Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: That is grand. The representatives go on to state there is a risk of non-compliance with the audit form and that the SFPA was not sufficiently robust either. What was the fault of the SFPA in that regard?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: On the basis of that audit, the SFPA was not doing its job properly.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: As I said, the SFPA was not doing its job properly.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: Grand. On the 5% of bulk pelagic landings or 7.5% of fish quantity that is required to be weighed - I presume it is 5% of landings - if that 5% has been reached, is that the end of SFPA inspections? Does it weigh 10%, 20% or 30% of landings?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: I understand that, but once the SFPA has reached the 5% that has to be weighed on the pier, the requirement has been met.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: Is 5% only a guideline and not a figure the SFPA wants to achieve?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: If at the end of every year, 100,000 tonnes of pelagic has been landed and the SFPA has checked 5,000 tonnes of that, it is in compliance as far as-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: If the quota is 100,000 tonnes, and at the end of the year the SFPA has checked 7,500 tonnes of it, it is happy enough with that.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: If there are 1,000 landings, the SFPA has to collect 7.5%.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: I am aware of that. On weighing scales on the pier, the representatives stated they had heard nothing back from the industry on offering ownership of that and so on. Does the SFPA take a view on who the owners should be? If the industry came back and said it wanted Joe Bloggs to operate this machine, will the SFPA accept Joe Bloggs will do it or does it say he is too close to the industry?...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: The SFPA has to see what comes from the industry, if anything does. On the landings, one of the problems in Killybegs is that blue whiting going for human consumption requires different handling than if it is going for fishmeal and so on. It makes a big difference to the crews as regards wages because blue whiting for human consumption is of significantly greater value when it goes to the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: ...their contributions and responses. Landings at Killybegs have been paused because the season has ended, probably until November or thereabouts, so there is time to resolve the issue between the SFPA and the fishing industry. What does the authority envisage doing over the coming months to resolve the issue once and for all?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: It sounds as though the SFPA has gone as far as it is going to go and has finished with it now.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: As it stands, the SFPA is waiting for the industry to revert with a response before it will hold any further meetings on the issue. Is that the case?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: ...the next period? In respect of the final control plan that has gone to the Commission, if we or the industry decide on something or something workable comes out of this committee talking to the SFPA, it is the Commission or the European structures that will make the decision as to whether it will be acceptable.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: Forget about the SFPA negotiating. If we decide something is a feasible and workable solution, it is the Commission or the European structures that must decide whether it is acceptable.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Weighing of Fisheries Products: Discussion (18 May 2022)

Thomas Pringle: The SFPA will only implement what the Commission tells it to do.

Agriculture, Fisheries and Food Security: Statements (12 May 2022)

Thomas Pringle: I have been contacted by many constituents in my hometown of Killybegs regarding the decision by the Sea-Fisheries Protection Authority, SFPA, to use a weighing system which renders the fish unfit for human consumption. It can be hard for people outside the community to understand the significance of this or realise the effect it has had, but this is a community in decline, unfortunately,...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (5 May 2022)

Thomas Pringle: ...of St. Catherine's Vocational School in Killybegs to the Visitors Gallery. Recently, we have seen fish being landed in Derry for processing in Killybegs. The Sea-Fisheries Protection Authority, SFPA, has now removed the permission to land there, presumably because it is not a recognised EU port. The Northern Ireland protocol supposedly treats the Six Counties as inside the EU. Does...

Fisheries and Coastal Communities: Statements (17 Jun 2021)

Thomas Pringle: ...fishing in English waters, despite this being discussed for three years in advance of the deal. The fiasco of the weighing system, including how it has been dealt with by the Department and the SFPA, is telling. Rather than deal with supposed wrongdoers, why do the SFPA and the Department damn the entire industry? Surely the right approach would be to deal with the problems and let...
