Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Josepha Madigan: Am I correct in saying that it was as a result of a protected disclosure made to the previous Committee of Public Accounts, of which I was not a member, on 5 March 2016, that on 6 March 2016 the Garda was contacted about the treatment of Grace?

Josepha Madigan: Was there any contact with the Garda as a result of the protected disclosure that was made to this committee on the previous day, 5 March 2016? Did the HSE contact the Garda about Grace on 6 March 2016?

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Josepha Madigan: I meant 2015. My apologies. I am sorry if I confused Mr. O'Brien. I will correct the year. It was 5 March 2015 and 6 March 2015. I want to know if the HSE had any contact with the Garda on that day because my understanding is there was a protected disclosure made to the previous Committee of Public Accounts on 5 March 2015 and the timing seems quite coincidental.

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Josepha Madigan: So there is confirmation that the HSE contacted An Garda Síochána on 6 March 2015, directly after the protected disclosure. I just wanted to confirm that for the record.

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Josepha Madigan: ...coincidental. I will move on. I wish to refer to Mr. O'Brien’s opening statement. He referred to the fact that he did not want to interfere with the live investigation being conducted by the Garda. Is he aware of the correspondence with Commissioner O'Sullivan, dated 23 December 2016, and a letter concerning deputy commissioner Eugene Corcoran dated 15 July 2016? They have a...

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Josepha Madigan: Is Mr. O'Brien saying one section of An Garda Síochána was asking the HSE not to interfere, while another was stating it should?

Public Accounts Committee: Correction of Record of Meeting of 2 February 2016 (23 Mar 2017)

Josepha Madigan: The commission will probably look into that matter further as it is quite worrying if Mr. O'Brien is saying one part of An Garda Síochána is giving advice which is in direct conflict with that given by another.

Topical Issue Debate: Garda Station Closures (21 Mar 2017)

Josepha Madigan: ...State, Deputy McEntee, for her response to my queries. I appreciate, as I stated earlier, that the Policing Authority is autonomous and that we cannot predetermine the outcome of its review of Garda stations. Having said that, I would like to know the Minister's response to me not being allowed know the criteria for the reopening or otherwise of a Garda station. While I accept the...

Topical Issue Debate: Garda Station Closures (21 Mar 2017)

Josepha Madigan: I thank the Leas-Cheann Comhairle for the opportunity to raise this very topical issue of the re-opening of Stepaside Garda station. This station was one of those closed between 2012 and 2013 when 139 were shut due to budget cuts. I have always opposed the closing of this Garda station and I endeavoured, particularly during the general election campaign, to say to the residents of Stepaside...

Bail (Amendment) Bill 2016: Second Stage (8 Feb 2017)

Josepha Madigan: ...Act 1997. In fact, section 2 is treated more seriously than the O'Callaghan grounds due to the presumption of innocence. Where an application to refuse bail is made, the court must be cleared and gardaí must give their reasons in writing. The Criminal Justice Act 2007 introduced an amendment allowing a Garda superintendent to give evidence, as grounds for refusing bail, of his or...

Criminal Justice (Aggravation by Prejudice) Bill 2016: Second Stage [Private Members] (4 Oct 2016)

Josepha Madigan: ...on religious intolerance, gender or members of the Travelling community, as mentioned by many speakers. These are all groups protected under the Prohibition against Incitement to Hatred Act.
