Hildegarde Naughton: The options for applying for or renewing a driving licence are by appointment at an NDLS centre, applying online if you have a public services card and a verified MyGovID account or by post if you are aged 70 or over. Jack Chambers: The photo ID requirements for the driver theory test are defined in legislation. I understand, however, that it is possible to obtain a Public Services Card without a passport, which can in turn be used to apply for a theory test.
