John McGuinness: I want to turn now to procurement. How is general procurement, be it vehicles or servicing of vehicles, managed? When the Garda is purchasing a service or goods, does it have a panel of businesses it uses? Also, does it vet the company or individual chosen in terms of reliability and suitability for dealing with the Garda?
