Public Accounts Committee: 2021 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 40 - Children, Equality, Disability, Integration and Youth (Resumed)
(16 Feb 2023)

Matt Carthy: ...and Heritage. Mr. O'Connor will be aware there is some media coverage of the fact that certain areas of the country seem to be immune from any responsibility regarding housing, either through direct provision, emergency accommodation or now through modular housing. They just happen to be some of the wealthiest parts of the country, particularly some Dublin suburbs. Is there an effort...

Chapter 13 - Guardian Ad Litem Follow-up Report
(27 Oct 2022)

Matt Carthy: I thank our guests for being here this morning. I have a broad question in respect of direct provision. The Government has publicly committed to ending direct provision by 2024. Is that a target the Department thinks is achievable at this stage?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Matt Carthy: I welcome our guests. We have spoken before about direct provision and responsibility for that has moved to the Department of Children, Equality, Disability, Integration and Youth. Will Ms McPhillips comment on or explain why she believes it the case that the responsible Department has now determined so many direct provision contracts to be non-compliant? I understand these are contracts...

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Matt Carthy: The Department of Justice concluded direct provision contracts. Responsibility for direct provision has now been passed to the Department of Children, Equality, Disability, Integration and Youth. That Department has determined that €91 million of those contracts signed off by the Department of Justice were non-compliant. Who is going to be answerable in respect of those contracts?...

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice
Vote 21 - Prisons
(28 Apr 2022)

Matt Carthy: This is in respect of contracts that the Department of Justice signed off. They are direct provision contracts.

Public Accounts Committee: Business of Committee (9 Dec 2021)

Matt Carthy: This is a point of particular interest as it relates to contracts pertaining to direct provision that were transferred from the Department of Justice to the Department of Children, Equality, Disability, Integration and Youth. According to the Secretary General, Mr. Fergal Lynch, the previous Department, namely, the Department of Justice, had a view that the contracts were competitive and not...

Direct Provision: Statements (22 Apr 2021)

Matt Carthy: The direct provision systems should be a source of shame to us all, particularly considering the history of people from our country seeking sanctuary from hunger and oppression in other places across the world. The direct provision system has failed utterly those who have sought asylum and also local host communities. I was struck recently in listening to recollections of those who were...

Written Answers — Department of Transport, Tourism and Sport: Driver Licences (1 Apr 2021)

Matt Carthy: 40. To ask the Minister for Transport, Tourism and Sport the status of the proposed legislation giving asylum seekers the right to apply for an Irish driver licence, as promised in the White Paper on direct provision; if the legislation is on track to be introduced before summer 2021; and if he will make a statement on the matter. [18031/21]

Written Answers — Department of Justice and Equality: Direct Provision System (1 Apr 2021)

Matt Carthy: ...Minister for Justice and Equality if the necessary steps have been made to ensure that EU Directive 2014/92 has been respected by the end of the first quarter of 2021 as outlined in the White Paper on Direct Provision; if asylum seekers continue to face difficulties opening bank accounts; and if she will make a statement on the matter. [18032/21]

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(9 Dec 2020)

Matt Carthy: I also want to raise the issue of housing for people seeking asylum. There has been a bit of a conversation around direct provision, a system which is an abomination. The fact that we are still utilising it all these years later is a scandal and a testament of a failed policy. I note over the past three years there has been an increasing dependency on emergency accommodation which falls...

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(9 Dec 2020)

Matt Carthy: They are guys who run direct provision centres. I am trying to figure out the economics of this, given that this is the Committee of Public Accounts. Someone approaches the Department to say he or she will source accommodation for it.

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(9 Dec 2020)

Matt Carthy: And monitoring and reporting on what people are saying on direct provision, in particular. Does it happen in the Prison Service? Does somebody monitor tweets whenever anyone mentions Irish prisons?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(9 Dec 2020)

Matt Carthy: The Department believes it is providing a service to Hozier when he puts up a Tweet on direct provision and the Department indulges him by ensuring that officials read it. The official is an executive officer.

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(9 Dec 2020)

Matt Carthy: ..., climbed all the way up the ranks from clerical officer grade. The person is congratulated for reaching EO level and is then asked to look at Twitter and find out what people are saying about direct provision. What else does media monitoring work entail?

Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(9 Dec 2020)

Matt Carthy: I find it strange because the Department does not need Twitter to tell officials the views of many people in respect of the direct provision system. They have heard the views at numerous committees in the House and from the floor of the Dáil. There is a well-established public position relating to the utilisation of private companies to provide accommodation to the most vulnerable...
