Support for Carers: Motion [Private Members] (24 Apr 2024)

Denis Naughten: By moving this motion, we want to acknowledge the invaluable contribution of half a million carers around this country and give them some small recognition for the valuable work that they are doing by replacing the current system with a non-means-tested scheme for the carer's allowance focusing solely on care needs. Yesterday, I had a conversation with the mother of a child called Willow....

Denis Naughten: Apologies have been received from Senators Murphy and Gavan and Deputy Paul Donnelly. Members participating remotely are required to do so from within the Leinster House precinct only. I welcome the witnesses. Witnesses are protected by absolute privilege in respect of the presentations they make to the committee. This means that they have an absolute defence against any defamation...

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on the Social Welfare System: Discussion (24 Apr 2024)

Denis Naughten: Particularly in an economy where we have full employment, we need to be conscious of that. The current social welfare system, as it is presently structured, is taking people out of the workforce whom we need, such as the cases Deputy Ó Cuív has spoken about. At the other end of the spectrum - this is part of the work that is being done in the north east of the country with...

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on the Social Welfare System: Discussion (24 Apr 2024)

Denis Naughten: Can I ask a couple of questions? As soon as the Minister sits down in the House, I will have to go, so I might have to look at the Official Report later for the responses. First, Dr. Griffin mentioned this debate between right and left. As we know there is a toxic atmosphere beginning to emerge in this country, particularly on the extreme right. One of the points they would raise...

Saincheisteanna Tráthúla - Topical Issue Debate: Flood Relief Schemes (23 Apr 2024)

Denis Naughten: We are talking about a depth of water 3.38 m higher than the historical level of that lough for generations. That would flood the whole of this Chamber. That is the height we are talking about here. I was at an EPA climate lecture earlier this evening on the issue of climate and health. It was given by Professor Lea Berrang-Ford. She said the greatest impact of flooding on health relates...

Automatic Enrolment Retirement Savings System Bill 2024: Second Stage (Resumed) (17 Apr 2024)

Denis Naughten: As Deputy Connolly said, I will take up my 20 minutes, if that is of any assistance to people coming in. The Automatic Enrolment Retirement Savings System Bill 2024 is designed to simplify pension decisions for workers and to make it easier for employers to offer workplace pensions. Under auto-enrolment, employees will have access to a workplace pension savings scheme, which is co-funded by...

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on Farm Assist and Other Social Welfare Schemes: Discussion (17 Apr 2024)

This means that they have an absolute defence against any defamation action in respect of anything they say at the meeting. However, they are expected not to abuse this privilege and it is my duty as Cathaoirleach to ensure...

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on Farm Assist and Other Social Welfare Schemes: Discussion (17 Apr 2024)

Denis Naughten: To clarify, SAC designation and payments are not within the remit of the committee. We do not want to delve into the remit of the agriculture committee. I understand the point Mr. Farrell is making. We could speak on it at length on it but we want to focus on the means test and its treatment by the Department of Social Protection.

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on Farm Assist and Other Social Welfare Schemes: Discussion (17 Apr 2024)

Denis Naughten: We are not dealing with agriculture. As we said it at the start of the meeting-----

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on Farm Assist and Other Social Welfare Schemes: Discussion (17 Apr 2024)

Denis Naughten: I will bring in Senator Wall in a second but to answer Senator Garvey in terms of gross versus net and if the Revenue Commissioners model was used, Revenue looks at net income rather than gross income.

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on Farm Assist and Other Social Welfare Schemes: Discussion (17 Apr 2024)

Denis Naughten: Farm assist was an income-averaging scheme where they looked at one's previous year's income and then projected forward on a typical year. The difficulty is now because it is reviewed on an annual basis, it has become an annual scheme rather than an averaging scheme. I think this may be where the problem arises with it.

Joint Oireachtas Committee on Social Protection: Impact of Means Testing on Farm Assist and Other Social Welfare Schemes: Discussion (17 Apr 2024)

Denis Naughten: Anyway, we will take it up directly with the Minister. It is important to remember that the farm assist scheme is a safety net for farm families. That is what it is. It is supposed to be a source of assistance to protect farm families from poverty. The point was correct that the Revenue Commissioners have an averaging scheme. The farm assist scheme, as originally designed, was an...

Denis Naughten: 621. To ask the Minister for Health the current status of plans for the development of a new acute adult mental health unit to replace the existing unit at Roscommon University Hospital; and if he will make a statement on the matter. [15969/24]

Future Ireland Fund and Infrastructure, Climate and Nature Fund Bill 2024: Second Stage (10 Apr 2024)

Denis Naughten: I welcome the opportunity to speak on the legislation. It concerns the use of some of the surplus we see coming in through taxation for future long-term investment. This year, we are looking at a budget surplus somewhere north of €8 billion. The intention is to spend 0.8% of our GDP on investment in this fund. That is approximately €800 for every man, woman and child...
