Section 39 Organisations: Motion [Private Members] (17 Dec 2019)

Caoimhghín Ó Caoláin: ...and worth? How do the families of those who receive their care view them? I know many of them well. They are the epitome of public service at its best. That is a universal view which has been echoed by Deputies from a variety of political outlooks who have spoken on this issue tonight. Shame on any elected voice, or anyone else, who would seek to portray them as being less entitled...

Misuse of Drugs (Amendment) Bill 2019: Second Stage [Private Members] (11 Dec 2019)

Caoimhghín Ó Caoláin: ...at the end of the coming year if there is no increase in funding. The North Eastern Drug and Alcohol Task Force, which is the overarching body across the region of Cavan, Monaghan, Louth and Meath, has echoed the CDA position only a short number of weeks ago in the audiovisual room in Leinster House. There is a serious problem here. While I welcome the Minister of State's indication of...

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision and the International Protection Application Process: Discussion (Resumed) (19 Jun 2019)

Caoimhghín Ó Caoláin: ...accommodation within the wider society. Are there steps being taken to explore what some of my colleague members have raised, namely, in terms of engagement with the housing associations? I would echo some of the views of my colleague members in relation to looking seriously at the construction of temporary housing. What stands out about Mosney as against some of these older buildings,...

Joint Oireachtas Committee on Justice, Defence and Equality: International Protection (Family Reunification) (Amendment) Bill 2017: Discussion (6 Feb 2019)

Caoimhghín Ó Caoláin: ...to make a worthwhile contribution that was clearly in the interest of those who should be the net beneficiaries of the legislation we were discussing. We very much, as a committee, have echoed all of that.

Joint Oireachtas Committee on Justice, Defence and Equality: Community Policing and Rural Crime: Discussion (Resumed) (17 Oct 2018)

Caoimhghín Ó Caoláin: I concur with Mr. Carey and echo what he said. The full potential of this approach has not yet been properly realised. I represent a significant rural constituency. In fact, from the far west of County Cavan to County Monaghan's closest point to the Irish Sea, it is probably one of the largest, if not the largest, geographic constituencies in the country. I recognise the issue of fear. I...

Joint Oireachtas Committee on Justice, Defence and Equality: Community Policing and Rural Crime: Discussion (Resumed) (10 Oct 2018)

Caoimhghín Ó Caoláin: I will make just a couple of points on my own behalf. Mr. Todd's response to the inquiry about Brexit echoed almost verbatim what I received last week from the executive director of Europol. I am part of the 28-member joint policing scrutiny group across the European Union. I put the question to the new executive director, Ms Catherine De Bolle. I listened carefully to Mr. Todd and...

Joint Oireachtas Committee on Justice, Defence and Equality: Update on Disability Issues: Minister of State at the Department of Justice and Equality (27 Jun 2018)

Caoimhghín Ó Caoláin: ...media and all the local newspapers that are sold in the United States and Britain? That is where our expats will go for information. Does the Department advertise, for example, in the Irish Voice, and The Irish Echoto notify readers that there are job opportunities in the healthcare system in Ireland in all of these specific areas? The in loco parentisissue has not been raised. I am...

Select Committee on Justice and Equality: Data Protection Bill 2018: Committee Stage (Resumed) (3 May 2018)

Caoimhghín Ó Caoláin: There are echoes of a former Taoiseach's intent in what I just heard. I can tell that Deputy Brophy cannot wait to meet his colleagues from the Seanad.

Joint Oireachtas Committee on Justice, Defence and Equality: Equality (Miscellaneous Provisions) Bill 2017: Discussion (24 Jan 2018)

Caoimhghín Ó Caoláin: ...me every May when I wear the green ribbon aimed at helping to end the stigma associated with mental health issues and encouraging people to speak up that, all too sadly and with relatively recent echoes, these protections are not in place. These cases, one of which involves a woman in State employment, have been a cause of significant concern to me and I have raised the matter at every...

Select Committee on Justice and Equality: Criminal Justice (Victims of Crime) Bill 2016: Committee Stage (17 May 2017)

Caoimhghín Ó Caoláin: ...valid. As Chairman of the Oireachtas Committee on Justice and Equality, I only had sight of the list of disallowed amendments in the five minutes preceding the commencement of today's meeting. I echo Deputy Daly's appeal to the Bills Office to ensure that decisions regarding amendments are distributed as early as possible. Perhaps even the grouping list could be made available more...

