Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Bobby Aylward: ...? I assume assistance is provided as part of the effort to get full primary care services in place. Is a certain percentage of the cost provided as grant aid to get people interested? What way does it work? What efforts are made to get business people involved in PPPs?

Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Bobby Aylward: Does the HSE target centres of population? I presume a small village of a couple of hundred people would not have a primary care centre. Does the HSE focus on bigger towns with larger populations? Are certain areas targeted? What criteria are used when a decision is being made on whether a primary care centre should be rolled out in a certain area? What are the population criteria?

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Bobby Aylward: Naturally, if PPPs are involved, business people are there to make money. Does the HSE have a problem with such people targeting certain areas? There could be too many primary care facilities in a place like Kilkenny city and no primary care facilities in smaller towns where they are needed. Do people look at the potential footfall and profitability of projects? Can it happen that there...

Bobby Aylward: Does the HSE provide a licence?

Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Bobby Aylward: ...home care? I accept there is more funding. We are grateful for getting more funding, and 1 million more home care hours as well, but it is still not fulfilling the demand. What level of demand does the HSE want to fulfil to keep people out of hospital, off trolleys and from holding up beds in hospitals? Does Mr. Reid agree the way forward is more funding on home care?

Chapter 15 - Development of Primary Care Centres
(5 Dec 2019)

Bobby Aylward: ...regarding agencies. There seems to be a bit of conflict, at least in my area, about the HSE employing agency staff instead of employing people directly. What is Mr. Reid's opinion on that? Why does the HSE use agencies when people are available who could do the work and are employed by the HSE? They are not getting full hours and yet the HSE is bringing agency nurses in to do it...

Public Accounts Committee: Business of Committee (28 Nov 2019)

Bobby Aylward: ...here. This was a simple thing but it all went wrong. Two old printers were decommissioned because they were decrepit and we decided to buy a new, modern printer, which is a simple thing. One does not need a master's degree to go into a room, get the dimensions of the new printer and figure out how to get it in the front door and place it. It is a simple thing, yet it went all wrong....

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 9 - Office of the Revenue Commissioners
Chapter 17 - Tax compliance interventions
Chapter 18 - Tax relief on film production
(28 Nov 2019)

Bobby Aylward: Does Revenue know how many farmers, in general, besides poultry, are registered and not registered for VAT? Is that something Revenue would know offhand?

Vote 9 - Office of the Revenue Commissioners
Chapter 17 - Tax compliance interventions
Chapter 18 - Tax relief on film production
(28 Nov 2019)

Bobby Aylward: In terms of Revenue reporting to the Minister, and I know that Revenue does not set policy, which is the Minister's problem, what way could the policy be scrutinised? If the Minister had to come up with means and ways to fix the problem, would it be to force farmers to register for VAT?

Vote 9 - Office of the Revenue Commissioners
Chapter 17 - Tax compliance interventions
Chapter 18 - Tax relief on film production
(28 Nov 2019)

Bobby Aylward: ...this is a lot of money and could upset our tax returns for any given year over the next five or six years? When we are speaking about billions, it is serious stuff. Is Mr. Cody, as chairman of Revenue, worried? Does he expect the income to be temporary or will we continue to receive, say, €6 billion from the large companies? They are probably foreign direct investment companies...

Hospital Overcrowding: Motion [Private Members] (20 Nov 2019)

Bobby Aylward: ...in place or are awaiting approval of their applications. The Minister owes it to the hardworking staff in our hospitals, who have held the health system together in recent years, to ensure that he does not continue to preside over such chaos. I ask him to take the seriousness of this situation on board, given that we are not even near the end of the winter yet. We have another month...

Public Accounts Committee: 2018 Annual Report of the Accounts of the Public Services
Chapter 9 - Greenhouse Gas-Related Financial Transactions: Discussion
(5 Nov 2019)

Bobby Aylward: Does Mr. Brady see a day coming when we will be completely dependent on renewables and self-sufficient?

Public Accounts Committee: 2018 Annual Report of the Accounts of the Public Services
Chapter 9 - Greenhouse Gas-Related Financial Transactions: Discussion
(5 Nov 2019)

Bobby Aylward: ...common sense? Where are the policies on all this? We are able to produce beef here naturally. I am talking about farming here and keeping our own industry going. Comparing like with like, what is happening does not make sense to me. It is a lot of nonsense to say we should cut back on what we are producing, 90% of which we export, while bringing in beef from South America. What will...

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Bobby Aylward: Why does Mr. Gleeson think that is undersubscribed? Why has that €26 million not been taken up? I thought, from a personal and farming point of view, that it would be oversubscribed.

Chapter 10 - Forestry Grants
(24 Oct 2019)

Bobby Aylward: ...to move on to Bord na gCon and the horse sport industry, and the money they get every year. I think Bord na gCon gets €16 million and the horse sport sector gets €64 million. What oversight does the Department have over that? It hands the money to both bodies. Does it have a role to play in the year to make sure that the money is being spent properly and wisely? I ask...

Chapter 10 - Forestry Grants
(24 Oct 2019)

Bobby Aylward: ...organisation before the budget. The Indecon report from 2016 stated that there is great potential in this, with a return of 1,000 times the amount of taxpayers' money spent from showjumping, sale of horses etc. Does it get proper recognition for what it does here in Ireland compared with Bord na gCon or, so to speak, bord na gcapall? Should Horse Sport Ireland get more money? I tabled...

Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Bobby Aylward: The EU-funded farm retirement scheme was great. We are going back into CAP talks. I know this is a policy issue but does Mr. Gleeson support a farm retirement scheme? I have been asked by a lot of people whether we could get it back. It helped to bring young farmers into the system when older farmers retired.

Chapter 10 - Forestry Grants
(24 Oct 2019)

Bobby Aylward: I want to ask about the €25 million for the SBCI loan scheme that the Department oversees. Who benefitted from that? Does the Department have a breakdown of where that money went? What type of farmer got it, who applied for it and who is entitled to it?

Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 30 - Department of Agriculture, Food and the Marine
Chapter 10 - Forestry Grants
(24 Oct 2019)

Bobby Aylward: Does that go directly to farmers?

Chapter 10 - Forestry Grants
(24 Oct 2019)

Bobby Aylward: ...on that because it is serious. We cannot have the knackeries going on strike because we know what will happen with disease control, etc. Every farmer has problems with fallen animals. Where does Mr. Gleeson see this going because we are coming into the winter and the spring calving season? It is a serious time and we do not want the knackery yards to be closed.
