Topical Issue Debate: Tourism Promotion (16 Dec 2015)

Billy Timmins: ...a number of counties complained that they were not included. However, based on the details of the latest funding I see that Monaghan and Louth, which thought they had been excluded, are actually included. It does not seem to be driven by any concept or great plan. It is driven by allocating money to whoever puts in a project thereby taking pressure away from a political perception that...

Planning and Development (Amendment) Bill 2015: Second Stage (10 Dec 2015)

Billy Timmins: .... It is very difficult for the Government to ascertain the correct number. I suggest that the assessment in question should be done after a 12-month period. One cannot deal with a problem if one does not know what are the statistics relating to it. If we start in the first year with a certain number of people on the housing list and we add 10% or 20% to the list each year, at the end...

Planning and Development (Amendment) Bill 2015: Second Stage (10 Dec 2015)

Billy Timmins: ...who gave an assurance that An Bord Pleanála was always constructed in a fair and equitable manner in order that people got fair play. To my surprise and that of others, one of the serial objectors was appointed to An Bord Pleanála. This does not instil public confidence in a body that is supposed to be independent. I am not questioning the individual integrity of any member of...

Finance Bill 2015: Second Stage (Resumed) (5 Nov 2015)

Billy Timmins: ...what has happened here, which has been happening over recent months. I thank him for affording me some time. With respect to the budget, just because a Minister says something is so does not mean it is actually so but I acknowledge that the economy has improved and is heading in the right direction. There are many groupings responsible for that. It is important to recognise the role...

Finance Bill 2015: Second Stage (Resumed) (5 Nov 2015)

Billy Timmins: I thank the Acting Chairman for his indulgence. I have a small pragmatic point to make, which does not involve rent supplement, pension funds or development properties. Why does the Minister for the Environment, Community and Local Government not tell the local authority directors of planning and housing to approach the people who had lodged planning applications and ran into difficulties...

Finance Bill 2015: Second Stage (Resumed) (5 Nov 2015)

Billy Timmins: .... Some Government spokespeople last night spoke in favour of a motion and they had not the courage to turn up and vote for it. I am sick and tired of the approach of letting what the Government does go by. It has become almost a standard procedure that there is nothing unusual or abnormal about the Government because it has a big majority rubberstamping legislation and letting it...

Joint Oireachtas Committee on Foreign Affairs and Trade: Humanitarian Work of the Syria Civil Defence: Discussion (21 Oct 2015)

Billy Timmins: ...not of family units but mainly of young males between certain ages. Will Mr. Al Habib give his perspective on that? I am not saying that Mr. Al Habib goes easy on ISIS in his presentation, but he does not seem to be as critical of it as one might expect. Here in the West we are very aware of the dramatic and barbaric incidents for which that group is responsible, as he did mention....

Joint Oireachtas Committee on Foreign Affairs and Trade: Humanitarian Work of the Syria Civil Defence: Discussion (21 Oct 2015)

Billy Timmins: ...I got the impression that it was a police state. I went from Damascus to Beirut, across the Beqaa Valley, and all of northern Lebanon was occupied by Syrians and there were Syrian checkpoints. Does Syria still occupy northern Lebanon? What is the situation?

Financial Resolutions 2016 - Financial Resolution No. 5: General (Resumed) (14 Oct 2015)

Billy Timmins: ...people to familiarise themselves with the flat tax system. Renua has brought forward a proposal for a flat tax rate of 23% across the board with a graduated basic income. Members should check the figures; it does work. It would leave the Exchequer approximately €3.5 billion short of the intake from income tax at present but based on factors such as tax shelters, increased...

Financial Resolution No. 4: Income Tax (13 Oct 2015)

Billy Timmins: ...limited to a geographic area? I think I am correct in saying that mid-east Dublin and Cork city, excluding the docklands, were not included in the EIS scheme. In other words, is this scheme geographic neutral? Does it apply right across the country or is there any area excluded? In responding to that question, the Minister might also indicate if sanction has been received from the EU...

