Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Department of Housing, Planning and Local Government and Dublin Regional Homless Executive (20 Sep 2017)

Fergus O'Dowd: ...are families in these homes, it will have been a huge error. Perhaps Fingal County Council has made an error. This goes to the heart of the credibility of the CSO statistics themselves, never mind the Garda breath tests. I know the CSO figures are not wrong by 185,000. What is the real figure? It could be a big gain for everybody, particularly families on the waiting list.

Written Answers — Department of Justice and Equality: Garda Deployment (4 May 2017)

Fergus O'Dowd: 59. To ask the Minister for Justice and Equality the position regarding the recently announced increase in Garda numbers in County Louth by location; when her plans to further increase Garda numbers by location will be announced; and if she will make a statement on the matter. Select Committee on Housing, Planning, Community and Local Government: Planning and Development (Amendment) Bill 2016: Committee Stage (12 Apr 2017)

Fergus O'Dowd: ...would not get away with dealing with an issue without referring to the regulator. The regulator also has other powers. It is not some weak, cocooned individual. It has powers to refer it to the Garda and to the Standards in Public Office Commission. There are many other powers in there that perhaps we could and should go through. Is it a better country after this legislation,...

Health (Miscellaneous Provisions) Bill 2016: Second Stage (Resumed) (5 Oct 2016)

Fergus O'Dowd: ..., should be welcomed. I thank the Ceann Comhairle for the freedom to deal with a range of issues. I will deal another time with 900 complaints made to HIQA four years ago. I gave the information to the Garda and received a report on it recently. I probably do not have enough time to deal with it today. I welcome the Bill and the changes proposed. The Minister of State is listening...

Misuse of Drugs (Amendment) Bill 2016: Second Stage (6 Jul 2016)

Fergus O'Dowd: ...by the earlier and the broader the education they get. That is the first area to tackle. Affirming the importance of these communities and putting the resources into them is very important. I welcome the homework clubs, the garda liaison officers and all the community workers involved in many if not all of these communities. That is leading to change. The Minister of State is well...

Health Care Committee Establishment: Motion (Resumed) (1 Jun 2016)

Fergus O'Dowd: ...and find out what went wrong with the ambulance service that night. For some reason, no ambulance turned up and the poor, unfortunate patient died tragically. He was brought to hospital in a Garda car. It was new year's eve, and a critical member of the ambulance crew had not turned up for work, which meant the service was one ambulance down. The absent crew member went and worked in...

Commission of Investigation (Certain Matters Relative to the Cavan-Monaghan Division of An Garda Síochána) Report: Statements (Resumed) (26 May 2016)

Fergus O'Dowd: This is an important debate. I pay tribute to gardaí in my own county who died in the course of their duty over the past few years. The context of the debate must be the credibility, integrity and sacrifices that good gardaí have made, and will be asked to make, on our behalf. In particular, recently, Garda Golden and Detective Garda Donohoe were murdered in my county, while some...

Committee on Justice, Defence and Equality: Joint Sub-Committee on Human Rights relative to Justice and Equality Matters: UN Convention on the Rights of Older People: Discussion (9 Dec 2015)

Fergus O'Dowd: ...of which were typed up and recorded beautifully, yet nothing happened. There is significant abuse. I have given a file with over 900 cases of abuse - some very minor, others very serious - to the Garda, which is looking at the issue. The Ombudsman got involved and since the end of August 2015 the Ombudsman is a notice party to all complaints made, which I welcome. The rights of...

Select Committee on Justice, Defence and Equality: Estimates for Public Services 2015
Vote 20: An Garda Síochána (Supplementary)
Vote 21 - Prisons (Supplementary)
(2 Dec 2015)

Fergus O'Dowd: If I stray on to the wrong subhead, I hope the Chairman will tell me. The Minister mentioned retiring gardaí. In view of the fact that the Garda can only recruit to the maximum capacity of Templemore, which is 600 per annum - I acknowledge the Minister's remark that it is impossible to predict how many gardaí may retire in any year - would she consider offering short extensions of...

Select Committee on Justice, Defence and Equality: Estimates for Public Services 2015
Vote 20: An Garda Síochána (Supplementary)
Vote 21 - Prisons (Supplementary)
(2 Dec 2015)

Fergus O'Dowd: I accept that the flexibility is there, but could the Minister ask them to consider staying on? I am not familiar with the processes in the Garda Síochána. If they have certain skills and knowledge and corporate memory and we cannot get the gardaí we want, this could in a voluntary way extend the service of gardaí who might wish to stay on.

Select Committee on Justice, Defence and Equality: Estimates for Public Services 2015
Vote 20: An Garda Síochána (Supplementary)
Vote 21 - Prisons (Supplementary)

Select Committee on Justice, Defence and Equality: Estimates for Public Services 2015
Vote 20: An Garda Síochána (Supplementary)
Vote 21 - Prisons (Supplementary)
(2 Dec 2015)

Fergus O'Dowd: There has been significant investment in the Courts Service in the past couple of years. One of the problems is that when a member of An Garda Síochána goes to issue a summons, the person concerned is no longer at the address indicated. This happens quite often and it is a major waste of Garda time and resources. Is there an alternative? I think thousands of summonses have been...

Select Committee on Justice, Defence and Equality: Estimates for Public Services 2015
Vote 20: An Garda Síochána (Supplementary)
Vote 21 - Prisons (Supplementary)
(2 Dec 2015)

Fergus O'Dowd: The Minister responded earlier and I understand the point she is making. In view of the exceptional need at this moment and the inability of the Garda to train more than 600 recruits at a time because of the physical limitation on the buildings at Templemore, would it not make sense, as an exceptional measure, to see if more people would continue to work? That is my point in a nutshell....
