Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Rising Veterinary Costs on Dog Ownership and Surrenders and Abandoned Dogs: Discussion (6 Dec 2023)

Joe Flaherty: ...are charging. I have a query for the Department regarding when there has been a report of a dangerous animal and the warden or agent of the warden feels that he or she is not able to seize that dog because there is a welfare issue for the warden. What recourse have we at that stage then to get that acted upon?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Rising Veterinary Costs on Dog Ownership and Surrenders and Abandoned Dogs: Discussion (6 Dec 2023)

Joe Flaherty: While I have Mr. Calleary, I will ask for a personal observation from him. Does he think we are getting to grips with the whole thing of responsible dog ownership? Would he say that we regressed post Covid in that?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Rising Veterinary Costs on Dog Ownership and Surrenders and Abandoned Dogs: Discussion (6 Dec 2023)

Joe Flaherty: There will probably be a reasonable case to be made as well. There is one agency we never bring in to talk about dogs because we do not give it a remit in that area. Particularly, if we look at most family environments, the decision to buy a dog is invariably fuelled by children and then the children lose their appetite. However, we never do anything with the Department of Education or...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Rising Veterinary Costs on Dog Ownership and Surrenders and Abandoned Dogs: Discussion (6 Dec 2023)

Joe Flaherty: I think we can agree that children are very similar when it comes to dogs. They want them and then they do not want them. With regard to the-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Rising Veterinary Costs on Dog Ownership and Surrenders and Abandoned Dogs: Discussion (6 Dec 2023)

Joe Flaherty: ...back into the committee how it goes and the type of feedback it gets from that. It has enormous potential. We need to be doing a lot more in schools and we need to be sowing the seeds of positive dog ownership much earlier. At the moment, we are reacting rather than sowing the seeds of responsible dog ownership.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Joe Flaherty: Ms Creedon spoke about the list of restricted dog breeds. I suspect she is not a fan of these restricted lists in general. Would that be fair to say?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Joe Flaherty: From Ms Creedon's point of view, there is no such thing as a bad dog, only a bad owner.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Joe Flaherty: Ms Creedon made some recommendations relating to a dog-bite prevention organisation and so on, which is laudable, but what the public will tell us is there is probably not enough legislation to deal with dog owners, rather than that we need additional means of reporting bites and so forth. What does she say to that? Is the legislation to deal with dog owners strong enough? She stated dog...

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (8 Nov 2022)

Joe Flaherty: To look at one final negative, I always say that if the dog dies in our house, I am moving out for a week as I do not want to be there for it. In this situation, however, it has to be very problematic. Does your organisation provide additional supports for the family when this happens?

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (8 Nov 2022)

Joe Flaherty: Yes, because one can imagine there would be a huge dependency and a huge attachment on the part of the service user.. It will be very pronounced. I struggle to get my children to walk the dog but still there would be huge trauma if anything ever happened to it. It is important and it would be something to look at. Hopefully we can secure the funding and I would like that to be a key part...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (6 Apr 2022)

Joe Flaherty: I thank both speakers for their informative contributions. I will go to the Dogs Trust representatives on the issue of databases, which we have heard some evidence on heretofore. Could they recap the number of databases operating in the country? I accept that they operate to varying standards. I assume that the utopian solution would be a statutory database with any subsidiary databases...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (6 Apr 2022)

Joe Flaherty: With regard to the Dog Breeding Establishments Act 2010, it is telling that only 50% of local authorities have made the register available and accessible to members of the public to view online.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Fuel Costs: Competition and Consumer Protection Commission (23 Mar 2022)

Joe Flaherty: ...good. I wish to make one other point. I have given some oversight of it, in terms of the step up in the price increase that took place in the five-day run-up to the reduction in excise. Every dog in the street knew there was going to be a reduction in excise. The reality is that 24 hours prior to the reduction in excise, a small rural filling station would have placed its order for...

Impact of Covid-19 on People with Disabilities within the Education and Health Sectors: Statements (17 Jun 2021)

Joe Flaherty: ...years. Regarding special education support services and the Phoenix Centre in Longford town, I am anxious we return to full staffing levels there as soon as possible. It is an issue which has dogged the service in recent years. Many of the staff continued to provide support services to children throughout the pandemic, even though they were transferred over to Covid testing duties....
