Mark Daly: I will.

Seanad: Finance Bill 2011 (Certified Money Bill): Committee Stage (Resumed) (29 Jan 2011)

Mark Daly: I have not. I am not an investigator, but NAMA is not following the code of conduct. It says it does do not have to. Transparency is the key factor in this matter, but NAMA is not following the code of conduct.

Seanad: Finance Bill 2011 (Certified Money Bill): Committee Stage (Resumed) (29 Jan 2011)

Mark Daly: As I am not a member of the Garda, I cannot do that. When I have information of wrongdoing, I will put it before somebody.

Seanad: Finance Bill 2011 (Certified Money Bill): Committee Stage (Resumed) (29 Jan 2011)

Mark Daly: NAMA has turned around and said it does not have to follow the code of conduct for the sale of State assets. I maintain these are State assets because we provided the money. NAMA owes us the money. I do not care whether NAMA follows the code or not, but there is no transparency and there are bad practices going on. I do not want to be doing a post mortem here in a year's time when it has...

Seanad: Finance Bill 2011 (Certified Money Bill): Committee Stage (Resumed) (29 Jan 2011)

Mark Daly: That is fine. Senator White is forgiven.

Seanad: Order of Business (8 Mar 2011)

Mark Daly: I will be brief in my contribution. Like other colleagues I welcome Senator Darragh O'Brien to the House and congratulate Senator Prendergast on her elevation to the European Parliament. It was the intention of the outgoing Government to bring in an amendment to the National Asset Management Agency Act. I have written today to the Office of the Attorney General to ask it to investigate...

Seanad: Order of Business (8 Mar 2011)

Mark Daly: If it continues the taxpayer will incur losses of hundreds of millions of euro, which is why I have asked the Office of the Attorney General to investigate NAMA and the way it is selling the borrowings and the loan book.

Seanad: Order of Business. (1 Jun 2011)

Mark Daly: In respect of the Jack and Jill Foundation, for the benefit of those Members who were not present at the time, it was referred to as the "Jekyll and Hyde foundation" by a former Member of the House. Moreover, despite being corrected, he kept referring to it as the "Jekyll and Hyde foundation".

Seanad: Order of Business. (1 Jun 2011)

Mark Daly: It was for the purpose of clarity. As I did not get an opportunity on the last day on which the House sat, I congratulate the Cathaoirleach on his appointment. In addition, I congratulate my constituency colleague, Senator Paul Coghlan, on being made Whip - a more affable man one could not meet. I also congratulate Senator Cummins on being made Leader of the House. He discussed the issue...

Seanad: Order of Business. (1 Jun 2011)

Mark Daly: As the Leader brought up the issue of Seanad reform, I ask whether such reform will be comprehensive and will it simply be about Seanad reform? When the issue is being debated in this Chamber, will the debate be about legislators legislating to pre-empt disaster, rather than talking about it after the event? In essence, that will be the benchmark. Reform of this House, the Dáil and the...

Seanad: Order of Business. (1 Jun 2011)

Mark Daly: Yes. In addition, Lloyd's of London refuses to insure any mobile telephone company because it is unable to quantify the risk. I hope Members opposite, some of whom do not see this House as being fit for purpose, might consider supporting this legislation.

Seanad: Order of Business. (1 Jun 2011)

Mark Daly: Did he speak today?

Seanad: Order of Business (2 Jun 2011)

Mark Daly: I call on the Leader to invite the Attorney General to the House. Under Standing Order 56, he may attend this House and be heard.

Seanad: Order of Business (2 Jun 2011)

Mark Daly: She. Under section 35 of the NAMA legislation a code of practice was to be established within three months. This has been done. The code of practice states that all assets under the control of NAMA should be sold under the code of conduct for the governance of State bodies, which means that every asset, be it a loan or property, should be sold by auction or tender. This is not happening....

Seanad: Order of Business (2 Jun 2011)

Mark Daly: On a point of order, I point to Standing Order 56 which refers to the Attorney General.

Seanad: Order of Business (7 Jun 2011)

Mark Daly: I ask the Leader to bring the Minister for Transport, Tourism and Sport, Deputy Varadkar, before the House to discuss why the Irish Coast Guard Service has €5 million of equipment sitting in a warehouse in Blanchardstown despite being purchased two years ago. It has still not been installed in the marine rescue co-ordination centres in Malin and Valentia but the equipment in those stations...

Seanad: Order of Business (21 Jun 2011)

Mark Daly: I propose an amendment to the Order of Business, that the Taoiseach attend the Chamber to discuss NAMA and his statement last week about his sources and what they told him. It is unusual that the Taoiseach agrees with me on concerns about developers buying back property. The Taoiseach has since rowed back but I maintain my position. My sources are willing to meet the Taoiseach to explain...

Seanad: Order of Business (21 Jun 2011)

Mark Daly: I will, if the Taoiseach agrees to it. Fianna Fáil will propose the NAMA transparency Bill so that every asset under the control of NAMA, whether a loan or a property, will be on the NAMA website. In that way, any person in this country or beyond can see what NAMA is selling and how people can bid for it. I propose an amendment to the Order of Business requesting the Taoiseach attends the...

Seanad: Order of Business (21 Jun 2011)

Mark Daly: On a point of order, a Chathaoirligh.

Seanad: Order of Business (21 Jun 2011)

Mark Daly: Senator Coghlan is well aware that he is misquoting the Taoiseach.
