Public Accounts Committee: 2021 Financial Statements of the State Claims Agency: Discussion
Chapter 20: Management of the Clinical Indemnity Scheme of the Report on the Accounts of Public Services 2021
(2 Mar 2023)

Colm Burke: That is far higher than what it is in Ireland in real terms, considering that the population of the UK is 56 million. If we divide that figure by 5 million, we get around 11. If 513 million is multiplied by 11, we will only get around 5.5 billion. In other words, the UK has a far higher level of claims in real terms if the annual cost there is £13.3 billion.

Seanad: Order of Business (5 Oct 2011)

Colm Burke: We need to examine this issue and it will be one of the issues on the agenda when the Minister comes to this Chamber on 27 October. An absenteeism rate of 1% in the health service costs €50 million per year. The average for 2010 was over 5%, so it cost over €250 million. The issue must be carefully watched and we must see how we can put in place better structures to deal with it.

Public Accounts Committee: Appropriation Accounts 2022
Vote 34 - Housing, Local Government and Heritage - Programme A - Housing
Financial Statements 2022 - The Housing Agency
Report on the Accounts of the Public Services 2022
Chapter 11 - Utilisation of the Land Aggregation Scheme Sites
(14 Dec 2023)

Colm Burke: On the issue of accountability, to return to the LAGS and the acquisition of land, I will give two examples. Naas Town Council acquired 5 h of land for over €8 million, which works out at around €2 million per hectare. Likewise, Cork County Council acquired land at a cost of over €700,000 per hectare in 2001. There did not appear to be any accountability at that stage....

Joint Oireachtas Committee on Health and Children: Update on Health Issues: Minister for Health and HSE (16 Jan 2014)

Colm Burke: I thank the witnesses for their presentation. I wish to focus on Questions Nos. 3 and 5. Question 5 related to NCHDs. I based my question on the figures made available to me at the time. The agency cost for NCHDs was approximately €50 million. I am open to correction but I note that in the reply the hours contracted out to agencies is equivalent to 175 whole-time equivalents. If...

Seanad: Control of Economic Activity (Occupied Territories) Bill 2018: Second Stage (Resumed) (30 Jan 2018)

Colm Burke: ...used on fences to control where Palestinians can go. To me, it is appalling that this exists in part of the area we are discussing. We have a part to play. Ireland has a population of between 4.5 million and 5 million and is part of a community of 500 million.I think the biggest mistake that Europe has made in the past ten years in not appointing a high powered person to deal with...

Financial Resolutions 2020 - Financial Resolution No. 7: General (Resumed) (14 Oct 2020)

Colm Burke: I welcome the budget and the additional €4 billion in funding for health services. We are talking about an additional 1,146 acute beds. The number of critical care beds is to increase from 255 to 321. However, this is not just about beds. It is also about ensuring access to theatre space and facilities like X-ray and MRI. It is important that there is a co-ordinated approach to...

Joint Oireachtas Committee on Health: Cancer Screening Programmes: Discussion (23 May 2018)

Colm Burke: I thank the witnesses for their presentations. The witnesses referred to 15 laboratories in the mid-1980s. My understanding is that there are now two laboratories in Ireland that do this work. Are there other laboratories doing other medical analysis that could take on some of this work if they got the staff? What is the position relating to laboratories overall in the country if we...

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
(31 Mar 2022)

Colm Burke: ...that there are sufficient mechanisms in place to expedite projects and deliver them in a timely manner thus avoiding increased costs? It seems to me that when a project is estimated to cost €5 million, it will cost €10 million by the time it is built. Does he believe we should review the whole process?

Seanad: Commencement Matters: Nursing Homes Support Scheme (30 Apr 2015)

Colm Burke: ...the Minister of State. My question concerns the public perception of the fair deal scheme, which was set up in 2009. The structure was that people would pay 80% of their pension or income and 5% of their assets for a maximum of three years. That was subsequently raised to 7.5% of assets. The scheme has been operating for over seven years and this year will cost around €970...

