Joint Oireachtas Committee on Disability Matters: Living with a Disability: Discussion (Resumed) (25 May 2023)

Frank Feighan: ...assistance to give them a level playing field. Ms Kilcawley certainly excelled in the examinations and I am sure the people of Sligo and Waterford are proud of her. I thank her. There is a guide dog over there; I do not know the name of the guide dog.

Joint Oireachtas Committee on Disability Matters: Living with a Disability: Discussion (Resumed) (25 May 2023)

Frank Feighan: Ms Kilcawley just said someone needs to be 16 years old to have a guide dog, which is something I was not aware of. There needs to be a relaxation of the rules to bring it to 14 or something like that. Perhaps the criterion of waiting until 16 needs to be explored. I know how valuable and necessary it is to have a guide dog. Mr. Delaney spoke about supporting women to run for election,...

Seanad: Health (Amendment) Bill 2020: Second Stage (23 Oct 2020)

Frank Feighan: ...be able to address that. Senator Dooley talked about people who have a desire to ignore the regulations. They are probably the reason this Bill is being brought in. He talked about people in the Dáil making dog-whistle comments and hoping to bring people out on the streets to defy the implementation of the health regulations. Sometimes it may be more of a foghorn than a dog...

[5048/20]

Seanad: An tOrd Gnó - Order of Business (25 Sep 2019)

Frank Feighan: I propose an amendment to the Order of Business, namely, that No. 13, the Road Traffic (Amendment) 2015 Bill, be taken before No. 1. The Bill will make it a legal requirement to restrain a dog in a secure fashion when travelling in a vehicle. I hope my colleagues will support my proposal to amend the Order of Business.

Seanad: Road Traffic (Amendment) Bill 2019: First Stage (25 Sep 2019)

Frank Feighan: I move:That leave be granted to introduce a Bill entitled an Act to provide for an offence of driving with an unrestrained dog on board certain mechanically propelled vehicles; for that purpose to amend the Road Traffic Act 1961 and to provide for related matters.

Seanad: An tOrd Gnó - Order of Business (26 Mar 2019)

Frank Feighan: ...the term "unification", I prefer "one Ireland" or an "agreed Ireland". If we were to have an agreed Ireland, aspects of Ireland's relationship with the Commonwealth will be a part of that. Every dog in the street knows that. Everybody from Sinn Féin to Fianna Fáil to Fine Gael knows that to be true. Some people say we should not put the cart before the horse but I believe we...

Seanad: Order of Business (7 Dec 2016)

Frank Feighan: .... We need to bring the Minister into the House to have a debate on the current situation regarding Bus Éireann. I praise the Garda for arresting four men over the kidnapping of the fastest dog in Ireland, Clares Rocket.

Seanad: Order of Business (7 Dec 2016)

Frank Feighan: It is a Limerick dog and one that has won huge prizes and is seemingly worth over €1 million. It shows the complexities of crime in our country when the Garda must arrest four men with guns over the kidnap of a dog. It sounds like something out of a comic strip. I praise the gardaí and all concerned in ensuring this was stopped.

Dáil Reform: Statements (2 Jun 2011)

Frank Feighan: ...break every rule in the book to get people what they want. When canvassing over the years, people who had returned from the UK never entered into talk such as "Good man Frank" or " That's a lovely dog" or "That's a lovely garden". They wanted to know about the party manifesto and when they received the manifesto they read it. If they had any questions, they raised these issues. In 99%...

Commissions of Inquiry: Motion (30 Jun 2009)

Frank Feighan: ...safe if staff members rally around a perpetrator. People failed in their duty to protect the innocent patients, and also the victims were prevented from getting the justice they deserved. The dogs in the street in Drogheda knew what was going on and once again, people failed to act. Tribute must be paid to the Dignity4Patients group, but for whose efforts the activity of Mr. Shine would...

Seanad: Totalisator (Amendment) Bill 2005: Second Stage. (2 Mar 2005)

Frank Feighan: ...shown by the existence of Gamblers Anonymous. Gambling can be great fun and I have seen the bond between parents and children when they go to the racecourse or greyhound stadium and their horse or dog may win. Young people could still place bets through their peers or parents. There should be some restrictions in the area of gambling, because we are leaving ourselves open to charges of...

Seanad: Garda Recruitment: Motion. (20 Oct 2004)

Frank Feighan: ...resources, including gardaí and so on; some areas do not even have such forces. If the gardaí want to carry out a drugs bust in Roscommon, they must request special assistance. There are no dog units and so on, which is like putting up the white flag to professional crime gangs. If we do not get 2,000 extra gardaí soon, we will need 10,000 extra gardaí to cope with the serious problems...
