Carbon Budgets: Discussion (Resumed) (13 Jan 2022)

Cormac Devlin: ...'s meeting and the time, I will keep my questions brief. I acknowledge the positivity and constructive engagement from Chambers Ireland and the IFA in particular, because of the discussion around farming far in advance of carbon budgets being set, as well as ICTU and other union organisations in the way they have approached this. As people have said, it is easy to say "No" to any change...

Climate Action: Statements (30 Sep 2021)

Cormac Devlin: ...a microgeneration facility but I want to see this go much further. When will we see a plan to allow microgeneration operators to access the national grid? Points about solar panels and other measures on farms in Europe were well made by Deputy Cahill earlier and we need to see action on this front too. I am very concerned about the impact the crisis in the forestry sector will have on...

Written Answers — Department of Communications, Climate Action and Environment: Wind Energy Generation (7 Jul 2021)

Cormac Devlin: 40. To ask the Minister for Communications, Climate Action and Environment the details of the operator, type, generation capacity, location and status of each power station or wind farm in Ireland with the potential to produce more than 10MW in tabular form; his plans to ensure that there is sufficient generation capacity for winter 2021 and beyond; and if he will make a statement on the...

Maritime Jurisdiction Bill 2021 [Seanad]: Second Stage (3 Jun 2021)

Cormac Devlin: ...coming years, in particular the production of offshore renewable energy. It should be noted this Bill is separate to the proposed maritime area planning Bill referred to by Deputy Canney, which will seek to regulate wind farms. The aim of this Bill is to consolidate the existing legislation, creating a clear statement of the State’s rights and duties in each of its maritime zones....

Nursing Home Support Scheme (Amendment) Bill 2021: Second Stage (Resumed) (20 May 2021)

Cormac Devlin: I begin by clarifying for Deputy Calleary that just because I am from Dublin does not mean there is no benefit for me from this legislation. There are farms in Dublin too.

Nursing Home Support Scheme (Amendment) Bill 2021: Second Stage (Resumed) (20 May 2021)

Cormac Devlin: Perhaps he was. I welcome the Nursing Home Support Scheme (Amendment) Bill 2021, which updates the fair deal scheme to give greater protections for farm families and small business owners. I commend the Minister of State, Deputy Butler, on her work in bringing the legislation forward in such a short period. Since her election to the House in 2016, the fair deal scheme has been in her...

Loan Guarantee Schemes Arrangements (Strategic Banking Corporation of Ireland) Bill 2021: Second Stage (12 May 2021)

Cormac Devlin: ..., this scheme will be open to SMEs, specifically small and mid-sized companies which have up to 499 employees. Particularly welcome is the extension of the scheme to businesses engaged in the farming and fishing sectors. I welcome the scope of the proposed arrangements, with flexible loans ranging from €25,000 to €1.5 million to be made available to eligible businesses....

Public Accounts Committee: Bogus Self-Employment: Discussion (30 Mar 2021)

Cormac Devlin: ...it is about 10% of those who were declared self-employed in Dublin and elsewhere, yet in Kerry for example, it was higher, at around 21%, which might tally with Mr. McMahon's earlier remarks about farm labourers, etc. I am interested in his opinion on the NESC report from November 2020. I have heard him refer quite a bit to couriers today, but in which other sectors and areas does he...

Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (29 Oct 2020)

Cormac Devlin: Professor Buckley and Dr. Glynn have made some important points and we have had a good discussion. Professor Buckley touched on offshore wind farms and their appropriate location. I think Professor Buckley mentioned soil types as well. Is she saying onshore or offshore is a more appropriate place for wind farms or is she just highlighting where they are placed, irrespective of whether...
