Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: Department of Health (Resumed) (18 Jan 2023)

Róisín Shortall: ...necessarily small ones. I welcome the dropping of the term "curtilage"; it is a sensible thing. Perhaps the practical implications of vast hospital grounds were not realised. Another issue the Garda Síochána raised regarding policing of the zones was the question of signage. Did the Department engage on that issue? How serious an issue does the Department think it is?

Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: Department of Health (Resumed) (18 Jan 2023)

Róisín Shortall: ...a warning. If one were trying to tease that out from an operational point of view, how would that work? If somebody was protesting in County Kerry, from the point of view of a record, how would a garda implementing this legislation in County Galway know that person previously had a warning? The issue was from an operational point of view. I do not think anyone saw an easy way of...

Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: Department of Health (Resumed) (18 Jan 2023)

Róisín Shortall: Under head 6 in relation to harassment of healthcare providers, the witnesses said they were satisfied or their advice is that people are protected under existing law. I had a conversation with a Garda superintendent this week in the context of protestors outside refugee centres and the fact that is where people are living and whether there was a way of preventing that. The clear advice was...

Róisín Shortall: ...service providers to get involved by providing reassurance and a stronger legislative framework. To dig into some of those issues a little further, how often has the Department of Health met the Garda Síochána or what kind of engagement has there been since the Garda Síochána we was before this committee?

Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)

Róisín Shortall: .... The deputy commissioner has raised a lot of questions and I will turn some of them back on her in order to find solutions to some of the problems that she has raised. What engagement has An Garda Síochána had with the Department of Health and its legal advisers on some of the main provisions of this legislation?

Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)

Róisín Shortall: I am curious to know why there are so many outstanding issues that need to be addressed. Why have some of those very serious points that the Garda Síochána has raised not been addressed adequately by the Department?

Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)

Róisín Shortall: ...deputy commissioner has identified, but it is just the solutions I am wondering about. Moving on to the question of the issuing of a warning, which was raised by Deputy Cullinane, is it open to An Garda to record a warning on the PULSE system?

Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)

Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)

There seems to be some hesitancy on the part of An Garda Síochána to use that section of the public order Act where protests are occurring. There are protests. Róisín Shortall: ...the process, people will be brought to book and that there will be consequences. Frequently, there are no consequences. That undermines our governance systems. Having a single agency with the powers of the Garda and powers of investigation, enforcement and prosecution is the key thing that is needed. The model is there in the Criminal Assets Bureau, for example. For years there was a...

Ceisteanna ó Cheannairí - Leaders' Questions (19 Oct 2022)

Róisín Shortall: ...of O'Connell Bridge this month. Seriously, is that the best it can do? This would not be tolerated in any other European capital city. When it comes to tackling antisocial behaviour, a new Garda station was promised by the Minister for Justice in April, but that has now been downgraded to a Garda liaison office.
