Public Accounts Committee: Business of Committee (14 Nov 2019)

Seán Fleming: ...with it. Is that agreed? Agreed. No. 2533B is from Mr. Gerard Dollard, CEO of the Irish Greyhound Board. He is providing a response on whether it is standard practice to perform post mortems on dogs that die on tracks. The board stated that it has not been standard practice, but it is its intention that it will be the practice in the future. The board has been dealing with the...

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Seán Fleming: ...learns something new every day. There is one final topic I want to deal with, about which we received some additional information by way of a letter from Mr. Gleeson. I want to follow up on the dog business in much more detail. I am not referring to the greyhound industry. We had representatives from Bord na gCon before us who spoke about how many greyhounds had entered the industry,...

Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Seán Fleming: Mr. Gleeson probably does not have an idea of the number of dogs that are not microchipped. He will understand that this is about-----

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Seán Fleming: At the level of the EU, does any other country have a system to ascertain its number of dogs? Is what we are doing normal or are we an outlier?

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Seán Fleming: ...issues in respect of Bord na gCon and greyhounds, certain matters became very obvious. Those involved know all about it. As I keep saying, racing greyhounds comprise only a tiny subset of all the dogs out there. People are concerned about all dogs, not just one category. That is why we are looking to Mr. Gleeson's Department. What is it doing about animal welfare? It is a matter for...

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants

Chapter 10 - Forestry Grants
(24 Oct 2019)

Seán Fleming: ...was a very narrow focus as a result of that particular programme, which did highlight great issues. I am just saying that the issue is much broader than that narrow area of focus. It is about all dogs.

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Seán Fleming: We have a long way to go. We understand that. I presume Mr. Gleeson is able to get the number of dog licences issued by each local authority every year.

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Seán Fleming: He might start with that, although it is only one little bit of the matrix. There has been a licensing system in place for quite some time. Thousands of dogs are put down by dog wardens every year.

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Seán Fleming: I know. I am making the point that if a dog warden comes across dogs that are being a nuisance, that are not microchipped and whose owner cannot be identified, a very high proportion of them will not be rehomed, to put it gently. Does anyone in the Department have a role in handling-----

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Seán Fleming: We understand that. Dogs are smaller animals and I have no concept of how many are out there. It is an issue that keeps coming up. Now may be the time to have a wider debate on all dogs, not just those that potentially make money on racetracks. Mr. Gleeson gets the gist of what I am asking for and will answer as best he can. We all know the information will be limited, but it will be a...

Public Accounts Committee: Business of Committee (17 Oct 2019)

Seán Fleming: ...gCon were here and we asked for information, all of which we now have. On the same day, I spoke specifically about the Irish Coursing Club. It is intended that body will now register all new-born dogs. That information will then be transferred to the Irish Greyhound Board's database, if the dogs concerned are going to be involved in greyhound racing. We inquired about the Irish...

Public Accounts Committee: Business of Committee (26 Sep 2019)

Seán Fleming: ...from health insurance companies for processing and collecting the premia. The status of the canine unit is given. It is stated that each handler has responsibility for the care and maintenance of his or her training dog. I had raised this issue that there were nine new ones attached to the dog unit in Kilmainham. Two of these kennels were erected towards the end of 2018 and a further...

Public Accounts Committee: Bord na gCon Financial Statement 2017 (19 Sep 2019)

Seán Fleming: Leaving aside the dog pool analysis, if Bord na gCon is happy with the rest of the report why did it not go to the Department?

Public Accounts Committee: Bord na gCon Financial Statement 2017 (19 Sep 2019)

Seán Fleming: .... Who runs that organisation? I know it is not under Bord na gCon which is why I am asking the Department of Agriculture, Food and the Marine representative. Who runs it, because it operates the stud book for dogs?

Public Accounts Committee: Bord na gCon Financial Statement 2017 (19 Sep 2019)

Seán Fleming: This is precisely my point. It seems that two bodies will be involved in registering dogs. I get the impression that the Irish Coursing Club will register them when they are born and, at some stage during their career, they will be registered again with Bord na gCon if they show up at a greyhound track. There are 4,000, 5,000, or 6,000 dogs involved in racing and there are 12,000 or 13,000...
