Seanad: Order of Business (24 Apr 2018)

David Norris: I refer to my motion that Seanad Éireann requests the Committee on Procedure and Privileges, CPP, to delete Standing Order No. 41 that prevents the Seanad from accepting amendments that create a charge on the Exchequer. I have received a note from the Cathaoirleach's office, on the advice of the Clerk. It states:I regret [...] to have to rule that your motion in relation to the removal...

Seanad: Order of Business (21 Mar 2018)

David Norris: To complete the trio of Trinity Senators, I spoke on the dining hall steps on behalf of students. I have sent in a motion to remove Standing Order 41 which prohibits Seanad Éireann from putting down amendments which create a charge on the Exchequer. Within ten minutes I had 12 signatures. People from every single party in the House consistently complain about this issue.A lot of...

Seanad: Political Reform: Motion (12 Feb 2014)

David Norris: ...Éireann, reform of the nomination procedures for the Presidency and reform of the financing of political parties.”I welcome the Minister of State to the House. It is not, however, an effusive welcome. The motion that I and my Independent colleagues have put down about political reform is not intended to be definitive or exhaustive but is part of a process. I suggest that we...

Seanad: An Bille um Dara Leasú is Tríocha ar an mBunreacht (Deireadh a chur le Seanad Éireann) 2013: An Cúigiú Céim - Thirty-second Amendment of the Constitution (Abolition of Seanad Éireann) Bill 2013: Fifth Stage (23 Jul 2013)

David Norris: Yes, I know that. Finally, I note that after this Bill, Members will be asked to pass this piece of rubbish, namely, the motion that is No. 2 on the Order Paper. This is another clear example of the Government usurping the right of the Referendum Commission, because this purports to write for that commission part of the information that will be distributed. This is as grossly wrong as the...

Seanad: Membership of Committees: Motion (19 Jul 2013)

David Norris: If, as this motion purports, Standing Orders are suspended completely, I do not see any reason the Cathaoirleach could not take an amendment because there are no Standing Orders governing it.

Seanad: Membership of Committees: Motion (19 Jul 2013)

David Norris: I was saying to the Cathaoirleach that this motion purports to suspend Standing Orders. As we are in a kind of vacuum with no rules and regulations, the Cathaoirleach cannot rely on Standing Orders to rule out an amendment. I would have thought we can table an amendment because Standing Orders have been lifted.
