Fergus O'Dowd: -----I want to try to keep this discussion fair to everybody. In fairness to the Minister, I believe the Minister is replying to Deputy Troy. When he replies Deputy Troy will have the opportunity to come back in again. No one is being cut out of the debate at all. Deputy Catherine Murphy will also come in.
