Garda Síochána (Amendment) (No. 3) Bill 2014: Report Stage (4 Feb 2015)

Pádraig Mac Lochlainn: As I acknowledged earlier, there are errors in the drafting of this amendment. Of course, the Garda Inspectorate is not relevant to this debate. I will not be pressing the amendments because they are not worded properly. However, the objective of the amendments is to ensure that the issues Deputy Wallace and Deputy Daly have outlined do not continue. People are having to wait crazy...

Garda Síochána (Amendment) (No. 3) Bill 2014: Report Stage (4 Feb 2015)

Pádraig Mac Lochlainn: The Minister would be familiar with the Kieran Boylan affair. GSOC submitted a detailed report on the case and the significant lack of co-operation it received from the then Garda Commissioner on matters of the utmost seriousness. It submitted a 500-page report to the previous Minister and published a seven or eight page summary of its concerns. One of the key issues was the lack of...

Pádraig Mac Lochlainn: ...is on GSOC. The Government has asked it to examine the penalty points issue. A major investigation has to be undertaken in that respect. We will also be giving GSOC additional powers when the Garda Síochána (Amendment) (No. 3) Bill is passed today. That will entail the provision of more resources. Is the Minister satisfied that the resources provided to GSOC will enable it to...

Pádraig Mac Lochlainn: My final question is on Garda numbers. There are 300 recruits in Templemore. If one factors in the number of gardaí that will retire this year we will not exceed the 13,000 threshold. The previous Garda Commissioner, Mr. Martin Callinan, famously said that if the number went below 13,000 he would not be able to deliver what was required. Are there plans for further recruitment this year?

Pádraig Mac Lochlainn: ...of the issues the witnesses are raising. As an Oireachtas justice committee, we must try to find a balance between the different perspectives. As the witnesses know, representatives of the Garda Síochána and the Department attended the committee before Christmas and now we have the witnesses. The witnesses said they had engaged with the Department and the Garda. A...

Joint Oireachtas Committee on Justice, Defence and Equality: Firearms Licences: (Resumed) Discussion (21 Jan 2015)

Pádraig Mac Lochlainn: The witnesses will probably be aware that when senior members of An Garda Síochána made a presentation here before Christmas, they circulated photographic examples of weaponry, and a number of times they used the phrase "military-type weapons". These would obviously cause concern to the public. Why would anybody need military-type weapons? I note that Mr. Slattery has particular...

Joint Oireachtas Committee on Justice, Defence and Equality: Firearms Licences: (Resumed) Discussion (21 Jan 2015)

Pádraig Mac Lochlainn: The practical issue as I understood it from the Garda was that it did not want anybody to have possession of a weapon.

Joint Oireachtas Committee on Justice, Defence and Equality: Firearms Licences: (Resumed) Discussion (21 Jan 2015)

Pádraig Mac Lochlainn: ...used for weapons and firearms, most people do not see a difference. It is not the most important point. On the issue of automatic rifles and weapons that might be used, the concern of An Garda Síochána and the Defence Forces is that they do not want anybody to have possession of a weapon that would give him or her an advantage against gardaí on the streets. If someone has...

Other Questions: Garda Strength (15 Jan 2015)

Pádraig Mac Lochlainn: I want to draw the attention of the Minister to the fact that in the past week the Garda Representative Association, GRA, issued a serious statement with regard to Donegal. It is concerned about staffing issues in the county. Gardaí based in rural areas are being drafted to Letterkenny, which is the main town in the county. In fairness, for operational reasons the GRA has not...
