Escalation of Violence in Israel and the Occupied Palestinian Territory: Motion [Private Members] (14 Nov 2023)

Matt Carthy: ...its bed capacity. This hospital has been evacuated so I don't know where these people went. I imagine they fled but I imagine a large proportion of them have been killed and that these are the bodies that are lying there. There are reports, first-hand eyewitness reports, of stray dogs eating the flesh from these bodies. He also had to respond to the Israeli propaganda that somehow...

Chapter 6: Central Government Funding of Local Authorities
(30 Mar 2023)

Matt Carthy: I thank the witnesses for attending. I have a couple of questions that have not been touched on. There has been discussion around legislation pertaining to dogs and there was a Government announcement this week. With regard to the Department of Rural and Community Development, are there any plans or discussions on what the new legislation might mean for the Department and any additional...

Vote 42 - Rural and Community Development
Report of the Accounts of the Public Services 2021
Chapter 6: Central Government Funding of Local Authorities
(30 Mar 2023)

Matt Carthy: ...to other Government Departments. One of the criticisms we have encountered is the cross-departmental aspect of this work. There is the Department of Rural and Community Development in respect of dog breeding establishments, there is the Department of Agriculture, Food and the Marine and the Department of Housing, Local Government and Heritage, and then there is every local authority and...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: I apologise if I ask something that has been covered. We have been coming in and out to vote in the Dáil It is fair to say that the issue of dog welfare and dog control probably is not something the majority of people wake up thinking about every morning. It is not a high-profile issue per se. Because of that, it is frustrating when we are dealing with it. For example, tonight we are...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: This is the working group on the control of dogs.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: Is that working group examining all the animal welfare, and particularly dog welfare, legislation is or is it very much about the control of the animals?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: If ever one wanted to put the word "shortly" into the name of legislation, it would be in the Title of the Dog Breeding Establishments (Amendment) Bill because I have been hearing the word in connection with it for a long time. The heads have been in preparation in every legislative agenda since at least autumn 2020. When will the heads of Bill be published? Do we have a timeframe?...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: I agree we must have a system under which, at a minimum, dogs can be identified. In the first instance it is done via the microchip. The opening statements stated that 700 dogs have been microchipped since 2017. Do we have a figure for the total number of dogs that are microchipped and more importantly the number that are not?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: We must move to a point, not where there is increased compliance, but where every dog is microchipped. If a dog is impounded and it is not microchipped, it should not be released until it is microchipped. When dog wardens are going about their business - I agree with Senator McGreehan's point that there are not enough dog wardens - they should be able to check immediately when walking past...

Public Accounts Committee: Business of Committee (13 Oct 2022)

Matt Carthy: ...has been recouped. The Comptroller and Auditor General should be commended on highlighting this issue, as well as the members of the previous committee and this current committee, who have been dogged in pursuing the issue. At the end of the day, there will still be €3 million lost because somebody miscalculated the floor space of the building. It was a simple mistake that was...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dog Breeding Establishments Act 2010 and the Control of Dogs Act 1986: Discussion (25 May 2022)

Matt Carthy: I will ask about the areas over which the Department of Rural and Community Development has responsibility, including the Control of Dogs Act and the Dog Breeding Establishments Act. Since the establishment of the Department, the number of enforcement actions has reduced drastically. In 2015, under the Department as it was then constituted, there were 4,849 on-the-spot fines. In 2020, the...

Matt Carthy: If a vet or a pound does not use Fido's system and a dog that is microchipped comes into its possession, how easy is it to find out how to return the dog to its owner? Does it have to pay Fido a fee? Is the option available to anybody who has access to read the chip?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)
