Joint Oireachtas Committee on Agriculture, Food and the Marine: Recycling Farm Plastics: Discussion (Resumed) (15 May 2024)

Tim Lombard: The secretariat will look at this and reschedule around the Minister of State's diary. We will make time.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recycling Farm Plastics: Discussion (Resumed) (15 May 2024)

Tim Lombard: If we are agreed, we will adjourn and come back to the issue. I thank the Minister of State and his officials. The next public meeting of the joint committee is at 5.30 p.m. on Wednesday, 22 May, when the committee will engage with the Department of Agriculture, Food and the Marine on issues regarding the Department.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Recycling Farm Plastics: Discussion (Resumed) (15 May 2024)

Tim Lombard: I am sorry, but the Minister of State missed my point. I must be getting poor at this. The issue is about how much plastic is in storage that has been picked up from yards. According to the letter the Minister if State received earlier, those yards are now compliant. How many thousands of tonnes are sitting there at the moment that have not been recycled? We need a figure for the actual...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Services (14 May 2024)

Tim Lombard: It is wonderful to have a Minister of State from Limerick in front of me after the weekend we had. It is great to have this opportunity to discuss a very important issue with our Minister of State from Limerick. On a more serious note, I have a Commencement matter put down today on the need for the Minister for Health to provide an update on a new endoscopy unit based in Bantry General...

Seanad: An tOrd Gnó - Order of Business (14 May 2024)

Tim Lombard: Following on from an issue I raised last Thursday, namely, GAAGO and the controversy regarding how games are being aired on this platform, we had a unique spectacle of hurling in Cork last Saturday night at which the Cathaoirleach, too, was in attendance. We saw Cork win on the last puck of a ball. Unfortunately, however, the majority of people did not have the opportunity to see it. Some...

Seanad: Gambling Regulation Bill 2022: Second Stage (14 May 2024)

Tim Lombard: It is great to have the Minister of State in the Chamber and I compliment him for bringing forward this legislation and staying with it. It is significant. Will the Minister of State give me his view on the timeline for enacting this legislation? We have a political timebomb in many ways and there will be a change at some stage. The Minister of State might give us an indication as to when...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Commercial Rates (9 May 2024)

Tim Lombard: The Minister of State is more than welcome and I thank him for coming to the House. This matter is on the need for the Minister for Housing, Local Government and Heritage to make a statement regarding the application for an exemption from commercial rates for community swimming pool projects. He knows where I am from. Cork South-West has a beautiful coastline. The need for our people to...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Commercial Rates (9 May 2024)

Tim Lombard: I thank the Minister of State for his comprehensive response regarding the process we must go through to try to ensure common sense prevails when it comes to this issue. That is what we are trying to do here. Common sense must prevail when we are looking at a community-run project of this nature that has such a benefit to the entire community. The way swimming pools are rated is an issue...

Seanad: An tOrd Gnó - Order of Business (9 May 2024)

Tim Lombard: I thought the Cathaoirleach had forgotten me. I would like to raise an issue that he is very much aware of and I am sure the Acting Leader is very much aware of, which is the unbelievable scenario we have with GAAGO, which is having a huge impact on how GAA games can be watched throughout the entire country. We have a bizarre scenario whereby, of the four Cork hurling matches in this year's...

Joint Oireachtas Committee on Agriculture, Food and the Marine: VAT Refunds to Unregistered Farmers: Revenue Commissioners (8 May 2024)

Tim Lombard: It is great to have the Revenue before us. I apologise for being late. I was stuck in a meeting in another Department. Mr. Egan says Revenue has not changed its interpretation of the law of this refund order. That is a very bold statement to make. Does he think it is a fair statement, that the Revenue has not changed its interpretation of issues regarding bull tanks, meal bins, all the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: VAT Refunds to Unregistered Farmers: Revenue Commissioners (8 May 2024)

Tim Lombard: I think the majority of us with meal bins attached to milking parlours have them bolted to the ground for safety purposes. I could mention a dozen providers of such products. Talking to the industry, there is significant concern about how we can move it forward. The Chairman detailed the issues in the industry. There is unbelievable fear and paralysis at the moment. We do not know what...

Joint Oireachtas Committee on Agriculture, Food and the Marine: VAT Refunds to Unregistered Farmers: Revenue Commissioners (8 May 2024)

Tim Lombard: I will absolutely take Ms Lyons at her word that it fluctuates. If it fluctuates, the fluctuation would mean that, for the next nine months, Revenue would want to get 97% approval to get to the yearly average of the last three years, by my stats. Is that right?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Strategy Implementation Plan: Department of Agriculture, Food and the Marine (8 May 2024)

Tim Lombard: It is a ten-year programme. After that, the native woodland is a permanent fixture; it will not be moved at any level. I think the barrier for many of these schemes is fear that one cannot go to another farming enterprise at another time. The barrier I come across seems to be that internal fear within the community and how we deal with it and work with that issue. I ask Mr....

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Strategy Implementation Plan: Department of Agriculture, Food and the Marine (8 May 2024)

Tim Lombard: We will not be looking at premiums for the second rotation. Have we kind of closed the door on that?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Strategy Implementation Plan: Department of Agriculture, Food and the Marine (8 May 2024)

Tim Lombard: If you look at the graph, the Department is going to have a considerable amount of forestry coming its way in the next decade in particular that will actually be up for felling, and making sure we have that incentive to do something is really important.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Strategy Implementation Plan: Department of Agriculture, Food and the Marine (8 May 2024)

Tim Lombard: We have two issues. One is the replanting obligation and making sure it happens. The other is to try to get our 8,000 ha harvested, which is a significant issue. Obviously, we have to start somewhere with the programme. Nobody believes that we are going to get 8,000 ha in year 1. This is a graph of some nature. I am not sure if it is going to be a flat graph and I am not even sure it is...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Strategy Implementation Plan: Department of Agriculture, Food and the Marine (8 May 2024)

Tim Lombard: Okay. Regarding our targets, how we are going to try to reach them and how we are going to turn the tables, Mr. Gleeson mentioned that there will be information and education programmes with the involvement of the farming community, and maybe even outside the farming community, to get investors involved. We are eight or nine months into the programme at this stage. Will Mr. Delany give me a...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Strategy Implementation Plan: Department of Agriculture, Food and the Marine (8 May 2024)

Tim Lombard: ...needs to have an engagement with all these people who meet once per month on a farm? All of a sudden the Department would meet a cohort of farmers on an actual farm. Tens of thousands of farmers attend Teagasc events at Moorepark. Yes, they are probably dairy farmers but on the other side there are probably people who could have an interest in an investment that could be in forestry....

Joint Oireachtas Committee on Agriculture, Food and the Marine: VAT Refunds to Unregistered Farmers: Revenue Commissioners (8 May 2024)

Tim Lombard: It goes back to the whole argument we were having about a change in interpretation. There are many sayings about statistics. One could argue that if there is no change in interpretation, we would be quite confident of reaching the 96%, otherwise the change in interpretation that we are having a disagreement about will not be statistically proven. Statistically, the only way that we can see...

Seanad: An tOrd Gnó - Order of Business (2 May 2024)

Tim Lombard: I call on the Acting Leader to arrange a debate on oral health and dental services. This is a very significant issue. I read some figures recently indicating that there are 23% fewer dentists working in the HSE now than there were in 2006. The school dental programme, in particular, is of concern. It is actually falling apart at the moment. We put a strategy in place five years ago to...
