Road Safety: Statements (17 Apr 2024)

Imelda Munster: ...in the last ten years, including lower speed limits and penalties for drug driving. The issue, however, is enforcement. It is outrageous that there has been a 40% drop in the numbers of gardaí policing the roads in the last 20 years. We all know garda visibility is needed on our roads. If people can easily leave a pub, nightclub or house party knowing full well there is little or...

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: Good morning to the witnesses. I will start with the Garda Commissioner. With regard to community policing, the first few questions require just a "Yes" or "No" answer. Does the Garda Commissioner believe in community policing and its benefits? Does he believe community policing to be considered best practice?

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: When the Garda Commissioner talks about community policing he sees it as those members of the team who are out in the community, walking around the community, chatting with youths and familiarising themselves with troubled areas and all of that sort of thing. That is what the Garda Commissioner would consider community policing.

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: It would not really have moved. The reason I asked the Garda Commissioner about the benefits of community policing is that most people can see the benefits of it but just do not see enough of it. I will raise an issue in my own home town of Drogheda. The Garda Commissioner will be aware we had a ferocious feud for two years that caused mayhem and destruction.

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: ...comes from the Commissioner’s own people - I am not making it up. A report that was furnished or a submission made stated that, on a daily basis, it is now accepted that there will not be a garda on the beat. The statistics for May 2023 show there were 146 gardaí in the Drogheda-Dunleer-Clogherhead district. In December 2021, the figure was 152. Following the feud, the...

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: The point is that it may be happening in the background. However, it states here, and this from the Commissioner’s own people, that it is now accepted there will not be a garda on the beat. We are down six gardaí from where we were several years ago. Drogheda is the largest town of Ireland and it went through a feud. Things are starting to kick off again. It is not “in...

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: I thank the Commissioner. I refer to the PULSE system and the 2,000 emergency calls that were cancelled or deleted at the time. The review carried out in 2021 stated that gardaí behaviour was a major factor in that. The Garda got funding, I think in 2021, of €15 million for a new IT system. Is that IT system up and running?

Written Answers — Department of Justice and Equality: An Garda Síochána (20 Mar 2024)

Imelda Munster: 925. To ask the Tánaiste and Minister for Justice and Equality the number of Garda personnel allocated to the Garda division that includes Louth, in each of the past five years, including a breakdown of personnel numbers in each local area/Garda station, in tabular form; and if she will make a statement on the matter. [12491/24]

Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Safety, Online Disinformation and Media Literacy: Discussion (6 Dec 2023)

Imelda Munster: Will the witnesses talk me through the process of having dangerous disinformation removed? If we look in the aftermath of the recent riots, An Garda Síochána has said it had contacted companies regarding online coverage, disinformation, the riots and the threats of violence. Coimisiún na Meán had also contacted companies similarly. What is the immediate procedure now?...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Safety, Online Disinformation and Media Literacy: Discussion (6 Dec 2023)

Imelda Munster: The law enforcement section from Meta made contact, as opposed to the Garda contacting it?

Public Accounts Committee: NAMA Financial Statements 2022 and Special Report 116 of the Comptroller and Auditor General (28 Sep 2023)

Imelda Munster: They knew that figure. My colleague requested information on how it was presented to the board in the minutes and the complaints to the Garda. I do not know if Mr. McDonagh confirmed he would furnish the committee with that information.

Public Accounts Committee: Appropriation Accounts 2021
Vote 24 – Justice
(25 May 2023)

Imelda Munster: Did the Department of Justice report any of the projects to An Garda Síochána?

Eviction Ban: Motion [Private Members] (21 Mar 2023)

Imelda Munster: ...because the house is in County Meath while Meath County Council will not purchase it because the family is on the housing list in County Louth. Where does this family go? Do they go to the Garda station? I came across another case of homelessness today. There are no emergency beds available anywhere in Louth and the homeless department offered €100 to the individual. There is...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (12 Oct 2022)

Imelda Munster: I am glad the Minister for Justice is here. I will raise the sense of abandonment my constituents in Meath East feel with regard to Garda resources. As the Minister will know, there is a Garda station there that is not fit for purpose and which is only manned from 9 a.m. to 1 p.m. despite the fact that there is a population of more than 32,000 in the area. The Garda Commissioner's office...

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Imelda Munster: I have a couple of questions. A detective garda inspector recently commented that the divisional protective services units are under-resourced. He also said that was an issue throughout the State. Does the Department accept that analysis?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice

Imelda Munster: Another deputy Garda commissioner commented recently that there are more than 300 gardaí. Does Ms McPhillips have the figure for those working in child protection units prior to the establishment of the DPSUs?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Garda Síochána Ombudsman Commission
(7 Apr 2022)

Imelda Munster: I wish everybody a good morning. How many complaint investigators are serving gardaí? How many are retired gardaí? How many are non-Garda members of the commission's staff? Has Mr. Justice MacCabe a breakdown of that?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Garda Síochána Ombudsman Commission
(7 Apr 2022)

Imelda Munster: Does Mr. Hume agree with, understand or even appreciate descriptions in the media of GSOC's investigators' relationship with the Garda? It is deemed they are frustrated with the alleged lack of co-operation from officers. There were references to delays in handing over documents and making witnesses available. Does Mr. Hume accept there is merit to that?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Garda Síochána Ombudsman Commission
(7 Apr 2022)

Imelda Munster: For my own benefit, can Mr. Hume confirm that the crux of the current industrial relations action relates to the Garda not receiving a review of a recommended increase in allowances for duties outside of their regular working hours?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Garda Síochána Ombudsman Commission
(7 Apr 2022)

Imelda Munster: Are a lot of GSOC's investigations that are handled by the Garda done through overtime?
