Order of Business (23 Oct 2013)

Michael Healy-Rae: I wish to ask about two items of promised legislation. As regards the criminal justice (victims' rights) Bill, it has come to light that the Government's investment in the Garda transport fleet is €6 million a year, which is woefully inadequate.

Order of Business (22 Oct 2013)

Michael Healy-Rae: I wish to ask about two items in the context of the programme for Government. Earlier today, an elderly lady protesting outside the House took ill and had to be assisted by the Garda Síochána. Criminal Justice (Forensic Evidence and DNA Database System) Bill 2013: Second Stage (Resumed) (9 Oct 2013)

Michael Healy-Rae: I am speaking about connectivity. The closure of Garda stations has led to a lack of connectivity between senior gardaí and gardaí on the beat, particularly in regard to rural crime. We were told that Garda vans would be made available to our communities. We welcomed that in a limited way because we thought it might compensate for the loss of rural Garda stations. Recently,...

Michael Healy-Rae: ...acknowledge the Minister's work in this regard and thank him and his officials for the excellent work they have done in producing this Bill. It is wanted and needed and will be beneficial to the Garda. The positive implications of it include the establishment of a DNA database and the potential to investigate and solve crimes and establish the innocence of those who are wrongly accused...

Criminal Justice (Forensic Evidence and DNA Database System) Bill 2013: Second Stage (Resumed) (9 Oct 2013)

Michael Healy-Rae: .... We may disagree on many occasions about other aspects of his understanding of policing. As the Minister knows, I was the person who came into this Chamber and proved that the closure of rural Garda stations has cost the State more. It is costing more to keep Garda stations closed than it would to keep them open.

Fines (Payment and Recovery) Bill 2013: Second Stage (Resumed) (26 Sep 2013)

Michael Healy-Rae: ...system is ridiculous and nonsensical. We have all witnessed the situation of people the length and breadth of the country, having been committed to prison, taken there at great expense to the Garda Síochána, processed and released an hour later, which was farcical. It is crazy and beyond belief that this was allowed to continue until now. I welcome the provisions of this Bill...

[36999/13]

Michael Healy-Rae: 1084. To ask the Minister for Justice and Equality in view of the fact that the Garda Commissioner has stated that the figure of 13,000 Gardai is the critical low line figure and the assurance of a recruitment campaign commencing in the future, if the length it time it takes for Gardai to be trained and brought into the Force not dictate that this baseline figure according to the Commissioner...

Order of Business (4 Jul 2013)

Michael Healy-Rae: I will. The Government is selling off 40 former Garda stations because it cannot identify alternative State uses for the buildings. This is a disgrace. I am raising this issue in respect of the criminal justice (miscellaneous provisions) Bill. I ask the Tánaiste not to sell off these buildings because we were promised in this Chamber that they would be made available to local...

Michael Healy-Rae: ...that they are doing, but to say that there could be an improvement in the way they are being treated is an understatement. I would like to paraphrase a few things here. In one case study the Garda Síochána was in possession of the information requested, but refused to supply it. The refusal took 48 days. It took 136 days from the request for this information to be provided....

Joint Oireachtas Committee on Public Service Oversight and Petitions: Garda Síochána Ombudsman Commission Reports: Discussion (3 Jul 2013)

Michael Healy-Rae: I have huge respect for the Garda Síochána and the excellent work that the force carries out. However, the Garda Síochána Ombudsman Commission is there for oversight and to investigate matters. If I receive a letter from the Revenue Commissioners or any authority asking me a question, whether it is do with tax affairs or whatever, then I am duty bound to respond and give...
