Joint Oireachtas Committee on Justice, Defence and Equality: Priorities for An Garda Síochána: Garda Commissioner (12 Oct 2016)

Colm Brophy: The Commissioner touched on the role and impact of civilianisation. Obviously civilianisation is critical in freeing up gardaí to be front facing and relieving them from desk duties. Will Ms O'Sullivan enlarge further on the impact of civilianisation and how quickly she would like to see that happen and how she believes it will serve to improve the management structures and...

Joint Oireachtas Committee on Justice, Defence and Equality: Priorities for An Garda Síochána: Garda Commissioner (12 Oct 2016)

Colm Brophy: For many years before being elected, I was a councillor in Tallaght working on the Joint Policing Commission, JPC. The work done by gardaí at all levels in making the community link is at the heart of why the Garda Síochána has such a good relationship with the community. We alluded to it when the Policing Authority came before the committee. In any reforms the Commissioner...

Joint Oireachtas Committee on Justice, Defence and Equality: Priorities for An Garda Síochána: Garda Commissioner (12 Oct 2016)

Colm Brophy: I have a very specific question relating to the Garda Síochána Ombudsman Commission, GSOC, and the delay in responses. Mr. Corcoran specifically outlined a number of reasons there were delays in responding to GSOC. Is GSOC aware of that? I would certainly say the information given by GSOC to this committee gave the impression - I stand open to correction on it - that the primary...

Joint Oireachtas Committee on Justice, Defence and Equality: Priorities for An Garda Síochána: Garda Commissioner (12 Oct 2016)

Colm Brophy: I do because I checked something in regard to an answer and I want to ask Mr. Corcoran, the assistant commissioner, again about it. In correspondence, the Garda Síochána Ombudsman Commission, GSOC, has indicated that regarding unsupervised disciplinary investigations in 2015, 600 took place and three out of four were affected by time delays. The judge went on to state there may be...

Joint Oireachtas Committee on Justice, Defence and Equality: Estimates for Public Services 2016: Minister for Justice and Equality (5 Oct 2016)

Colm Brophy: .... It behoves us, as committee members, to be accurate in our comments rather than using terminology which does not reflect what the CSO stated. I have a couple of questions. In terms of Garda recruitment, I welcome the figure of 5,000 applications. That so many people in our society are willing to become involved in An Garda Síochána, which is at the core of protecting our...

Road Traffic Bill 2016 [Seanad]: Second Stage (Resumed) (28 Sep 2016)

Colm Brophy: ...area. The other aspect to that, in the context of fixed notices being issued, is the placing of notices on such vehicles in a way that is visible and acts as a deterrent. It is something the Garda has not been doing for many years so even when people are persistently breaking the law, others driving by do not see that what is taking place has a cost to it and that a fine is being...

Road Traffic Bill 2016 [Seanad]: Second Stage (Resumed) (28 Sep 2016)

Colm Brophy: ...of a 20 km/h speed limit in housing estates, is that it is very difficult to enforce an effective regime for checking for speeding. I have learned this from my conversations with members of An Garda Síochána. Given the distances required, it is not often possible to record a car's speed in the types of housing estates where one would want to introduce a 20 km/h speed limit.

Joint Oireachtas Committee on Justice, Defence and Equality: Policing Authority: Discussion (28 Sep 2016)

Colm Brophy: ...up on one or two issues. I am sorry to be direct but on a point made already, and I listened to the reply, I do not believe it is right that the authority engaged in the process mentioned with the Garda Commissioner to devise the plan. To be clear about where I am coming from, the authority's mission statement refers to the purpose of overseeing the performance of the Garda...

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Síochána Ombudsman Commission (21 Sep 2016)

Colm Brophy: .... Obviously, an effort was made to tighten them. In how many of the cases in the 20% and 80% categories would Ms Justice Mary Ellen Ring describe as unsatisfactory the timeline associated with An Garda Síochána's response?

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Síochána Ombudsman Commission (21 Sep 2016)

Colm Brophy: ...specifically whether she had numbers for me in the 20% category which she has highlighted and the 80% category, in respect of which the commission identifies a timeline issue associated with how An Garda Síochána is responding? I appreciate the information on all of the reasons this issue arises, but I am trying to gauge from the submission whether it arises 20%, 50% or 90% of...

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Síochána Ombudsman Commission (21 Sep 2016)

Colm Brophy: ...somebody is dealing with a shop manager about a person who has been rude to him or her. I appreciate and fully accept that it was an analogy. The problem with that analogy is that members of the Garda are in a very different position in terms of how they interact with the public. The vast majority of serving gardaí are there to do their level best every day to protect the...

Commission of Investigation (Certain Matters Relative to the Cavan-Monaghan Division of An Garda Síochána) Report: Statements (Resumed) (26 May 2016)

Colm Brophy: ...a background of violent criminal activity which has taken place over recent weeks and months, particularly in our capital city. We must put on record, as always, our gratitude to the members of An Garda Síochána, from the Commissioner downwards, through all the ranks, for the daily work they do in targeting the vile scourge of gangland crime in particular, which we have seen in...

Crime: Statements (5 May 2016)

Colm Brophy: ...shame that those Deputies all decided to make their contributions and walk out. Another point that absolutely stunned me was Deputy Ruth Coppinger's contribution about political policing by An Garda Síochána. That is absolutely a slur on every member of the Garda, whether they are recruits in Templemore today or the Commissioner, and every rank and file member in between....

Crime: Statements (5 May 2016)

Colm Brophy: ...crime, which is essential, I will always caution against this sort of thing. When people are tuned into mini-celebrities for the sake of selling newspapers, it is an insult to the victims of crime, the Garda and every single decent person living in this State who does not want to see these people glorified. I thank the Acting Chairman for the opportunity to contribute to the debate today.