Seanad: Health (Pricing and Supply of Medical Goods) Bill 2012: Second Stage (19 Jul 2012)

Colm Burke: ...it quite clear that once it was approved by the European Medicines Agency and once it was prescribed, the HSE had to provide it. There was no connection between section 3 of the Bill and section 5 relating to the powers of the Minister. That was my concern about it. Regarding the availability of drugs, there is the issue of European regulation on cross-border health care, which will have...

Joint Oireachtas Committee on Health and Children: Health Insurance Levy: Discussion (21 Feb 2013)

Colm Burke: My question concerns the presentation by the HIA and the last slide dealing with the increase in claims paid per insured person. It went up by 23% in 2009, 4% in 2010, 5% in 2011 and is now 12%. Have we identified the reason for that significant increase, particularly the figure of 12%? Is it because of additional Government levies? What is the reason for that? Why was there an increase...

Seanad: Order of Business (1 Apr 2015)

Colm Burke: I wish to raise the issue of the housing budget. I welcome the announcement that in Cork city and county over €205 million has been allocated for the period 2015-17. It is very welcome that an extra 2,500 houses or apartments will be built and made available. However, I have concerns about the ability of local authorities to be able to respond to the funding. My concern arises with...

Seanad: Land and Conveyancing Law Reform Bill 2013: Second Stage (9 Jul 2013)

Colm Burke: ...where default had occurred prior to that date and demand for repayment had also been made before that date." Taking Senator Byrne's comments into account, this means that if a person owns a €5 million house in default prior to 1 December 2009, with demand for repayment made prior to that date, the Senator wants the person to continue living in that house.

Joint Oireachtas Committee on Health: Proposed Appointment of Chief Medical Officer to a Role at a Higher Education Institution: Discussion (4 May 2022)

Colm Burke: ...where there is a new children's hospital being built, with two thirds of the funding coming from the state but the remainder coming from people contributing, whether it is people contributing $5 per month or pharmaceutical companies contributing major money. The whole project is $3.8 billion. They must raise $1.2 billion themselves and so far they have raised more than $900 million. ...

Seanad: The One Percent Difference National Giving Campaign: Statements (22 Oct 2013)

Colm Burke: ...system will sit examinations during the coming year. This is the result of the voluntary contribution made. I refer to third level colleges. I graduated from UCC. It is interesting how in the past ten to 15 years UCC has brought in €87 million in voluntary contributions for projects it specifically targeted to sell to people. One donation alone was for more than €5...

Joint Oireachtas Committee on Health and Children: Pre-Budget Submissions: Discussion (26 Sep 2013)

Colm Burke: ...organisations. In regard to the comparison of home care packages with the fair deal scheme, we will face a serious problem in this country over the next 17 years as the number of people aged over 65 years increases from 500,000 to 900,000. We need to start long-term planning for this demographic change. I am not sure we are doing sufficient planning. Mr. Timmins talked about the fair...

Seanad: Land and Conveyancing Law Reform Bill 2013: Second Stage (9 Jul 2013)

Colm Burke: I am giving an example from the Senator's comments. The Senator argued there should be no change in the law and it should be left as it is, even if the house in question is worth €5 million. There is a loophole in the legislation and the Minister has brought forward this Bill, making provision under sections 2 and 3 specifically with regard to a principal private residence, as the...

Seanad: Order of Business (27 Sep 2012)

Colm Burke: ...of instalments, which has been introduced in the UK, an issue at which we need to look. A very sad situation arose recently where the family of a young child aged five or six years received a ¤5 million award, rightly so. Unfortunately, the problem was that the young person died about four weeks after the award was made. The sad part was that while the claim was pending, there were no...

Seanad: Order of Business (9 Jun 2015)

Colm Burke: ...to discuss this matter. They prepared a detailed document about the net cost to the State but ignored the financial cost, which is a small amount. Between now and 2020 it would cost less than €5 million. There is a huge incentive for people who have given up their jobs and who want to remain here but are not entitled to currently to write off the interest on their borrowings...

Seanad: Order of Business (9 Oct 2013)

Colm Burke: ...to fight tooth and nail for a medical card to be retained. However, the matter needs to be put in context. Since we entered government, over 267,000 additional medical cards have been issued. Over 2 million, 44% of the population or four out of every ten people, now have a medical card or a GP-only card. Last year alone, an additional 165,000 medical cards were issued. There have been...
