Ceisteanna ó Cheannairí - Leaders' Questions (15 May 2024)

Matt Carthy: I welcome the Palestine women's national soccer team to Ireland and commend Bohemian Football Club on hosting the squad for their match this evening. What does it say about the Minister's party's record that after 13 years in government, families are forced to go onto the media to beg for the services to which their children with disabilities are legally entitled. Recently, another...

Dublin and Monaghan Bombings: Motion [Private Members] (14 May 2024)

Matt Carthy: On Friday, 17 May 1974, three car bombs exploded in Dublin city centre. Less than 90 minutes later, outside Greacen's pub on the North Road, a fourth bomb exploded in Monaghan town. Some 34 lives were lost, including that of an unborn child. Nearly 300 were injured. Countless lives remain both physically and mentally scarred to this day. On Friday, we will mark 50 years since the...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Foreign Affairs Council, UN Matters and Individually Tailored Partnership Programme with NATO: Tánaiste and Minister for Foreign Affairs (14 May 2024)

Matt Carthy: The Tánaiste made a decision. I disagreed at the time. I still disagree with that decision. It may be political, but it is a fair political position to have. I will ask one question. I will not go into the detail of PESCO, EDA missions and the different projects that Ireland has been involved in - and that it may be involved in in the future - other than to say we had a number of...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Foreign Affairs Council, UN Matters and Individually Tailored Partnership Programme with NATO: Tánaiste and Minister for Foreign Affairs (14 May 2024)

Matt Carthy: For sure. I am, however, nervous that I might not get to ask the next question, which is equally important. In terms of neutrality, because the Tánaiste mentioned at least twice that particular aspects of his remarks do not impinge on Irish neutrality. He stated that there is no suggestion of Ireland joining NATO as reinforcement that there is no threat to or question over our...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Foreign Affairs Council, UN Matters and Individually Tailored Partnership Programme with NATO: Tánaiste and Minister for Foreign Affairs (14 May 2024)

Matt Carthy: That moment belongs to a number of current and past Members on all sides of the House who have worked for far too long to bring it to this point. As I have said, time and again, I fear that the moment of our recognition of the state of Palestine will occur at a time when the prospect of a viable sovereign state is at its weakest ebb in many years.

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Foreign Affairs Council, UN Matters and Individually Tailored Partnership Programme with NATO: Tánaiste and Minister for Foreign Affairs (14 May 2024)

Matt Carthy: There is growing speculation and fear. We are talking about a ground invasion of Rafah with trepidation as to what that could mean. However, it is important to contextualise that Rafah is currently under attack. The situation and the scenes there are beyond imagining. I looked back at the transcript from October when the Tánaiste was last before the committee, and I suggest that he...

Written Answers — Department of Communications, Climate Action and Environment: North-South Interconnector (14 May 2024)

Matt Carthy: 70. To ask the Minister for Communications, Climate Action and Environment if he will report on his engagements with EirGrid at which he has received an update on the North-South Interconnector. [21466/24]

Written Answers — Department of Health: Hospital Equipment (14 May 2024)

Matt Carthy: 597. To ask the Minister for Health if he will direct the HSE to conduct a feasibility study relating to the provision of a CT scanner at Monaghan Hospital; and if he will make a statement on the matter. [21508/24]

Written Answers — Department of Health: Hospital Equipment (14 May 2024)

Matt Carthy: 598. To ask the Minister for Health if he will direct the HSE to conduct a feasibility study relating to the provision of an MRI scanner at Monaghan Hospital; and if he will make a statement on the matter. [21509/24]

Ceisteanna Eile - Other Questions: European Union (9 May 2024)

Matt Carthy: If it will provide any consolation to the Tánaiste, I will of course acknowledge that Europe has huge expenditure of humanitarian aid. Some states within the EU are much better than others and there is not a universal approach but I also acknowledge that the EU has funded very important projects in Palestine. It has funded schools, hospitals, healthcare centres, youth clubs and women's...

Ceisteanna Eile - Other Questions: European Union (9 May 2024)

Matt Carthy: ...for positions. I say this regardless of whether Ursula von der Leyen has been perfectly politically correct in everything else she has done. She has not, by the way. I have acknowledged that there are areas in which Ursula von der Leyen was of substantial assistance to Ireland, but on the humanitarian issue that will globally define the credibility and status of states and international...

Ceisteanna Eile - Other Questions: Middle East (9 May 2024)

Matt Carthy: I would appreciate more clarity on the timeframe for recognition. Last night, several media outlets reported 21 May as the date being set. They did not make that up; they got it from the Tánaiste's office. There is nowhere else from which they could have got it. In essence, it is confirmation that Ireland is working with other states to come to the point of recognition. That will be...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Passport Services (9 May 2024)

Matt Carthy: I commend the staff in the Passport Office, who have been going through probably the busiest two or three years the office has ever faced. I think everybody in this House has at some stage added to their burden in terms of dealing with urgent cases in particular. Will the Tánaiste ensure there are sufficient staff within the Passport Office to deal with demand during the busy summer...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Passport Services (9 May 2024)

Matt Carthy: I have said a number of times that when the passport service works well, it works very well. That is the experience for many people. I know a lot of people who have applied, particularly for passport renewals, who have actually been surprised at the speed at which their passport has arrived in their letterboxes. That is an absolute credit and testament to the staff and the operation that...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Middle East (9 May 2024)

Matt Carthy: 49. To ask the Minister for Foreign Affairs and Trade the timeframe in which he intends to submit a declaration to intervene in the case of South Africa v. Israel taken under the Genocide Convention at the International Court of Justice, ICJ. [21105/24]

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Middle East (9 May 2024)

Matt Carthy: What is the timeframe in which the Government intends to submit a declaration to intervene in the case of South Africa v. Israel taken under the Genocide Convention at the International Court of Justice? In his remarks will he also confirm to the House that Ireland, along with other states, intends to recognise the state of Palestine on 21 May, as reported?

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Middle East (9 May 2024)

Matt Carthy: It is welcome that the Government has made this commitment. The point is, in some ways, down to the timeframe. It is also down to the substance of the intervention, when Ireland makes it. We want it to be as strong as possible. The ICJ has made it clear in previous rulings that there is no specific timeframe in which a state can intervene. In other words, a state can intervene at any stage.

Europe Day: Statements (8 May 2024)

Matt Carthy: It is fitting that these Europe Day statements take place this year just four weeks out from the European elections on Friday, 7 June. Those elections will take place at a time when Ireland and Europe are facing many challenges and I believe these elections will be seen as an opportunity for people to have their say on the change they want in Ireland and in Europe. We have a Government that...

Written Answers — Department of Education and Skills: Schools Building Projects (8 May 2024)

Matt Carthy: 203. To ask the Minister for Education and Skills further to Parliamentary Question No. 190 of 29 February 2024, the current timeline for commencement and completion of the next stage of works at a school (details supplied) in Castleblayney, County Monaghan; and if she will make a statement on the matter. [20490/24]

Written Answers — Department of Children, Equality, Disability, Integration and Youth: Disability Services (2 May 2024)

Matt Carthy: 235. To ask the Minister for Children, Equality, Disability, Integration and Youth if the Minister for State with responsibilities has given a direction to the HSE to consider the purchase of property at Cootehill, County Cavan for the purpose of development of day services for young adults; and if he will make a statement on the matter. [20017/24]
