Ceisteanna - Questions: Estimates Process (22 May 2018)

Leo Varadkar: ...together. At the end of April, a further Revised Estimate for my Department was voted through the House. This further Revised Estimate reduced my Department's 2018 net budget allocation by €2.5 million, from €35.89 million to €33.39 million. My Department's original Revised Estimate showed a net reduction of 2% on 2017. This further Revised Estimate brings the total...

Ceisteanna - Questions: Taoiseach's Meetings and Engagements (8 May 2018)

Leo Varadkar: ...areas, such as cyber attacks. That is where we see ourselves, rather than in trying to do what France and Germany do and becoming a military power or replicating them in some way, even if it is 2% or 5% of what they do. We want to do something different and contribute to European security through other mechanisms, some of which I have mentioned. I am a very strong supporter of a common...

Leaders' Questions (2 May 2018)

Leo Varadkar: ...always be a certain percentage where the facts or claims are contested. In Vicky Phelan's case, as the Deputy knows, the case against the HSE was struck out but the laboratory settled for €2.5 million without accepting liability. While there may not have been legal liability on the State, I think there was moral liability on the State to ensure that she got the information about...

Ceisteanna - Questions: Strategic Communications Unit (24 Apr 2018)

Leo Varadkar: I propose to take Questions Nos. 1 to 5, inclusive, together. On 1 March, I requested that the Secretary General of my Department conduct a review into the operations of the strategic communications unit, SCU. The report from this review was accepted by the Government on 27 March and published on the same date. The report finds that there is significant benefit to be realised by...

Order of Business (17 Apr 2018)

Leo Varadkar: ...money. It is very expensive to send people abroad for treatment, but we do it because sometimes specialised treatment can only be provided in specialised centres in areas with a population of 10 million, 20 million, 30 million, 40 million or 50 million. I cannot say to the Deputy for sure whether it would be viable or possible to have the treatments provided in this country, a country of...

(29 Mar 2018)

Leo Varadkar: That is a fair point. On the strategic communications unit, the SCU has 15 members of staff, seven of whom worked previously in communications in the Department and were seconded from the press office or Government Information Service to the new unit. The remaining eight staff were new, if one likes, in that they came from elsewhere or other sections of the Department. It will,...

(29 Mar 2018)

Leo Varadkar: I do not know the answer to that question, but if one looks at the figure of €5 million as being for the full year, spending €2.5 million by the end of July would not be unusual. One would spend half of the budget in the first half of the year and the other half in the second half of the year.

Strategic Communications Unit: Motion [Private Members] (20 Mar 2018)

Leo Varadkar: ...the record for those interested in them. The establishment of the strategic communications unit, SCU, as a Civil Service unit in my Department was approved by Cabinet in September. A budget of €5 million from within my Department's existing envelope was allocated in October and a work programme was agreed by Cabinet in December. This was all done transparently. Approximately...

Leaders' Questions (6 Mar 2018)

Leo Varadkar: To state some facts, the budget for mental health this year is approximately €900 million. It has increased by €150 million or €200 million in recent years. One can argue about how much the increase was but it was certainly a lot more than €5 million. It was probably closer to €35 million.

Leaders' Questions (6 Mar 2018)

Leo Varadkar: Therefore, I am not sure whether Deputy McDonald's assertions count as fake news or spin but they are certainly untrue. The €5 million budget came out of my Department's administrative allocation. My Department is one of the few Departments that had their budgets reduced for 2018, and I imagine that €5 million budget will be reduced further, if not eliminated altogether,...

Written Answers — Department of An Taoiseach: Project Ireland 2040 Launch (27 Feb 2018)

Leo Varadkar: I propose to take Questions Nos. 98, 101, 102, 107, 108, 110, 112, 113, 115 to 119, inclusive, and 122 together. An objective of the Government is to improve citizens’ understanding of what it is doing on their behalf, what their entitlements are, and the workings of Government in general. In support of this objective, the Government has approved a list of policy areas for which...

Ceisteanna - Questions (Resumed): Strategic Communications Unit (21 Feb 2018)

Leo Varadkar: Of course, there is contact between serving politicians and their parties. I speak to Fine Gael and I do so very regularly, as do special advisers. The total budget for the unit is €5 million for this year and it is up to the directors to determine how it is best spent and spread across the various campaigns.

Questions on Promised Legislation (14 Feb 2018)

Leo Varadkar: ...to see a psychologist to get the help they need. For a parent, any wait, even a short one, causes great anxiety, while a long wait causes enormous anguish. It is for that reason that an extra €5 million has been invested in child psychology services and it is making a difference. If we look at the figures from July 2017, we will see that 6,850 children were waiting for psychology...

Ceisteanna - Questions (Resumed): Urban Renewal Schemes (7 Feb 2018)

Leo Varadkar: ...else, just want to be able to live their lives and go to school, college and work and do not deserve to have this level of violence on their doorstep. In terms of recent investment, €21 million is being invested in the St. Mary's Mansions project, which is a great example of inner-city regeneration. There is a permanent Garda presence through the emergency response unit, and it...
