Joint Oireachtas Committee on Transport, Tourism and Sport: Medical Bureau of Road Safety: Chairperson Designate (25 May 2022)

Kieran O'Donnell: I just had a look at one of the statistics in the Medical Bureau of Road Safety annual report for 2020. It states that in 30% of the 4,489 tests it did people had more than one drug in their systems. Some 2,241 tests were positive for one drug but 1,409, over 30%, were positive for two drugs in their systems. I presume that is outside of alcohol.

Joint Oireachtas Committee on Transport, Tourism and Sport: Medical Bureau of Road Safety: Chairperson Designate (25 May 2022)

Kieran O'Donnell: ...the ground. We are probably all members of joint policing committees. One of the updates we get every month is from the chief superintendent in our area. In my case, in Limerick, I am tracking drug testing. There is a worrying increase in that regard. The staff of the bureau are the experts in the area of blood testing. We will write to its CEO.

Pre-European Council Meeting: Statements (24 Mar 2021)

Kieran O'Donnell: ...specifically defines the supply line for the AstraZeneca vaccine. Schedule 2 on page 48 of the UK agreement outlines the UK supply chain. It specifies three manufacturing facilities for the drug substance and two manufacturing facilities for the drug product, which I expect refers to the vials. Furthermore clause 4.1 of the contract states that AstraZeneca shall ensure that its...

Kieran O'Donnell: 840. To ask the Minister for Health further to Parliamentary Question No. 186 of 23 September 2020, the most recent update (details supplied) regarding access to the drug dupilumab for persons with eczema; and if he will make a statement on the matter. [5755/21]

Joint Oireachtas Committee on Transport, Tourism and Sport: Chairs Designate of the Road Safety Authority and Dublin Port: Discussion (2 Dec 2020)

Kieran O'Donnell: ...application relating to the capacity plan has been put in with the Department of Transport but when did that happen? How long will it take? I ask in order that we can support that application. Drug testing of drivers is a major issue in Limerick and the local chief superintendent has applied for testing equipment. It falls under the remit of the RSA so is it supportive of providing...

Joint Oireachtas Committee on Transport, Tourism and Sport: Chairs Designate of the Road Safety Authority and Dublin Port: Discussion (2 Dec 2020)

Kieran O'Donnell: ...young people are paying high insurance costs because they cannot get driving tests. It is not viable to have nearly 100,000 people overall waiting for driving tests. Is Ms O'Donnell aware of the drug-driving issue?

Saincheisteanna Tráthúla - Topical Issue Debate: Drug and Alcohol Testing (10 Nov 2020)

Kieran O'Donnell: ...Superintendent Gerard Roche in the Limerick city division. He stated that, aside from what people would traditionally know as drink-driving, there had been an increase in the phenomenon known as drug-driving. He has requested more testing equipment. Currently, the division has only five machines, four of which are mobile and the fifth one being static. The Garda has applied for a...

Saincheisteanna Tráthúla - Topical Issue Debate: Drug and Alcohol Testing (10 Nov 2020)

Kieran O'Donnell: ...will the Minister ask whether the Garda has adequate resources to ensure that gardaí on the ground in the Limerick district, such as Superintendent Gerard Roche and his fellows, have the extra six drug testing machines for motorists provided to them, thereby ensuring enforcement? Kieran O'Donnell: ...a purely legal reading of it rather than looking at it on a moral level? Take the instance of a case of someone like Vicky Phelan. If Vicky Phelan had known in 2014, she may have gone on the drug she is on now. We have to go back to the source. Will Mr. Breen, before he appears before the Joint Committee on Health, look at the contracts that were concluded between the HSE,...

Seanad: Order of Business (26 Oct 2017)

Kieran O'Donnell: We had a good news story in Limerick city yesterday. Regeneron, a world leader in the manufacture of cutting-edge life saving drugs, announced a further 300 jobs in addition to the 500 which it already has there. It has scaled up over a three-year period to have 800 jobs in place by the end of 2018. It has already invested €650 million and will invest another €100 million in...

Joint Oireachtas Committee on Health: Quarterly Update on Health Issues: Discussion (22 Feb 2017)

Joint Oireachtas Committee on Health: Quarterly Update on Health Issues: Discussion (22 Feb 2017)

Kieran O'Donnell: I apologise. The Minister might give an indication as to where Orkambi is at and set out the timeframe. Modern medicine makes a difference. I understand the discussions with the drug company and am not going there, but it is important to get some sort of clarity around the area. I want a commitment today to the new accident and emergency department in Limerick. If it is ready to be...

Seanad: Cystic Fibrosis Treatment: Statements (8 Dec 2016)

Kieran O'Donnell: ..., as have many others, and it must be said that without Vertex, Orkambi and Kalydeco would not be available. The company did the necessary research. The question is whether the charge for these drugs is effectively extortion. Confidentiality is normal in commercial discussions but in this particular case, the details should be made public. Furthermore, discussions must recommence...

Seanad: Misuse of Drugs (Amendment) Bill 2016: Second Stage (23 Jun 2016)

Kieran O'Donnell: I thank the Senator. I do not agree with him in saying he does not have a problem with the use of cannabis. I have to say I have a major problem with it. Cannabis use can lead to a person taking harder drugs. That is...
