Public Accounts Committee: Business of Committee (17 Jan 2019)

Seán Fleming: ...groups from around the county which discussed this exact issue. People refer to the previous CCTV scheme for urban areas, which involved the chamber of commerce in the various towns and the Garda taking a direct monitoring role. That system worked. For some reason, the community CCTV scheme was linked to the local authorities, although I acknowledge it is based in the community. I saw...

(17 Jan 2019)

Seán Fleming: ...and I know it is looking for a review, but we still have these situations. The Irish Prison Service is trying to recruit people, but people being recruited into a uniformed service, whether the Garda or whatever, and we are speaking about the Irish Prison Service today, know that if they get stabbed in the course of their job, the chief medical officer in the Department of Health will not...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Seán Fleming: I know it was not Ms McCaffrey's intention. I am raising it to clarify it in case some people watching take the other meaning. What is the position involving the Garda and the Irish Prison Service regarding security when transferring prisoners? There are 41,000 transfers per annum. Obviously, the Irish Prison Service has to have a serious protocol. Is the Garda always available at the...

(17 Jan 2019)

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Seán Fleming: Okay. We mentioned assaults on prison officers a minute ago. What is the process in place and the protocol involving the Irish Prison Service and Garda regarding the taking of witness statements? If it happens in a public place, that is fine. Let us say it happens within the four walls of a prison. Does everything have to go through the governor? What is the protocol? Do the...

(17 Jan 2019)

Seán Fleming: ...a prison officer, the governor is notified and that it is then up to him or her to inform the staff member of the issue. We have heard that if there is an issue involving a prison officer, the Garda does not deal directly with individual prison officers. It works through the governor or the liaison officer as the case may be.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Seán Fleming: It has been highlighted to us, as members, that information was being channelled relative to the prison officer affected. It was said the information was channelled by the governor to the Garda or liaison officer but it was not given down to the prison officer, which led to difficulty. I am not asking Ms McCaffrey to comment on the case. There is a command structure in regard to the flow...

Public Accounts Committee: Business of Committee (13 Dec 2018)

Seán Fleming: We will write to Revenue and ask what body takes the prosecution; is it handed over to the Garda or does Revenue itself prosecute; and what were the legal costs of each of the cases in 2016, 2017 and 2018 to date. The next item is from Mr. Ray Mitchell at the HSE. We are keeping that man busy this week. The item is a note on the record retention policy in place, in particular procurement...

Public Accounts Committee: Comptroller and Auditor General Special Report 98: Provision of School Transport (13 Dec 2018)

Seán Fleming: I understand that. Garda vetting is required. To return to an earlier point, the Department leaves it until very late in the year to close the scheme to applications. I know that is done to give people as much time to apply as possible but it causes terrible problems in a short six to eight week period. Why does the Department leave it so late? Why does it not move the closing date back...

Seán Fleming: ...and officers' and non-commissioned officers' and privates' messes. Turnover in 2017 was €1.8 million. There is a clear audit opinion. Public Accounts Committee: Business of Committee (6 Dec 2018)

Seán Fleming: If something similar had existed in the context of the Garda Síochána College in Templemore, some of the issues relating to the college would not arisen over the decades. We will be meeting representatives from the Department of Communications, Climate Action and Environment. ...
