Joint Oireachtas Committee on Disability Matters: The United Nations Convention on the Rights of Persons with Disabilities at Local Level: Discussion (Resumed) (17 Apr 2024)

Dessie Ellis: .... Communication from the driver's cab is a bit of a problem with regard to people taking up spaces. It is something I have experienced a lot. When it comes to taxis refusing to carry guide dogs or wheelchair users, I note the fines have been increased. I would love to know what impact this has had. Has it had any major impact? We spoke about train platforms on the previous occasion...

Joint Oireachtas Committee on Disability Matters: The United Nations Convention on the Rights of Persons with Disabilities at Local Level: Discussion (Resumed) (17 Apr 2024)

Dessie Ellis: ...transport. We are promoting public transport. A lot of people have pets and they may want to take them from A to B but we do not have a real plan when it comes to anyone getting onto a bus with a dog or something like that. I am just curious if that will be addressed in the future. I would love to know where we are with that. I bring my pet places as do other people.

Dessie Ellis: Older people especially have little dogs. It is their lifeblood.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (9 Mar 2023)

Dessie Ellis: Will the Tánaiste indicate the status of the Dog Breeding Establishments (Amendment) Act? Will he also indicate if unannounced inspections of dog breeding establishments will be included in the proposed legislative amendments? If so, can he tell us whether these inspections will be carried out by proper authorities such as the Irish Society for Prevention of Cruelty to Animals?

Saincheisteanna Tráthúla - Topical Issue Debate: Anti-Social Behaviour (16 Sep 2020)

Dessie Ellis: ...have been many cases of fireworks having been thrown at people, animals, cars, buses and shops, resulting in injuries and damage. I have been told by vets that they have seen increasing numbers of dogs, cats and other animals having been injured and suffering high levels of stress and anxiety. Some recent incidents include one in Ballymun, where a rocket was fired into the back garden...

Road Traffic (Quads and Scramblers) (Amendment) Bill 2017: Second Stage [Private Members] (17 Oct 2018)

Dessie Ellis: ...joint policing committee meetings and community events, with residents, I have repeatedly raised the issue. People have a real fear in taking their children to the park to play ball, walking their dog or even just going to the local shop because of the activities engaged in by those who use quad bikes and scramblers. We have just had one of the hottest summers on record when people took...

Residential Tenancies (Amendment) (No.2) Bill 2012: From the Seanad (1 Dec 2015)

Dessie Ellis: ...the rent charged by landlords is based on the size of a property - they charge per square meter - is the one to which we should be looking. There are 27 sq. m units in the inner city which could be called dog boxes for which the rent payable is €800 and €900. What is the justification for this? It is ridiculous. The average rent in my area of Finglas and Ballymum is...

Ceisteanna - Questions - Priority Questions: National Car Test (11 Nov 2015)

Dessie Ellis: ...is a danger of a fine if their car is stopped or a Garda looks at their car for any reason. Some incidences of failure involve things like a tester refusing to test a car because it contains dog hairs and a damaged bulb, which can be replaced fairly quickly. When a car is retested, half the rate is charged. Some of the retesting is over the top.

Ceisteanna - Questions - Priority Questions: National Car Test (11 Nov 2015)

Dessie Ellis: ...work. I do not see why the charge should be so high and this is an area where people are being penalised. I dealt with a case where a tester would not entertain the car because there were a few dog hairs in it. This is a bit much and needs to be looked at. I know we are dealing with a private company and Applus+ has a contract with the RSA but it is a pity that much of this money is...

Written Answers — Department of Environment, Community and Local Government: Animal Welfare Bodies (23 Oct 2013)

Dessie Ellis: 145. To ask the Minister for Environment, Community and Local Government his plans to help relocate the Ballymun Dogs Trust, which will be without a premises soon due to the regeneration of its current location in Balbutcher Lane, Dublin 9. [45082/13]

Mahon Tribunal Report: Statements (Resumed) (28 Mar 2012)

Dessie Ellis: ...tribunal. Following a smear campaign conducted against Frank Connolly and the centre itself by the then Minister for Justice, Equality and Law Reform, Michael McDowell, the rabid right-wing attack dog of the Fianna Fáil-led Government, and helped by the Sunday Independent, which was no stranger in attempting to undermine the Mahon tribunal, the centre was forced to close when its funding...

Order of Business (30 Jun 2011)

Dessie Ellis: When will the promised legislation on noise pollution be published? Will it cover issues such as dogs barking and noisy neighbours? Nothing is in place to address these issues, which are becoming a major problem.

Criminal Justice (Community Service) (Amendment) (No. 2) Bill 2011: Second Stage (7 Apr 2011)

Dessie Ellis: ...offenders. I am reminded of a case that occurred a couple of years ago. A young girl from a working class area in Finglas spent two days in jail for non-payment of a fine imposed for not having a dog licence. That was absolutely scandalous. The judge in the case and the authorities lost the run of themselves. We would like to take this opportunity to talk about the importance of the...
