Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Colm Burke: My apologies for being late as I had other meetings to attend as well. I thank the witnesses for the documentation that has been sent on. Regarding people doing administrative work in An Garda Síochána, I note there are now more than 3,100 civilian employees in the Garda. Are there still many gardaí doing administrative work that could be done by civilians who could be...

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Colm Burke: Following on from that, I am not sure what the figure is because we do not have it but there are 14,200 gardaí. Let us say the figure is 1,000 people. Is it possible that another 500 of those could be assigned to police work rather than administrative work? What is the target? Is it one year, two years or three years? It is about making the Garda more effective because a big...

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Colm Burke: For instance, if a new housing area is being developed, over a short period 5,000, 6,000 or 7,000 houses might be built but no plan is in place as to where Garda members are going to operate from. It is not just about looking at existing infrastructure and the need for modernisation but also about planning for where we need new infrastructure, and I am not sure that is happening.

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Colm Burke: ...instance, in my area of Cork, Glanmire, there was a project where the OPW agreed to buy a building and it took six years to complete the sale. That is an area with a population of over 25,000, and Garda members were operating out of a station that was totally out of date. Why should an area with such a huge population not have the infrastructure? Is there not now a need to review how we...

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Colm Burke: Could we be given information about the projects for, say, the next five-year programme within the Garda, or is there a five-year programme?

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Colm Burke: -----an increase in the population and an increase in the demands on Garda members. Therefore, we need to have the infrastructure to give them that support.

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Colm Burke: I think the witnesses would accept that a lot of Garda stations are out of date and are no longer adequate for the demands that are there.

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Colm Burke: I might on to the issue of Garda infrastructure. The figure for the capital programme was €325 million in 2022. The process in modernising Garda stations is delayed. We were talking about the OPW and the timeline. Can something be done to restructure the timeline for taking a project from start to finish? It appears to be taking forever to get any new Garda station built.

Written Answers — Department of Justice and Equality: Immigration Policy (5 Mar 2024)

Colm Burke: 468. To ask the Tánaiste and Minister for Justice and Equality the action her Department is taking in conjunction with An Garda Síochána to reduce waiting times for an appointment for the first registration and renewal of immigration residence permissions for non-EU/EEA/UK nationals residing in Cork; and if she will make a statement on the matter. [9957/24]

Ceisteanna Eile - Other Questions: Cybersecurity Policy (22 Feb 2024)

Colm Burke: I am looking at this issue from the perspective of there being expertise within An Garda Síochána. Do we have a sufficient number of people with this expertise in the Garda? Is there a proposal to expand the number of people working in this area? I think it was €237 million the Minister referred to as being stolen in this fashion between 2020 and 2023. I refer to...

Ceisteanna Eile - Other Questions: Cybersecurity Policy (22 Feb 2024)

Colm Burke: This matter is developing very fast. Is there a need for the Garda and other State authorities to bring in people from outside? I am not saying necessarily from outside the Irish jurisdiction but from outside the Garda force to give assistance in providing the necessary support to assist the Garda in helping to deal with this area. I refer as well to investigations in this area, because it...

Public Accounts Committee: Appropriation Accounts 2022
Vote 24 - Justice
Vote 21 - Prisons
(15 Feb 2024)

Colm Burke: ...are discharged from prison so they have the necessary support? I go back to a project I was involved with in Cork for a number of years. Where young people got into minor difficulties with the Garda, gardaí referred them to a training centre at a very early stage, and we would then help to give them a skill so they could go on and get a job. Have we done enough in that whole area...

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Colm Burke: ...They dealt with the complaints in respect of the recent riots. In relation to public protests overall, are there many complaints pending or have many been made in the past 12 months in relation to Garda attendance at public protests outside of the riots that were referred to earlier?

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Colm Burke: ...number of complaints internally in relation to theft or fraud. It is approximately 1%. Are there many complaints currently pending where there is an issue of misappropriation of funds within the Garda force? Is GSOC saying there is no case or is it saying-----

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Colm Burke: Is GSOC satisfied that there are adequate procedures within the various Garda stations? I suppose the reason I am raising this is I ended up doing a judicial review a number of years ago over a £20 note. When I am saying it was a £20 note, I am going back a good few years ago. A garda was dismissed from the force and I was involved in a judicial review and got him reinstated. I...

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Colm Burke: Following on from that is the issue of the time it takes to carry out investigations. When a member of the Garda is under investigation, that goes on for a significant period. The figures in that regard have been provided. Mr. Hume is saying many of the cases are now dealt with in two years, but it is still quite a long period. Is GSOC under pressure in the context of the possibility that...

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Colm Burke: The member under investigation wants to get the deck cleared to move on with his or her life. If an investigation goes on for more than two or three years, that is really traumatic not only for the garda, but also for his or her family.

Confidence in the Minister for Justice: Motion (5 Dec 2023)

Colm Burke: I support the Minister. The work she has done stands out in the sense of the work being done daily by the Garda. In the last 12 months alone, the Garda has seized more than €271 million worth of illegal drugs, 1,575 firearms and 1,780 knives and dangerous instruments. This is the result of the proactive work of gardaí on the ground, including the work being done by community...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (19 Oct 2023)

Colm Burke: I too thank all the people involved in providing back-up support yesterday, such as the city council, the county council, the fire services, the Civil Defence, the Army and the Garda. They did a fantastic job in very difficult circumstances and it is important we acknowledge them. I raise the issue in Blackpool, which the Tánaiste referred to earlier. I know there are people who...

Written Answers — Department of Employment Affairs and Social Protection: Immigration Status (20 Sep 2023)

Colm Burke: ...to register at Burgh Quay, which remained closed until May 2021 due to the pandemic, and given that if they had lived outside of Dublin, it would have been possible for them to register at their local Garda station immediately, rather than being delayed for three months; and if she will make a statement on the matter.
