Ceisteanna Eile - Other Questions: An Garda Síochána (22 Feb 2024)

Richard Bruton: ...from best examples elsewhere, to bring a team with them to make changes, to monitor whether that is happening and to give resources to those who are ambitious. I do not see that happening in our Garda force yet. We need to look very seriously at how it can be done. It is relatively cheap in resource terms compared to many of the other challenges faced by the force.

Ceisteanna Eile - Other Questions: An Garda Síochána (22 Feb 2024)

Richard Bruton: 8. To ask the Tánaiste and Minister for Justice and Equality the provision made for leadership development at all levels of the Garda force and how leadership development is benchmarked and reported; and if she will make a statement on the matter. [8348/24]

Ceisteanna Eile - Other Questions: An Garda Síochána (22 Feb 2024)

Richard Bruton: ...be said that some leaders are born, but most leaders are created and the skills are learned. We spend too little on developing leadership. I would like to hear an audit of the situation in the Garda Síochána.

Ceisteanna Eile - Other Questions: An Garda Síochána (22 Feb 2024)

Richard Bruton: ...reported that review of performance is inconsistent and does not focus on outcomes. It points to a gulf with the experience learnt from those on the front line and strategic management in the Garda. 10 o’clock It says that notable examples of excellence are out there, but there is no shared understanding and no learning from these excellent examples. We need to empower...

Joint Oireachtas Committee on Climate Action: Climate Action Plan 2023: Discussion (Resumed) (22 Feb 2024)

Richard Bruton: Are new partners needed? Look at all the supermarkets. Look at all the locations that are providing business. That location is near the Garda station and not much else, as far as I could see. A mobility hub ought to be in a place where there are a whole lot of partners sharing the promotion of this as a concept.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Shoplifting: Discussion (13 Dec 2023)

Richard Bruton: Garda figures show 30,000 thefts from shops per year. This is a very significant increase but obviously Covid is distorting it. It is completely under-representative of what the delegates are referring to. They say they have perhaps 500 or 600 thefts each. There are three delegates here but, between the three of them, they account for nearly one tenth of the Garda figure. Therefore,...

Written Answers — Department of Justice and Equality: An Garda Síochána (28 Nov 2023)

Richard Bruton: 425. To ask the Tánaiste and Minister for Justice and Equality if it has ever been considered that certain Garda duties should be accompanied by a white Garda helmet, which have been successful in other jurisdictions in enhancing visibility and a sense of safety. [52465/23]

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (22 Nov 2023)

Richard Bruton: The community safety plans can genuinely be transformative because they offer the vision of community Garda teams working to a plan shaped by the local community and backed by activist councils, activist transport companies and an activist HSE. I have two questions for the Taoiseach. Will he update the House on the progress of the three pilots that are already in place? The key to their...

Written Answers — Department of Transport, Tourism and Sport: Road Traffic Offences (7 Nov 2023)

Richard Bruton: 263. To ask the Minister for Transport, Tourism and Sport if using an electric powered scooter or bike is an offence against which Garda enforcement is possible; and whether the new legislation on the regulation of such vehicles requires regulations or a commencement date before they become effective. [48319/23]

Written Answers — Department of Justice and Equality: An Garda Síochána (11 Jul 2023)

Richard Bruton: 505. To ask the Tánaiste and Minister for Justice and Equality if she has received a report from the Garda Commissioner on the new initiatives that have been put in place to make Dublin city centre safer; if it shows the impact on criminal or anti-social behaviour on arrests, on detection rates, and so on; and if she will make a statement on the matter. [33982/23]

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Digital Services Bill 2023: Discussion (19 Apr 2023)

Richard Bruton: ...techniques, the manipulation and transparency across the range. My first question is that with some of these things, such as reporting a criminal offence, one would have thought that the Garda would be the competent authority there. On complaints handling, one would have thought that the Competition and Consumer Protection Commission, CCPC, would have been involved there. On audit...

Policing, Security and Community Safety Bill 2022: Second Stage (Resumed) (23 Feb 2023)

Richard Bruton: ...very important and welcome. In my experience, community policing has been honoured more in a nodding way rather than through a genuine commitment to transform the way communities interact with An Garda. There has been too much staff rotation. Internally, community policing has not been valued sufficiently. People who are in community policing are not seen as the people who are on the...

Written Answers — Department of Justice and Equality: An Garda Síochána (17 Nov 2022)

Richard Bruton: 267. To ask the Tánaiste and Minister for Justice and Equality the number of gardaí by rank and other support staff in each of the northside of Dublin Garda stations; and the way that this has evolved since 2016. [57184/22]

Ceisteanna Eile - Other Questions: Antisocial Behaviour (20 Oct 2022)

Richard Bruton: I am very heartened by the approach the Minister and the Garda have taken on O'Connell Street with the new Garda station, the extra presence and the role of wardens. New York adopted a broken windows strategy when there was a problem there that was quite deep-seated. It involved real-time information and everyone working together and being accountable on a close to daily basis. Is that a...

Personal Injuries Resolution Board Bill 2022: Second Stage (5 Oct 2022)

Richard Bruton: ...quantum of damages that come in. PIAB has already been reformed. This is a further reform. Perjury and price walking have been reformed and a fraud co-ordination has been put in place within the Garda. The Competition Act has been greatly strengthened with far greater powers in the hands of the competition authority. We are beginning to see those results. Motor insurance is down 43%...
