Committee on Public Petitions: Ombudsman for Children's Annual Report 2021: Office of the Ombudsman for Children (15 Jun 2023)

Martin Browne: Moving on to direct provision, I am looking at what the Office of the Ombudsman for Children's reports for 2021 and 2022 had to say about the addition of the children coming in from Ukraine. Could we touch on that for a minute, in terms of what kind of extra pressures that has put on, and where we stand with the White Paper on ending direct provision that was talked about?

Committee on Public Petitions: Ombudsman for Children's Annual Report 2021: Office of the Ombudsman for Children (15 Jun 2023)

Martin Browne: ...quickly to address some of those issues? I agree that people in all sectors of society can tell us about shortages and looking for workers. We have people in the country but are sticking them into direct provision centres, giving them €28 per week and telling them to stay there. At the same time, we keep talking about shortages in the workforce.

Committee on Public Petitions: Office of the Ombudsman Annual Report 2021: Office of the Ombudsman (16 Feb 2023)

Martin Browne: I totally agree with Mr. Deering, as would all public representatives. Some of the forms we help people to fill in are mind-boggling. As regards the White Paper on direct provision, all present agree in respect of the need to do away with or scale down direct provision. Instead of the numbers reducing, however, they have increased by 80. Has the Office of the Ombudsman received...

Committee on Public Petitions: Office of the Ombudsman Annual Report 2021: Office of the Ombudsman (16 Feb 2023)

Martin Browne: A matter connected with direct provision is the outreach programme provided by the Office of the Ombudsman. Does Mr. Deering intend to extend it to Ukrainian refugees who may have issues that need to be raised in order to ensure the system works as best it can?

Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2022: Second Stage (26 Oct 2022)

Martin Browne: ...the August figures. That is not an exhaustive list, as it does not take account of the women and children in Tusla-funded domestic violence refuges, the adults and children who are trapped in the direct provision system and are using it as emergency accommodation, nor the adults and children who are in hostels that are not in receipt of State funding. Neither does it include those who...

Written Answers — Department of Children, Equality, Disability, Integration and Youth: International Protection (24 Mar 2022)

Martin Browne: 62. To ask the Minister for Children, Equality, Disability, Integration and Youth if he foresees any change in the implementation of the White Paper on ending Direct Provision in view of the Ukrainian crisis. [15104/22]

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (25 Nov 2021)

Martin Browne: This is our sixth public meeting about direct provision policy and related matters. We have already met the Ombudsman, the Ombudsman for Children, the Irish Refugee Council, the Irish Human Rights and Equality Commission, the Law Society of Ireland and the Department of Children, Equality, Disability, Integration and Youth. I am delighted to extend a warm welcome to our witnesses today from...

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (25 Nov 2021)

Martin Browne: I again welcome Ms Buckley and Mr. Delaney for attending today's meeting and briefing members on the measures the Department of Justice is planning to take to implement the White Paper on ending direct provision. As we begin, it is only right to recall yesterday's horrific news that 27 people, including a young girl, died off the northern French coast as they tried to reach England. It...

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (25 Nov 2021)

Martin Browne: I have a couple of questions. The Department's aims are to reduce the processing times of first instance decisions and appeals related to direct provision to six months each, as outlined in the White Paper, and to establish a new international protection support service. How exactly will those aims be achieved?

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (11 Nov 2021)

Martin Browne: The second item on the agenda is direct provision policy and related matters. This is our fifth public meeting on the topic. We have already met the Ombudsman, the Ombudsman for Children, Doras, the Irish Refugee Council, the Irish Human Rights and Equality Commission and the Law Society of Ireland. I am delighted to extend a warm welcome to our witnesses today from the Department of...

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (11 Nov 2021)

Martin Browne: ...plan of the new system? As asked by Senator Buttimer, is 2024 a realistic deadline, especially given Covid over the past two years? It sounds very ambitious. The transition from the direct provision model to the new international protection support service includes a year-by-year progress schedule. Although we are only in year one, the first year of the programme, have the targets...

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (11 Nov 2021)

Martin Browne: Will the direct provision centres that exist at the moment no longer be used? Can the Secretary General guarantee that the current practice will definitely be abolished by the end of 2024? On the legal side, legal assistance was another area where shortfalls were identified. We heard from the Law Society of Ireland that too many people still have to go through the preliminary international...

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (11 Nov 2021)

Martin Browne: ...to expect quality service and we must ensure that it is functioning to meet their needs during the transition period. I do not doubt that. I was horrified to receive reports about people in two direct provision centres being fed out of plastic bags. Meat and other food was being put into plastic bags and Styrofoam boxes. In one of the centres, the residents were told to eat in their...

Criminal Justice (Smuggling of Persons) Bill 2021 [Seanad]: Second Stage (4 Nov 2021)

Martin Browne: ...not address the problems that remain in the system for those who come to this State in search of asylum. At the Joint Committee on Public Petitions, we have regularly discussed the malfunctioning direct provision system. Thankfully, that is being transformed. What concerns me is the rate at which change is taking place. In September, the committee was told by the Irish Human Rights and...

Committee on Public Petitions: Decisions on Public Petitions Received (14 Oct 2021)

Martin Browne: We will finish the discussion before it gets any more out of hand. In our next public meeting we plan to continue our consideration of direct provision. I thank Mr. Leo Bollins, Ms Margaret O'Donnell and Ms Barbara Hughes in the secretariat for all of the work they do in helping us with the committee.

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (16 Sep 2021)

Martin Browne: ...will be directed to discontinue their remarks. It is imperative that they comply with any such direction. I move to No. 2 on our agenda. This is the fourth meeting of the committee in respect of direct provision policy and related matters. We have already met the Ombudsman and the Ombudsman for Children, as well as representatives of Doras and the Irish Refugee Council. I am delighted...

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (8 Jul 2021)

Martin Browne: ...in relation to an identifiable person or entity they will be directed to discontinue their remarks. It is imperative that they comply with any such direction. This is our third meeting on direct provision. We have met the Ombudsman, Peter Tyndall, and the Ombudsman for Children, Dr. Niall Muldoon. I am delighted to extend a warm welcome to our witnesses today: Mr. John Lannon, chief...

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (8 Jul 2021)

Martin Browne: This is in the McMahon report. That report dealt with making changes to the current direct provision system but it can also help with the transition out of direct provision by starting to improve conditions immediately. Given that many of the recommendations of the report have not been implemented, which is acknowledged in the White Paper, is there a danger that we are already setting back...
