Trevor Sargent: The Government needs to tell us where it stands because it cannot appoint a chairperson before the legislation has been passed. I expected to see a date for the animal health Bill, given the bird flu threat that exists, yet UK doctors have attacked the Irish bird flu plan because no public health observer has attended a recent exercise on the Border with Northern Ireland.
