Public Ownership of the National Broadband Network: Motion [Private Members] (23 Oct 2019)

Catherine Murphy: ...the amount set aside for such a subsidy. Even though there was always only one bidder, the make-up of that bidder has changed substantially and it is difficult to figure out who exactly is involved. Enet was involved, as was Granahan McCourt. It is worth noting that when Enet managed the MANs contract, several complaints were made about the lack of transparency in pricing. During...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General
Chapter 21 - Accounts of the National Treasury Management Agency
National Treasury Management Agency Financial Statements 2018
(4 Jul 2019)

Catherine Murphy: I will focus on one thing that was purchased, the concessionary agreements for Enet. Did the ISIF purchased that in 2017?

Public Accounts Committee: Business of Committee (16 May 2019)

Catherine Murphy: Exactly. The extension and the sale without tendering the sale. We heard from other parties that they would have tendered. The fact that Granahan McCourt was the company behind Enet is useful work which should not have to be duplicated by the other committee. That makes it important that we finalise our work in this area. I acknowledge that there is likely to be one further hearing, but...

Public Accounts Committee: Business of Committee (4 Apr 2019)

Catherine Murphy: ...of the committee after some of our hearings, when there was a headline figure on the per metre costs. Some people told me they expected a reduction at wholesale level following their dealings with Enet.

Ceisteanna ó Cheannairí - Leaders' Questions (2 Apr 2019)

Catherine Murphy: ...deliver on the project in the medium and long term. As a country, we are proposing to heavily subsidise the construction of a network that the private sector will then own. The same consortium, Enet, managed the metropolitan area networks, MANs, contract up to relatively recently. During that time, there was an absence of price transparency and we had some of the most expensive...

Broadband Service Provision: Discussion (Resumed)
(28 Mar 2019)

Catherine Murphy: I understand they were having difficulty talking to Enet but I will go back to them and to the Department.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
Broadband Service Provision: Discussion (Resumed)
(28 Mar 2019)

Catherine Murphy: Okay, that is fine. The total that the State has spent on MANs so far is €176 million. That was a piece of information given to us by the chief executive officer of Enet. The revenue share represents about 5% of a return over the past 15 years. When we discussed this previously, one of the reasons for not going to tender was because investments were being made by Enet and there was...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Climate Action and Environment
Broadband Service Provision: Discussion (Resumed)
(28 Mar 2019)

Catherine Murphy: The Analysys Mason report, BT in its response and some of the providers I mentioned were critical of how Enet have managed this in terms of pricing, transparency and a whole range of other things. That is what the report says. Enet has hardly been pristine in how it handled this.

Vote 29 - Communications, Climate Action and Environment
Broadband Service Provision: Discussion (Resumed)
(28 Mar 2019)

Catherine Murphy: After the MANs contracts were allocated in 2004 and 2009, was it a question of leaving it to Enet to operate the system or was ongoing analysis done?

BT Ireland
(14 Feb 2019)

Catherine Murphy: Did BT notice any change in its dealing with Enet either before or after the acquisition by Granaghan McCourt or was it pretty much a similar relationship all the way through?

Public Accounts Committee: Eir (14 Feb 2019)

Catherine Murphy: ...Ms Lennon touched on her regulatory concerns with regard to the withdrawal of the national broadband plan. We have only one entity now. Ms Lennon said there were only two. It can only be Eir and Enet who were still in it - if that is what the consortium is called now. It would have been SIRO. I understand it was in the process. Was it in the process?

Public Accounts Committee: Eir (14 Feb 2019)

Catherine Murphy: Was Eir aware that Enet was for sale in 2013 when Granahan McCourt bought it? Would Eir have been interested in buying it at that point? Is Ms Lennon aware of that, or was it before her time?

Public Accounts Committee: Enet (14 Feb 2019)

Catherine Murphy: For the purpose of accuracy, the understanding was that Enet was going to lead the bid all along, and it has changed quite substantially. In actual fact, a number of subcontractors had been named as part of the consortium, which would be the case now, who would be engaged in the building out. The bid has changed very substantially, which was mentioned by others here today. The leadership...

Public Accounts Committee: Enet (14 Feb 2019)

Catherine Murphy: Has the scheme remained with Enet or did it stay with Granahan McCourt?

Public Accounts Committee: Enet (14 Feb 2019)

Catherine Murphy: Is it with Enet?

Public Accounts Committee: Enet (14 Feb 2019)

Catherine Murphy: I seek a clarification because we probably will need to deal with this when we have the Department back in. Who, in the Department, regulates Enet? Does Enet specifically deal with somebody in the Department?

Public Accounts Committee: Enet (14 Feb 2019)

Catherine Murphy: ...because they were valid. We heard from a number of entities here today. Two and possibly three of them said that they would have bid had the MANs concessionary contract been openly tendered. Enet had a contract with a clause that allowed it to continue. There was a report by the Department, but it is entirely appropriate for members to ask a question on what happened to the tender...

Public Accounts Committee: Enet (14 Feb 2019)

Catherine Murphy: ..., for example, between different components and whether there were discounts. We have heard from British Telecom, BT, this morning and we can only test this with companies that are purchasing from Enet whether the contract's terms were fully implemented. BT will revert to the committee with a note on the aspects it says were not fully implemented. The purpose of teasing out the...

Public Accounts Committee: Enet (14 Feb 2019)

Catherine Murphy: Yes. Before the contracts were extended, there were criticisms from companies which were significant purchasers from Enet. That has been picked up and I hope it will be remedied now and in the foreseeable future. Mr. McCarthy stated that there was a satisfactory relationship between Enet and its customers. However, the customers were saying there were serious problems. Does he accept that?