Select Committee on Justice and Equality: Criminal Justice (Victims of Crime) Bill 2016: Committee Stage (17 May 2017)

Caoimhghín Ó Caoláin: ...for the Victims Rights Alliance. In respect of further correspondence relating to the issue and the organisations referred to by Deputy Clare Daly, I would share her concern in this regard and echo her request for Government to look at this in a serious way in advance of Report Stage. Would the Minister of State like to respond?

Vote 25 - Irish Human Rights and Equality Commission (Revised)
Vote 41 - Policing Authority (Revised)
(12 Apr 2017)

Caoimhghín Ó Caoláin: Deputy Chambers has raised a very important issue. I can still hear the echo of the president of the AGSI, who was on our screens over the past 24 hours, making the point that there is insufficient investment in training of existing, serving members of the Garda Síochána.

Ceisteanna - Questions: Cabinet Committee Meetings (28 Feb 2017)

Caoimhghín Ó Caoláin: That is what the Taoiseach calls sharing information. I welcome the commencement of the Charleton tribunal and echo Mr. Justice Charleton's appeal for anyone with information to bring it forward to the tribunal. On Friday last, the chairperson of the Policing Authority, Ms Josephine Feehily, told RTE that the authority has, "a degree of confidence, but we are concerned", in relation...

Irish Sign Language Report: Motion (10 Nov 2016)

Caoimhghín Ó Caoláin: ...is an important human right. The right to communicate and impart one’s thoughts, ambitions, fears, hopes and ideas is a universal right. The failure to date of independent Ireland to accord official recognition to Irish Sign Language has echoes in history for many of us who lament the enforced decline in the use of our first language. There is an almost infinite number of...

Health Services: Statements (20 Apr 2016)

Caoimhghín Ó Caoláin: ...was ring-fenced for mental health. This is absolutely deplorable and is indicative of a Government and senior Civil Service that is out of touch with the realities faced by so many who suffer from mental health issues. I echo the criticisms of Mental Health Reform, which rightly points out that there is no parity of esteem between mental and physical health. Sinn Féin has a plan for...

Joint Oireachtas Committee on Health and Children: Recognition of Deafblindness as Distinct Disability: Discussion (28 May 2015)

Caoimhghín Ó Caoláin: ...will be able, as we do on so many things, to unite in a common demand that this happen. The delegates have shared with us that in 2006 the UN Convention on the Rights of Persons with Disabilities echoed this sentiment in terms of this recognition and that only last week the European Parliament accorded full recognition. I must commend our colleagues both here and in all of the member...

Joint Oireachtas Committee on Health and Children: HIQA Investigation into Midland Regional Hospital, Portlaoise: Health Information and Quality Authority (13 May 2015)

Caoimhghín Ó Caoláin: ...This must happen and I am anxious to hear Mr. Quinn's views on that. The second recommendation is that the Department of Health should ensure implementation of the recommendations of HIQA. This echoes the point I made already. On the fifth recommendation, I welcome the proposition of the appointment of a director of midwifery in all maternity units across the State that do not have such...

Written Answers — Department of Health: Ambulance Service Provision (31 Mar 2015)

Caoimhghín Ó Caoláin: ...; if there were delays in the availability of an ambulance; if this was related to a lack of ambulances or other factors; if activation of local fire and rescue service is considered in cases of ECHO calls; if this is to be replicated across the State; and if he will make a statement on the matter. [12942/15]

Committee on Health and Children: Select Sub-Committee on Children and Youth Affairs: Estimates for Public Services 2015
Vote 40 - Children and Youth Affairs (Revised)
(3 Feb 2015)

Caoimhghín Ó Caoláin: ...additional money. What is expected of it? Is there an increase in staff? It is not about proposers of adoption, it is about children in the first instance, be they here in Ireland or overseas. I echo the concerns of some that some young children have missed out on opportunities for adoption here in Ireland in recent years, and that certainly concerns me.

Written Answers — Department of Health: Ambulance Service Provision (14 Jan 2015)

Caoimhghín Ó Caoláin: 687. To ask the Minister for Health if he will provide the number of delta and echo emergency calls that were made in County Meath in 2014; the response times to these calls; the number of calls answered by the fire service and the number of calls answered by the ambulance service; and in each case, the location from which the ambulances were mobilised.
