Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
Chapter 7 - Management of Overtime Expenditure in An Garda Síochána
(9 May 2019)

Catherine Connolly: With regard to trust and accountability this committee has been here with the issues around Templemore Garda college - which I will not go back on - we have had the Morris tribunal and the €70 million, we have had the Charleton tribunal and the O'Higgins commission of investigation. My three years in the Dáil have been bookended by two reports. It began with the O'Higgins...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
Chapter 7 - Management of Overtime Expenditure in An Garda Síochána
(9 May 2019)

Catherine Connolly: ...property and evidence management. I do not believe he intended to be flippant but Mr. Nugent mentioned a property difficulty that arose ten years ago. It has serious reputational risk for the Garda if a proper system is not in place. I am thinking of the Maurice McCabe case and the O'Higgins report and a computer going missing. This is just one example. There is a new system in place now.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
Chapter 7 - Management of Overtime Expenditure in An Garda Síochána
(9 May 2019)

Catherine Connolly: That is what I would love to hear. At this point we do not know it that has happened but Mr. Harris will come back to the committee on that. On page 21 there is reference to Garda masts, which is an income receipt that has jumped significantly. Presumably it is an income for the Garda, but what is it? It has gone from €523,000 to €1.5 million. Someone might come back to me...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
Chapter 7 - Management of Overtime Expenditure in An Garda Síochána
(9 May 2019)

Catherine Connolly: .... Going back to reputation and the lovely word "learnings" - a word I detest because I do not know what it means - I want to discuss fixed penalty charges and the breath tests. It is in the Garda report as a significant risk to reputation and a significant risk financially. Where are we with that? The notes tell us that so many cases were taken. On page 5 there is the reference to...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
Chapter 7 - Management of Overtime Expenditure in An Garda Síochána
(9 May 2019)

Catherine Connolly: I understand. Some 14,000 ended up in court. The Garda is working its way through those now and is appealing them with the consent of the person, and over 2,000 have already been sorted out.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
Chapter 7 - Management of Overtime Expenditure in An Garda Síochána
(9 May 2019)

Catherine Connolly: Of the 14,700, 2,274 have been dealt with and the Garda is working through the rest.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
Chapter 7 - Management of Overtime Expenditure in An Garda Síochána
(9 May 2019)

Catherine Connolly: An update would be very helpful. The mistake was made by gardaí and the people were innocent in regard to this matter. That is important. The next point for this committee is the cost implications of the process. The Garda has taken over 2,000 people to the appeal court. What are the legal costs to date or are there legal costs?

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
Chapter 7 - Management of Overtime Expenditure in An Garda Síochána
(9 May 2019)

Catherine Connolly: It should not have happened but it did happen and the Garda is dealing with it. However, there has to be an end to it and there has to be an update. What is it costing in terms of manpower and womanpower and in terms of the cost of the legal eagles? Let us have an update on that. On the breath tests and the hugely significant discrepancy, which I will not go back over as that is a...

Ábhair Shaincheisteanna Tráthúla - Topical Issue Matters (8 May 2019)

Catherine Connolly: ...Kenny -to discuss the provision of home care packages in counties Sligo and Leitrim; (10) Deputies Fergus O'Dowd and Declan Breathnach - to address the recent drug-related violence in Drogheda and the allocation of additional Garda resources in the town; (11) Deputy John Lahart - to address the need for transport police further to the recent reports of anti-social behaviour on public...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 4 - Central Statistics Office
(11 Apr 2019)

Catherine Connolly: ...before us with its accounts and no issues have been raised in that regard, so I will zone in on the risk register. If we cannot believe statistics, we are in serious trouble. I will revert to the Garda issue in a minute. Regarding the CSO's own risk register, what risks has it identified to assure the public that the quality of its work is further above par than any other organisation?

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 4 - Central Statistics Office
(11 Apr 2019)

Catherine Connolly: Other people have asked about the criteria for the Garda. It is under reservation and it is a very serious matter. We have heard the Policing Authority report today. In that context, when will the reservation be lifted? What are the criteria for lifting the reservation? I presume the CSO did not seek to do the SAVI report. Following pressure the Government took a policy decision to do...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 4 - Central Statistics Office
(11 Apr 2019)

Catherine Connolly: If the Garda does not meet the standard, then this reservation-----

Public Accounts Committee: Business of Committee (28 Mar 2019)

Catherine Connolly: Garda Benevolent Fund.

Written Answers — Department of Justice and Equality: Garda Transport Provision (12 Mar 2019)

Catherine Connolly: 190. To ask the Tánaiste and Minister for Justice and Equality if An Garda Síochána has recently put out to tender a contract to supply new marked Garda cars and vans to the fleet; if so, when the new vehicles will come into the fleet; and if he will make a statement on the matter. [11724/19]

Written Answers — Department of Justice and Equality: Garda Resources (12 Mar 2019)

Catherine Connolly: 192. To ask the Tánaiste and Minister for Justice and Equality the number of new marked and unmarked Garda cars and vans that were attached to the Garda water unit in 2017, 2018 and to date in 2019; the number withdrawn during the same period; and if he will make a statement on the matter. [11726/19]

Local Drug and Alcohol Task Forces: Motion [Private Members] (7 Mar 2019)

Catherine Connolly: .... It is tied up with many things. It is tied up with mental health, with the abuse of alcohol and the abuse of drugs. It is also tied up with our hypocrisy. To cite a very practical example, again in Galway, the Garda informed us that it could not prevent drinking on the street. Consequently we brought in by-laws but as there was a fault in these by-laws, a second set of by-laws was...

Public Accounts Committee: Kildare and Wicklow Education and Training Board: Financial Statements 2015 (21 Feb 2019)

Catherine Connolly: These are just very quick practical questions. We are here as a result of a special report which followed a previous special report, as well as Dr. Thorn's report and a current Garda investigation. The scope of our questions has been limited and I am just asking practical questions on governance. I am a great admirer of what I still call the vocational education committees. I served ten...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts (Resumed)
Vote 3 - Office of the Attorney General
Vote 5 - Office of the Director of Public Prosecutions
Vote 6 - Office of the Chief State Solicitor
(7 Feb 2019)

Catherine Connolly: ...Chief State Solicitor's office. It appears staffing is an ongoing challenge. Could Ms Browne please elaborate on that? There was a delay, which came up this morning as well, in vetting by the Garda. Is this a difficulty? How is the office coping with the ongoing challenges, because that is a risk to the provision of the service?

Juvenile Crime: Motion [Private Members] (30 Jan 2019)

Catherine Connolly: ...about here. We are talking about how it happened, how it was discovered, how long it took and what we are going to do about it. It has already been mentioned that a very brave and public-minded garda raised this issue in the first place and asked for the professional standards unit to come in, which it did. Those inquiries took from October 2015 to June 2017. I do not know how it...

Public Accounts Committee: Business of Committee (17 Jan 2019)

Catherine Connolly: ...suggested the jury was out on the value of CCTV schemes in certain areas, although there is definitely a place for them. Sometimes CCTV comes under the Department of Justice and Equality and An Garda Síochána and then there are community schemes, but in my experience they often do not work. Vast amounts are spent installing cameras but they have never worked. In addition,...
