Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Sea-Fisheries (Amendment) Bill 2020: Discussion (20 Apr 2021)

Pádraig Mac Lochlainn: ...has been seriously resourced. Any fisherman with whom I have spoken talked about how determined these officials are in terms of doing their job so I do not think anybody doubts the determination of the SFPA to implement the law. If some mass illegality did take place then how come we have not had a mass number of people convicted in the courts? It is very dangerous for the State to...

Covid-19 (Agriculture, Food and the Marine): Statements (17 Feb 2021)

Pádraig Mac Lochlainn: ...a system there, which is of a National Standards Authority of Ireland, NSAI, approved standard. I am appealing to the Minister to intervene to ensure that the Sea-Fisheries Protection Authority, SFPA, reaches an agreement with the fishing industry there. To summarise my question on this point, will the Minister appeal this decision, if it is a decision of the European Commission, to...

Written Answers — Department of Agriculture, Food and the Marine: Fisheries Protection (10 Dec 2020)

Pádraig Mac Lochlainn: 464. To ask the Minister for Agriculture, Food and the Marine the details of the electronic logbooks input by super trawlers and monitored by the SFPA showing the total catch made by them in waters off Ireland in the past ten years; and if he will make a statement on the matter. [42618/20]

Written Answers — Department of Agriculture, Food and the Marine: Fisheries Protection (10 Dec 2020)

Pádraig Mac Lochlainn: 463. To ask the Minister for Agriculture, Food and the Marine the annual breakdown of all SFPA operations on an annual basis for the past five years in which it boarded fishing vessels by vessel name, country of origin, purpose of boarding, if an infringement was detected and if so, the infringement in tabular form; and if he will make a statement on the matter. [42617/20]

European Union (Common Fisheries Policy) (Point System) Regulations 2020 (S.I. No. 318 of 2020): Motion [Private Members] (29 Sep 2020)

Pádraig Mac Lochlainn: ...the statutory instrument deals with the balance of probability rather than having to prove beyond doubt, which is normally the case where a criminal sanction is being pursued. The role of the Sea-Fisheries Protection Authority, SFPA, permeates the statutory instrument at all stages, which was the basis on which the Supreme Court struck down the previous statutory instruments. We can...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report of Sea-Fisheries Protection Authority: Discussion (27 Jun 2017)

Pádraig Mac Lochlainn: .... The fishing community is aggrieved because its members believe they have been criminalised under legislation. There have been stand-offs at various ports between fishing communities and SFPA officials. Perhaps the problem is with the legislators, given that the authority is simply enforcing the legislation. I refer to super trawlers. Those of us who live in coastal communities...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report of Sea-Fisheries Protection Authority: Discussion (27 Jun 2017)

Pádraig Mac Lochlainn: ...focusing on this vessel only because it is the second largest vessel in the world and it gives rise to great concern when it is off our coast. It was said earlier that, under European regulations, SFPA officers cannot be on board a vessel for longer than four hours and that the authority has the power to call a vessel to port, but to do that it must demonstrate reasonable cause. Do the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report of Sea-Fisheries Protection Authority: Discussion (27 Jun 2017)

Pádraig Mac Lochlainn: Thank you for your patience, Chairman. I appreciate it. I will be very brief. Could I propose that the SFPA would make a submission to our committee outlining ways or ideas it has for strengthening its ability, including the need for additional resources? We can then put that submission to the Minister. Is that a reasonable request?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report of Sea-Fisheries Protection Authority: Discussion (27 Jun 2017)

Pádraig Mac Lochlainn: I am asking the SFPA as practitioners.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report of Sea-Fisheries Protection Authority: Discussion (27 Jun 2017)

Pádraig Mac Lochlainn: Could I propose then that the SFPA would do as suggested? Could I also propose that the committee would write to the Minister asking him from a policy perspective to address the issues that we have raised here today? Most if not all of us have raised concerns about super trawlers.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report of Sea-Fisheries Protection Authority: Discussion (27 Jun 2017)

Pádraig Mac Lochlainn: In terms of the specific issues here, could I ask that the committee will write to the Minister asking for assurances? In fairness to the SFPA, the witnesses have said they are limited to a policy perspective.
