Saincheisteanna Tráthúla - Topical Issue Debate: Drug and Alcohol Testing (10 Nov 2020)

Kieran O'Donnell: ...Superintendent Gerard Roche in the Limerick city division. He stated that, aside from what people would traditionally know as drink-driving, there had been an increase in the phenomenon known as drug-driving. He has requested more testing equipment. Currently, the division has only five machines, four of which are mobile and the fifth one being static. The Garda has applied for a...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety Strategy 2021-30: Discussion (30 Jun 2022)

Kieran O'Donnell: Drugs were noted to contribute to 5% of cases. Some 25% of these causes involve drugs and alcohol. Have our guests been able to correlate how many of the cases involving speeding also included drugs? Have our guests been able to link those factors?

Seanad: Misuse of Drugs (Amendment) Bill 2016: Second Stage (23 Jun 2016)

Kieran O'Donnell: I thank the Senator. I do not agree with him in saying he does not have a problem with the use of cannabis. I have to say I have a major problem with it. The drug treatment centres tell us that in the past year there has been a huge increase in the numbers of students referred to them for cannabis rather than alcohol use. Cannabis use can lead to a person taking harder drugs. That is...

Joint Oireachtas Committee on Transport, Tourism and Sport: Medical Bureau of Road Safety: Chairperson Designate (25 May 2022)

Kieran O'Donnell: I just had a look at one of the statistics in the Medical Bureau of Road Safety annual report for 2020. It states that in 30% of the 4,489 tests it did people had more than one drug in their systems. Some 2,241 tests were positive for one drug but 1,409, over 30%, were positive for two drugs in their systems. I presume that is outside of alcohol.

Saincheisteanna Tráthúla - Topical Issue Debate: Antisocial Behaviour (15 Feb 2024)

Kieran O'Donnell: ..., Deputy McEntee. I thank Deputy Gannon for raising it. In fairness to the Deputy, he has raised it on many occasions. As the Deputy may be aware, the Government's approach to the misuse of drugs is set out in Ireland's national drug strategy, Reducing Harm, Supporting Recovery. This is a health-led approach to drug and alcohol use in Ireland and it represents a whole-of-government...

Joint Oireachtas Committee on Transport, Tourism and Sport: Medical Bureau of Road Safety: Chairperson Designate (25 May 2022)

Kieran O'Donnell: It is something on which we can follow up. I am on the joint policing committee in Limerick city and county, and Chief Superintendent Gerard Roche and his staff come before us. The number of drug-related testing of drivers is increasing relative to tests for alcohol. We are told one in seven roadside drug tests prove positive, whereas one in 30 prove positive in alcohol testing. When...

Gangland Crime: Motion: (Resumed) (19 Nov 2008)

Kieran O'Donnell: ...the issue of the blocking of mobile phones in and out of Limerick Prison to the Minister last week and we must also look at the licensing of prepaid mobile phones. We must destroy the network of drug barons nationally. People in Limerick and elsewhere who are using recreational drugs must realise they are creating the demand for these drugs. Without the demand, drugs barons would not...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety Strategy 2021-30: Discussion (30 Jun 2022)

Kieran O'Donnell: Before he does that, will Ms Hilman just give us the breakdown of the 83? How many of those had contributory factors of drink, drugs and non-drink or drugs because that is the final component.

Saincheisteanna Tráthúla - Topical Issue Debate: Antisocial Behaviour (15 Feb 2024)

Kieran O'Donnell: ...represents. On behalf of the Minister, Deputy McEntee, I thank the Deputy for raising this issue in the House. While the Minister for Health and his Department lead the Government response to drug use, tackling this issue will continue to be a priority for the Minister, Deputy McEntee, and her Department. As the Deputy is aware, the Government has agreed to establish a committee...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Safety Strategy 2021-30: Discussion (30 Jun 2022)

Kieran O'Donnell: When Ms Hilman is answering the question, will she give me a statistic for what has been the increase in detection of drink- and drug-driving? An Garda Síochána does fantastic work, but Ms Hilman will appreciate that we have a role as a committee to ask the questions. What has been the change in the detection rate for alcohol and drugs for the first six months of this year...

Joint Oireachtas Committee on Transport, Tourism and Sport: Chairs Designate of the Road Safety Authority and Dublin Port: Discussion (2 Dec 2020)

Kieran O'Donnell: ...application relating to the capacity plan has been put in with the Department of Transport but when did that happen? How long will it take? I ask in order that we can support that application. Drug testing of drivers is a major issue in Limerick and the local chief superintendent has applied for testing equipment. It falls under the remit of the RSA so is it supportive of providing...

Public Accounts Committee: Annual Report and Accounts 2012: Discussion with IDA Ireland (19 Sep 2013)

Kieran O'Donnell: Regeneron, a US drug company, has made an SEC filing and indicated that it is at an advanced stage of purchasing a building in Limerick. The general view locally is that the building which was formerly occupied by the manufacturing section of Dell will provide a psychological boost for the area given the number of jobs lost there previously. Dell has continued its operations in Limerick and...
