Select Committee on Justice, Defence and Equality: Estimates for Public Services 2015
Vote 20: An Garda Síochána (Supplementary)
Vote 21 - Prisons (Supplementary)
(2 Dec 2015)

Fergus O'Dowd: I will have an opportunity later. One of my biggest problems is that politicians are pressurised in terms of Garda numbers and resources. This is not a political comment. The reply to any question that one submits on these issues is that the allocation of gardaí is a matter for the Garda Síochána and not politicians. However, the Estimates are a matter for us. My...

Select Committee on Justice, Defence and Equality: Estimates for Public Services 2015
Vote 20: An Garda Síochána (Supplementary)
Vote 21 - Prisons (Supplementary)
(2 Dec 2015)

Fergus O'Dowd: The extra bit in Louth is that 27 new gardaí have been provided as a result of the appalling murder of a garda in our constituency. I do not know if it is an additional cost. The people want the gardaí to be kept in the area, at whatever cost, if any.

Joint Oireachtas Committee on Justice, Defence and Equality: Policing Matters: Garda Commissioner (11 Nov 2015)

Fergus O'Dowd: I welcome the Commissioner and her team. I live in County Louth where the whole community and I acknowledge the tremendous sacrifices members of the Garda have made. The latest sacrifice was made by the late Garda Golden. Before him there was Garda Donohoe and before him, some years ago, there was Sergeant Morrissey. I am fully supportive of the police and acknowledge the great sacrifices...

Joint Oireachtas Committee on Justice, Defence and Equality: Policing Matters: Garda Commissioner (11 Nov 2015)

Fergus O'Dowd: .... Acknowledging what the Commissioner said, my problem which is not with her answer concerns the division of powers that affects Members of the Oireachtas when questioning the Department about the Garda. In replies I receive when I ask about Garda numbers in County Louth such as the number in 2015 by comparison with that in 2010 I am always told, properly, that it is a matter for the...

Joint Oireachtas Committee on Justice, Defence and Equality: Policing Matters: Garda Commissioner (11 Nov 2015)

Fergus O'Dowd: ...bail in the South under due process. I appreciate the Commissioner cannot comment on individual issues, and in accepting the comments she made with regard to co-operation North and South, are the Garda and the PSNI always informed when people have been charged with serious crimes in either jurisdiction? In particular where guns and illegal organisations are involved, is there a full...

Assisted Decision-Making (Capacity) Bill 2013: Report Stage (Resumed) and Final Stage (21 Oct 2015)

Fergus O'Dowd: ...It should be independent of the Courts Service. The Minister said it would not be appropriate for the Minister to appoint the director, and I agree it should not be a political decision. Like the Garda assistant Commissioner posts, which were filled by open competition yesterday morning, the job should be advertised under the proper independent procedures and appointed by the accountable...

Fergus O'Dowd: 372. To ask the Minister for Justice and Equality if she will urgently review Garda Síochána strength in County Louth; and if she will make a statement on the matter. [36223/15]

Financial Resolutions 2016 - Financial Resolution No. 5: General (Resumed) (14 Oct 2015)

Fergus O'Dowd: ...and it recognises the increasing needs of those children and the fact that families will be supported in supporting and looking after them. I come from County Louth where, tragically, one of our own gardaí was murdered most foully and most cruelly this week. The Government is creating 600 new garda training places. That will make a significant difference to the Garda complement...

Select Committee on Justice, Defence and Equality: Garda Síochána (Policing Authority and Miscellaneous Provisions) Bill 2015: Committee Stage (7 Oct 2015)

Fergus O'Dowd: I hear what Deputy Mac Lochlainn is saying but An Garda Síochána is accountable to the Oireachtas in terms of appearing before this committee. In other words, if there is an issue which is germane to this committee, we make a request to An Garda Síochána to appear before us to discuss it. Indeed, we are arranging to have the Garda Commissioner appear before us shortly....

To ask the Minister for Justice and Equality the current manpower and resources allocated to the Garda divisions in the constituency of Louth-East Meath compared to five years ago; the number of gardaí by location then and now; and if she will make a statement on the matter. [30557/15]

Draft Ombudsman Act 1980 (Section 1A) (No. 2) Order 2015: Motion (14 Jul 2015)

Fergus O'Dowd: ...disgraceful circumstances. As the Minister of State acknowledged in her contribution, the problem is that HIQA cannot investigate those individual complaints. I gave all those complaints to the Garda Síochána and hopefully these are being investigated. However, when I contacted the Medical Council and An Bord Altranais, I was informed that these bodies cannot investigate those...

Fergus O'Dowd: 124. To ask the Minister for Justice and Equality the number and rank of members of An Garda Síochána presently based in Blackrock, County Louth; her plans to reduce the present number of gardaí, from one sergeant and four gardaí, to one sergeant and one garda, despite a huge increase in the population based there; her views on the letter (details supplied) received from...

Joint Oireachtas Committee on Justice, Defence and Equality: Annual Policing Plan 2015: Garda Commissioner (25 Mar 2015)

Fergus O'Dowd: I congratulate the Commissioner on her recent appointment and on her clear and obvious grasp of all the issues concerned. I want to say two things. Firstly, I would like to thank the Garda Síochána for the protection that it offers members of the Oireachtas, particularly in these difficult times, and for the visits we have all had in our offices in relation to security and issues...

Joint Oireachtas Committee on Justice, Defence and Equality: Annual Policing Plan 2015: Garda Commissioner (25 Mar 2015)

Fergus O'Dowd: ...to prison for whatever reason, has risen from 12% in 2010 to 19%, which is information supplied to me on foot of my tabling a parliamentary question. I again acknowledge the work of the Garda and there is no criticism implied or intended by in what I have to say. Are there extra things the Garda could do, particularly interaction with women who end up in prison? I ask this question...

Joint Oireachtas Committee on Justice, Defence and Equality: Annual Policing Plan 2015: Garda Commissioner (25 Mar 2015)

Fergus O'Dowd: My question is simple and clear. If it is a taxi or some other vehicle, does a garda accompany the prisoner?

Report on Penal Reform: Motion (6 Mar 2015)

Fergus O'Dowd: .... If we look at the number of people committed to prison for non-payment of fines last year, it is as if the population of Dungarvan and its environs, which is roughly 9,000, was brought by a Garda car to the nearest prison, with perhaps with one to two gardaí present, and then went through the committal process. The committal process is a standard operational procedure. All...
