Seanad: Commencement Matters: Road Safety (29 Nov 2018)

Frank Feighan: I thank the Minister of State for his positive response. In some ways, there has not been reporting of accidents on the road, which I am at a loss to understand. Perhaps Garda reports, etc. have not made their way to Transport Infrastructure Ireland. I compliment and thank members of the community who are now collating the information. There have been many accidents on the road and I have...

Joint Oireachtas Committee on Transport, Tourism and Sport: Safety of School Transport Bus Fleet: Road Safety Authority (24 Oct 2018)

Frank Feighan: Is a member of An Garda Síochána brought to every inspection?

Seanad: Order of Business (19 Sep 2018)

Frank Feighan: ...handled himself, especially in the Brexit negotiations. Recently there was a housing protest in the north inner city of Dublin. Commissioner Harris rightly said that the form of attire used by gardaí was not correct. Sometimes in this Seanad or even in politics more generally we need to be careful of how we criticise An Garda Síochána. My grandfather was one of the first...

Seanad: Order of Business (26 Jun 2018)

Frank Feighan: ...strong enough and brave enough to stand up in this Seanad and welcome it. That is very important. I would also like to welcome the appointment of PSNI deputy chief constable, Drew Harris, as the new Garda Commissioner. Again, this is setting a different tone for the Garda Síochána. My grandfather was among the first members of the Garda Síochána. In this House and...

Seanad: Order of Business (30 May 2018)

Frank Feighan: With regard to the Garda and the Minister for Justice and Equality, I would like to put to the House that applications for the current round of Garda recruitment finishes next Wednesday, 6 June, at 3 p.m. Bringing the Garda strength up to 15,000 by 2021 is something we should absolutely welcome. It is great for rural and urban areas. I was a bit concerned that the GRA stated there was a...

Seanad: Order of Business (29 May 2018)

Frank Feighan: ...While the result is very welcome - I voted "Yes" - the euphoria has been a little too much. Something similar happens on occasion in this Chamber when people seem to find easy targets such as An Garda Síochána, the Catholic Church, etc. Now is the time for healing and reconciliation. Most of the people on the two sides acted out compassion. They felt that they were doing what...

Seanad: Order of Business (8 Mar 2018)

Frank Feighan: ...an iconic moment which opened up a very liberal Ireland. She is one of many women who have been inspirational and came from Crossmolina. I heard with interest what the two civilian members of An Garda Síochána had to say. It pains me sometimes to see what is happening in An Garda Síochána. My grandfather who fought for the freedom of this country was the first...

Seanad: Order of Business (24 Oct 2017)

Frank Feighan: ...night I followed the progress of a car-jacking on social media. It started in south Dublin, where a man armed with a gun car-jacked three cars. I commend the professionalism and bravery of the Garda. A very confusing situation, where an armed man was in a shopping centre in Citywest, was handled very seriously. I felt that it was wonderful that these men are there to protect the people...

Joint Oireachtas Committee on Transport, Tourism and Sport: Medical Bureau of Road Safety: Discussion with Chairman Designate (20 Sep 2017)

Frank Feighan: Are there measures that can be taken from a technology point of view? We have spoken about the fact that Garda resources are quite important. Have there been advances there that have been looked at?

Joint Oireachtas Committee on Transport, Tourism and Sport: Medical Bureau of Road Safety: Discussion with Chairman Designate (20 Sep 2017)

Frank Feighan: I believe that technology should be used more. Is there a need to extend the use of alcolocks? Gardaí should be visible but they could be doing better things. It may help reduce the Garda presence if we had alcolocks or some other technology. We have speed cameras which are helping to reduce deaths on the road and the obligation for gardaí to be standing by the side of a road....

Joint Oireachtas Committee on Transport, Tourism and Sport: Medical Bureau of Road Safety: Discussion with Chairman Designate (20 Sep 2017)

Frank Feighan: ...RSA was within its rights. We are talking about legislation, however, that we as a committee and a committee Chair cannot get because of data protection. Senator Munster rightly mentioned the Garda figures. Could it now be an issue that the Garda figures were also wrong? We are talking about legislation that we cannot get drilled down because of data protection. We are now dealing...

Seanad: Order of Business (21 Jun 2017)

Frank Feighan: On the issue of gardaí and the opening of Garda stations, I do not think that politicians should try to influence Garda operational decisions around the country.

Seanad: Order of Business (21 Jun 2017)

Frank Feighan: I would very much prefer to see a Garda in a squad car or on the beat than sitting in a Garda station effectively having tea. Things have changed with modern communications. It is much better to have gardaí out and around the place. I have seen it in a few areas where people were complaining that a Garda station was closed.

Seanad: Order of Business (21 Jun 2017)

Frank Feighan: What they did not realise was that no garda had been in that station for the previous four years. In Stepaside I think crime actually went down when the Garda station closed. The same was true in County Roscommon where some stations closed and the gardaí allocated the resources themselves. I do not have any say in that and thankfully the days are gone when I could ring a Garda station...

Seanad: Order of Business (21 Jun 2017)

Frank Feighan: Garda management should look at that and allocate gardaí throughout the country where it sees fit.

Seanad: Order of Business (21 Jun 2017)

Frank Feighan: My grandfather was one of the first to serve in An Garda Síochána. It should be taken out of the political system and allocated to the Garda.

Seanad: Order of Business (30 May 2017)

Frank Feighan: ...verbal abuse from, effectively, a mob which followed him in Monasterevin in County Kildare. His photograph and his name were put up on a website. People who have any issues should contact the Garda. This man took refuge in a pub in Monasterevin. The Garda Síochána effectively had to rescue him from a vigilante mob. During his interview on radio, this man was very articulate...

Seanad: Order of Business (10 May 2017)

Frank Feighan: ...only for tourism, but also for locals as leisure centres. I appeal for a different look to be given to it. I welcome the appointment of Ms Kathleen O'Toole to carry out a root and branch review of the Garda Síochána. It is certainly needed. The Garda Síochána was formed in 1922 and my grandfather, James Feely, was one of the first gardaí. I am one of those...

Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of Road Traffic (Fixed Penalty - Drink Driving) Bill 2017: Discussion (Resumed) (12 Apr 2017)

Frank Feighan: ...past seven or eight pubs. I left at midnight on a Saturday and met no car coming towards me. That tells me that fewer people are going to pubs in rural areas. We need to use more imagination. Gardaí are a very valuable resource but they should be out stopping crime. We need to use modern technology such as the speed vans which have helped gardaí ensure that many people...

Seanad: Intoxicating Liquor (Amendment) Bill 2017: Second Stage (12 Apr 2017)

Frank Feighan: ...the men would go home for the Sunday dinner, but invariably most never went home. When I think of that behaviour today, I wonder how we got along. On weekend nights, in particular three or four gardaí had to clear the pubs. This happened in every town and village. Let us consider the level of Garda resources that were used to clear the pubs. Things are different now. The pubs...
