Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(4 Apr 2019)

Jonathan O'Brien: ...if there are more up-to-date data but, if there are, perhaps the Department could provide them to the committee and to me. There was huge variation in the percentage of referrals of children within direct provision centres compared with children outside of direct provision centres. In other words, 14% of the population of children living in direct provision centres would have had...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(4 Apr 2019)

Jonathan O'Brien: Some 14% of children living in direct provision are being referred whereas the corresponding figure for children not living in direct provision centres is 1.6%, so we can see there is a huge variation. With regard to the types of referrals and whether they would reach the threshold for an initial assessment to be done, in direct provision centres the figure stands at 85% and outside direct...

Written Answers — Department of Justice and Equality: Direct Provision Data (30 Jan 2019)

Jonathan O'Brien: 48. To ask the Tánaiste and Minister for Justice and Equality the number of complaints made to the Ombudsman by those in direct provision regarding the actions of accommodation centres; if the Ombudsman or his Department keeps records of complaints made to the accommodation centres; and if he will make a statement on the matter. [4377/19]

National Surplus (Reserve Fund for Exceptional Contingencies) Bill 2018: Second Stage (Resumed) (29 Jan 2019)

Jonathan O'Brien: ..., portraying other parties that are asking the Government to invest in housing, health services and public services at a time people are sleeping on the streets, lying on hospital trolleys in overcrowded conditions, living in direct provision and in family hubs, where children are at risk, as irresponsible. The Government has opted to establish a rainy day fund for future crises, ignoring...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Jonathan O'Brien: I was not aware of that. I am sure the Chairman will stop me if I overstep, but I wish to ask about direct provision. This does not relate to the Prison Service, but we have the Department of Justice and Equality in attendance and I want to ask one or two questions about direct provision. If I am not allowed, I will ask them in a roundabout way through the Prison Service.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Jonathan O'Brien: That is fine. My questions are on the direct provision centres. My understanding is that their residents do not have access to the Ombudsman. Actually, they do, but they must take their complaints to their centres' managers first. Is that correct?

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Jonathan O'Brien: Here is the difficulty I have with direct provision. The majority of direct provision centres are privately run, so I presume a public official or civil servant would not be the manager of a particular facility. It will be someone employed by a private company and a person would have to go through this individual before he or she would be allowed to access the Ombudsman. We need to look at...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Jonathan O'Brien: I am looking for similar information with regard to direct provision. It is slightly different with direct provision. If someone was a victim of domestic abuse, would that complaint have to be made directly to the manager of the centre before it could go to the Ombudsman or An Garda Síochána? I would be happy if I could get a note about the complaints procedures for direct...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General
Chapter 15: Hepatitis C Treatment in Ireland
Management of Medical Negligence
(22 Nov 2018)

Jonathan O'Brien: ...where a diagnosis has been made, do we have figures for how many people contracted hepatitis C outside the State? I am talking about the immigrant population who may be seeking asylum here or in direct provision who we know have hepatitis C. Do we look at that to try to identify potential risk groups?

Health (Regulation of Termination of Pregnancy) Bill 2018: Second Stage (Resumed) (17 Oct 2018)

Jonathan O'Brien: ...-day provision and we should obtain some guidance from the profession on it. There is no doubt in my mind that the provision will impact more on certain sectors of society, including, for example, women in direct provision, women with disabilities, women from regions where the only available general practitioner has a conscientious objection and women who are victims of domestic violence....

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 13 - Development of ICT Systems by the Department of Justice and Equality
Vote 24: Justice and Equality
(26 Apr 2018)

Jonathan O'Brien: I can discuss the Votes as well. Okay. I have a couple of questions on them. I refer to the immigration, asylum and direct provision costs. In 2016, the costs were €64 million, which was an increase on 2015. However, the State has given a commitment to take in 4,000 additional refugees, the vast majority from Syria. Is Ms McPhillips confident that the money is available to ensure...
