Joint Oireachtas Committee on Agriculture, Food and the Marine: Greyhound Racing Industry: Discussion (20 Oct 2015)

Pat O'Neill: Yes, to bring the dog to the track. Is that not a personal agreement between an owner and a trainer? That is nothing to do with Bord na gCon, is it?

Seanad: Order of Business (18 Nov 2014)

Pat O'Neill: I have two points to put to the Leader, the first of which concerns the ISPCA. The ISPCA, which is involved in six to eight dog pounds in the country, is withdrawing from those. I believe it has already withdrawn from Offaly and Roscommon, and is now withdrawing from Kilkenny. That has serious implications. I ask that the Leader would write to the Department of Agriculture, Food and the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of Horse Racing Ireland (Amendment) Bill 2014: Discussion (16 Sep 2014)

Pat O'Neill: ...how Bord na gCon can get more younger people through the gates. I have been attendng race meetings for years; I went as a youngster and a teenager. If I go to my local track, Gowran Park, or the dog track in Kilkenny, there will not be many young people there. The industry will die if it does not get the support it needs. People can bet on-line or go to a bookies. However, the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Management of Upland Habitats in County Wicklow: Discussion with Wicklow Uplands Council (18 Jun 2013)

Pat O'Neill: ...to achieve the goals set, we must stock hills to the maximum and get the maximum return. I accept that it is challenging to farm in such areas because of the weather. One cannot have sheep on a hill unless one has a good dog and the sheep are trained. One must have a lot of co-operation between neighbours, especially on commonage land. I would welcome comments on the points I have...

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (23 May 2012)

Pat O'Neill: On the use of modern technology, Senator Cáit Keane mentioned the iPad. In the United Kingdom it became illegal two years ago to dock the tail of any dog, except a working dog. People have been asking how dogs with docked tails are still appearing at Crufts, but these animals were bred before the introduction of the ban. I have not seen many Jack Russells with long tails.

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (23 May 2012)

Pat O'Neill: ...Senator Mooney on the way he put this issue. We received nominations for the Seanad election from the same body. Like Senator Mooney, I ask the Minister for clarification. Will a list of working dogs that are exempt under subsection 16(1) and the new subsection 16(2) be drawn up? Our nearest neighbours in the United Kingdom and Northern Ireland changed their legislation last year to...

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (23 May 2012)

Pat O'Neill: ...by either a veterinary surgeon or, if it goes to a court of law, that their sports and hobbies will be taken into account in this regard. It is in the best interests of certain hunting dogs that their tail is docked due to the fact that it may be a welfare issue. What is the position on show dogs of certain breeds that have their tails docked? One sees dogs on television at Crufts, for...

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (22 May 2012)

Pat O'Neill: ...What reasonable and necessary steps can an owner take if his or her horse, for example, is in a livery yard or a feed lot? What would happen to the owner who sent a horse to a farrier or vet or a dog to a boarding kennel? Will the Minister examine the wording in these two subsections? They will have implications for the rights of owners. An owner may take reasonable steps to ensure...

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (22 May 2012)

Pat O'Neill: ...to "and includes (but is not limited to)" in page 9 at line 6. This is followed by a list of bovine and other animals. The Minister has clarified it but I presume it includes hounds, working dogs and sporting horses.

Seanad: Welfare of Greyhounds Bill 2011: Second Stage (25 Oct 2011)

Pat O'Neill: ...Greyhounds Bill provides for the welfare of greyhounds as well as the regulation of breeding establishments. The Bill addresses the concerns of the Irish Coursing Club and Bord na gCon about the Dog Breeding Establishments Act 2010 by creating legislation which is distinctly related to the greyhound industry. The Welfare of Greyhounds Bill is not about the Government imposing rules on a...