Confidence in Taoiseach, the Attorney General and the Government: Motion (22 Sep 2015)

Billy Timmins: ...Justice and Equality to the Garda Commissioner's home, caused the Commissioner to resign. Irrespective of the rights and wrongs or how the Commissioner was performing in his role, a public servant does not deserve that treatment but deserves fair process, whether he or she is the highest ranking member of the Garda or the lowest. This view is shared by the majority of people. This was a...

Joint Oireachtas Committee on Education and Social Protection: State Examinations Commission: Engagement with Chair-Designate. (24 Jun 2015)

Billy Timmins: ...drops, that is fair, but I would hate to think that someone who might get a B in Kiltimagh would get an A in the same exam if they sat it in Gorey. I see Mr. Burke shaking his head to say that does not happen but I would like to know why this policy exists in that case. If it is because he is of the view that the marking is too lenient or too harsh, that is well and good, but the strong...

Joint Oireachtas Committee on Education and Social Protection: State Examinations Commission: Engagement with Chair-Designate. (24 Jun 2015)

Billy Timmins: Sorry to interrupt, but it goes back to the school for the re-check so a student can go and see it. It survives the first transport. If someone does not look for a re-check one could arrange to leave it in the school and give it back. It is examined and returned to the school for the re-check so any piece of work, for example a still life, can go back to the school.

Joint Oireachtas Committee on Education and Social Protection: State Examinations Commission: Engagement with Chair-Designate. (24 Jun 2015)

Billy Timmins: ...school so that students are afforded the opportunity to look at it. Only a certain percentage look for a re-check. After the re-check it is sent back up to the Department and even if a student does not ask for a recheck it is destroyed somewhere in the Department. I cannot see the worry about it being destroyed in transit as it has been transported up and down already. If a grade A...

Joint Oireachtas Committee on Education and Social Protection: State Examinations Commission: Engagement with Chair-Designate. (24 Jun 2015)

Billy Timmins: All the artwork comes back to the school anyway because the school does not know until the night in question how many will come in to look at their material. It has to be there for them in case they all turn up but it then goes back up to the examination board. In the worst case scenario, those who do not look for re-checks should be allowed take their stuff away. Even those who do look...

Urban Regeneration and Housing Bill 2015: Second Stage (Resumed) (18 Jun 2015)

Billy Timmins: ...be refused planning permission for some technical reason. It could be a traffic reason or otherwise. Many developments that were granted permission may be refused by the board. What happens then? Does the legislation provide that the person would be refunded the levy placed on the vacant site? Until such time as it gets final approval, we cannot establish whether it will be built on....

Houses of the Oireachtas (Appointments to Certain Offices) Bill 2014: Second Stage (18 Jun 2015)

Billy Timmins: ...at the issue. I would rather not have to table an amendment to give control of office accommodation to the Houses of the Oireachtas Commission. I would prefer the Minister to do it or look after it. However, if he does not, we will table an amendment.

Written Answers — Department of Justice and Equality: Road Traffic Legislation (18 Jun 2015)

Billy Timmins: ...Justice and Equality the position regarding roadside breath testing; if a lower alcohol to breath limit than normally applies for those with a full driving licence will be applied where a driver does not have a full driver's licence to hand; and if she will make a statement on the matter. [24239/15]

Draft Commission of Investigation (Certain matters concerning transactions entered into by IBRC) Order 2015: Motion (9 Jun 2015)

Billy Timmins: .... I do not know what type of relationship this might be. Perhaps there is different terminology for it across the Atlantic Ocean. The Minister for Finance will wrap up tomorrow morning - I am not sure when the debate finishes. I ask him to take on board the issues Renua has raised in its amendment because if he does not, someone will be sitting in that seat initiating another inquiry.

Spring Economic Statement (Resumed) (30 Apr 2015)

Billy Timmins: ...respect and realise the fact we pay for water anyway. In doing that, those who conserve water and act responsibly have to be rewarded. Where there is abuse and waste, measures have to be in place to ensure that does not happen. The issue of Siteserv has taken up much media space in recent times. I do not know what the report will throw up. However, a point I articulated in a debate...
