An Bille um Bearta Éigeandála ar mhaithe le Leas an Phobail (Covid-19), 2020: An Dara Céim (Atógáil) - Emergency Measures in the Public Interest (Covid-19) Bill 2020: Second Stage (Resumed) (26 Mar 2020)

Catherine Connolly: ...most vulnerable from the beginning. Why that was not done is beyond my comprehension. The Minister for Justice and Equality is here today instead of the Minister for Health. That is helpful in a sense regarding direct provision. I have played by the rules and made numerous representations to the Health Service Executive on this issue. Finally, I was referred to the Department of...

An Bille um Bearta Éigeandála ar mhaithe le Leas an Phobail (Covid-19), 2020: An Dara Céim - Emergency Measures in the Public Interest (Covid-19) Bill 2020: Second Stage (26 Mar 2020)

Catherine Connolly: ...days and then another ten days for the results of the test. There is also the number of testing centres. In addition, what deal has been done with the private hospitals? Where is the information on that? I welcome that we are using them, but is it being done at a cost? What are the details? I am extremely worried about direct provision. I have written repeatedly to the HSE, but...

Select Committee on Justice and Equality: Estimates for Public Services 2019
Vote 20 - An Garda Síochána (Supplementary)
Vote 24 - Justice and Equality (Supplementary)
(4 Dec 2019)

Catherine Connolly: ...Garda overtime and the cost of the asylum process. I welcome the fact that there are two committees. I wish that they had been set up much earlier in a proactive manner. The increasing numbers in direct provision is unacceptable. It was eminently foreseeable by the Department. We raised it many times at the Committee of Public Accounts and we have asked for forward planning. Subject...

Public Accounts Committee: Business of Committee (21 Nov 2019)

Catherine Connolly: Finally, all of this difficulty could have been anticipated. The numbers are not overwhelming. More than 700 people with status are in direct provision. If the system was working efficiently, they would be out in the community and there would be 700 spaces, which would immediately halve the number in emergency accommodation. On every level, this is not value for money. This was...

Written Answers — Department of Justice and Equality: Direct Provision System (20 Nov 2019)

Catherine Connolly: 22. To ask the Tánaiste and Minister for Justice and Equality the status of the tender process for a direct provision centre in the western region; and if he will make a statement on the matter. [47765/19]

Written Answers — Department of Justice and Equality: Immigrant Investor Programme Data (20 Nov 2019)

Catherine Connolly: ...No. 145 of 8 October 2019, the number of applications received, granted and refused, respectively, for labour market access permission; the number in employment; of those; the number residing in direct provision; and if he will make a statement on the matter. [47762/19]

Provision of Accommodation and Ancillary Services to Applicants for International Protection: Statements (13 Nov 2019)

Catherine Connolly: I am sharing time with Deputies Pringle and Joan Collins. I understand the Minister of State has a difficult job to do and my comments are not directed at him personally. Direct provision was introduced as an emergency measure 20 years ago in 1999. It not only continues but has been embedded as a permanent structure. They are not my words but those of the Ombudsman for Children, Dr. Niall...

Joint Oireachtas Committee on Justice, Defence and Equality: Departmental Transformation Programme: Department of Justice and Equality (6 Nov 2019)

Catherine Connolly: Okay. On direct provision, Mr. O'Driscoll's presentation made reference to ongoing learning and change. To be precise, at slide 34 he spoke about "continuous improvement". How does that apply to direct provision?

Joint Oireachtas Committee on Justice, Defence and Equality: Departmental Transformation Programme: Department of Justice and Equality (6 Nov 2019)

Catherine Connolly: When is the Department going to have a more coherent approach to direct provision?

Joint Oireachtas Committee on Justice, Defence and Equality: Departmental Transformation Programme: Department of Justice and Equality (6 Nov 2019)

Catherine Connolly: I am sure the Chair will give Mr. O'Driscoll plenty of time to develop his points but he is not going to give me plenty of time. On direct provision, two committees have been set up, which is good. However, they have been set up as a result of what happened; they were not set up proactively. They were not set up because problems had been highlighted repeatedly. I have been to Oughterard...

Joint Oireachtas Committee on Justice, Defence and Equality: Departmental Transformation Programme: Department of Justice and Equality (6 Nov 2019)

Catherine Connolly: There are 1,500 people in hotels. How many people with refugee status are still in direct provision? What is the up-to-date figure?

Joint Oireachtas Committee on Justice, Defence and Equality: Departmental Transformation Programme: Department of Justice and Equality (6 Nov 2019)

Catherine Connolly: I have no problem doing that but I just want to make a point. I only asked when the committee was set up. That was the question I asked. I am fully aware of direct provision and the policy. I asked when the committee was set up and, with the Chairman's help, I might get an answer.

Joint Oireachtas Committee on Justice, Defence and Equality: Departmental Transformation Programme: Department of Justice and Equality (6 Nov 2019)

Catherine Connolly: I will finish up. First, I do not accept Mr. O'Driscoll's answer. I was not positing any simple answer because I know how complex the issue is. We have two direct provision centres in Galway which created no problems, except with regard to the length of time that people were in them. I do not accept Mr. O'Driscoll's answer in relation to simplicity. I simply asked when the committee was...

Written Answers — Department of Justice and Equality: International Protection (8 Oct 2019)

Catherine Connolly: 145. To ask the Tánaiste and Minister for Justice and Equality further to Parliamentary Question No. 320 of 2 July 2019, the number granted labour market access permission and who reside in direct provision; the number of self-employed returns and employed returns since the same date; the number of persons; and if he will make a statement on the matter. [40700/19]

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision: Discussion with Ombudsman (25 Sep 2019)

Catherine Connolly: I am thankful for the commentaries, which I have read. How many direct provision centres are there? Am I correct in stating there are 36?

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision: Discussion with Ombudsman (25 Sep 2019)

Catherine Connolly: I understand, but I just want to clarify some issues. Asylum seekers are put into direct provision centres as a short-term solution. We will come back to the problems that have arisen. Two of those direct provision centres are in Galway city, one opposite the station and one in Salthill. That is two of 37. Is that correct?

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision: Discussion with Ombudsman (25 Sep 2019)

Catherine Connolly: The Ombudsman has been very clear in his statement regarding the short-term aspect of direct provision. I do not have a difficulty with direct provision being used in that case. We have obligations and we have to receive people seeking asylum. We must, however, do that in a human and humanitarian way. This problem has arisen because short-term provision has become long-term provision....

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision: Discussion with Ombudsman (25 Sep 2019)

Catherine Connolly: The Department of Justice and Equality. It would be significant to find out how long people have status and remain in direct provision. Separately, we have residents who are seeking asylum for longer than seven years. Is that not right? Does the Office of the Ombudsman have figures on that?

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision: Discussion with Ombudsman (25 Sep 2019)

Catherine Connolly: On those standards, how many children are in direct provision?
