John Brady: ...sexual predators and all of that. There are benefits but there are real concerns there. I wrote down four or five areas that these could be condensed into. Privacy is a huge one. Children’s data privacy can be compromised. That leads to my first question on GDPR legislation. Is it strong enough to protect from those threats around AI? I will go through the questions and ask...

John Brady: ...or the HSE. I will start with a couple of questions posed to Mr. Watt about the secret dossiers compiled by the Department on children with autism. I refer to the ruling last year by the Data Protection Commissioner, DPC, on what was an unlawful practice of serious, "excessive and disproportionate" gathering of sensitive personal information about people, and who then were forced into...

John Brady: ...think there were internal submissions saying the Department was facing fines of up to €1 million. Regarding the fine of €22,500 for the compilation of very sensitive information and breaching data protection rules, Mr. Watt's own officials in the Department would say it got off lightly for that unlawful practice. Would he agree?

Chapter 18 - Health Service Executive Funding and Financial Reporting
(1 Feb 2024)

John Brady: In fairness, Mr. Watt, I am well aware of what the ruling was and what it was for. I am asking you, as the Secretary General, if you can give us assurances that the rulings laid down by the Data Protection Commissioner are now fully enforced and that the Department is fully in line with the ruling from the Data Protection Commissioner.

John Brady: Mr. Watt thinks the Department did. The Department of Health has been found by the Data Protection Commissioner to have been breaching data laws and he is not sure as to whether there has been an apology. Will he take the opportunity here now to apologise to those families who were directly impacted?

Flood Insurance Bill 2021: Second Stage [Private Members] (15 Jun 2023)

John Brady: ...an estimated cost of approximately €2 billion. In a contribution to the 2019 Department of Finance public consultation on climate change and insurance, a member of the Scottish Environmental Protection Agency described flood insurance as one of the key indicators of community flood resilience. In the years and decades ahead, there can be no doubt of the enormous challenges...

Report of the Commission on the Defence Forces: Statements (16 Feb 2022)

John Brady: ...recruitment process. Too much potential and talent is being lost due to the extended and unnecessary time it takes to process applications. Employment laws also need to be updated immediately to protect members of the Reserve because there is a wealth of talent, commitment and skill in it that needs to be utilised to its full potential. The core of the debate surrounding the role of...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Appointment of Special Envoys: Minister for Foreign Affairs and Defence (7 Sep 2021)

John Brady: I will make a final point. Last week, the Minister misled the committee on why he deleted text messages. He stated it was for data storage reasons but that quickly changed to his phone being hacked. I have specific questions on that alleged phone hacking, which I deem to be a potential national security breach. Why was that not communicated to the Taoiseach? There is national Cabinet...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Distribution of Covid-19 Vaccines to Developing Countries: Discussion (9 Feb 2021)

John Brady: ...I believe one of the witnesses said countries are ready to go but the vaccines are not there. That is the call from throughout the world. It is very clear that the pandemic can only be ended by protecting all nations. It is interesting to hear the comment that no one is safe until everyone is safe. That is the only way we will get on top of this global emergency. No pharmaceutical...

Joint Oireachtas Committee on Social Protection: Public Services Card: Minister for Employment Affairs and Social Protection (21 Nov 2019)

John Brady: The Minister has answered some of the questions and has been misleading on others. I will return to that. This has been a shambles from day 1. The Department's handling of the Data Protection Commissioner's entire investigation, and even the format in which some of the material was sent to the investigation. I will not dwell on that as there are more important questions for which I...

Joint Oireachtas Committee on Social Protection: Public Services Card: Minister for Employment Affairs and Social Protection (21 Nov 2019)

John Brady: ...have been vindicated in the position they have taken to withdraw the requirement relating to PSCs following advice from the Attorney General. Does the Minister truly believe that challenging the Data Protection Commissioner will have absolutely no repercussions in how multinationals based here will deal with the Government? There are genuine concerns around that. Does the Minister...

Joint Oireachtas Committee on Social Protection: Public Services Card: Minister for Employment Affairs and Social Protection (21 Nov 2019)

I raised the case of six Irish barristers, all of whom are leaders in the field as regards the general data protection regulation, who stated categorically that this is in breach of the GDPR. The Minister laughed at that which I do not understand. It is interesting to look at the freedom of information, FOI,...

Public Services Card: Statements (25 Sep 2019)

John Brady: Why was the response sent in the format it was sent in? The response came in 470 scanned and unpaginated pages. In other words, the pages were not numbered, a fact of which the Data Protection Commissioner was highly critical.
